Victims with irregular migration status’ safe reporting of crimes in Belgium

Description	This research is part of the EU-funded project VISA RoC. The report first describes the legal options and relevant actors for safe reporting of crime by victims and witnesses with irregular status in Belgium. Next, practices and experiences regarding safe reporting of crimes by victims and witnesses with irregular status in Belgium are delineated, respectively from the perspectives of victims with irregular status victim services and law enforcement. Finally, proposals for improving safe reporting of crime by victims and witnesses with irregular status in Belgium are elaborated based on the literature study, analysis of the legislation, policies and various practices regarding safe reporting of crimes by victims and witnesses with irregular status in Belgium, and recommendations from the interviewed adults in a precarious residence situation, victim support organisations, enforcement authorities and relevant NGOs.
