This project focuses at the role of branding in urban and regional governance. The project is based on the identification of a growing need for studies focusing on those patterns of inclusion and exclusion that have emerged in the aftermath of the restructuring of the welfare state. In particular, the project seeks to meet the need for studies in which new, geopolitical entities are confronted with questions of inclusion, exclusion and diversity. In short, the project aims to explore whether place branding is a sub-national strategy for growth and competitiveness only, or if it is a strategy for (a) urban and regional governance and (b) inclusion and diversity too.

“Negotiating Modernity”: History of Modern Political Thought in East-Central Europe

Description
The principal aim of the Project is an unprecedented synthetic volume on the history of modern political thought in East Central Europe. It is not meant to be compartmentalized according to national sub-chapters but based on a diachronic analysis especially sensitive to transnational discursive phenomena (e.g. the ideological traditions transcending national borders such as liberalism, socialism, conservatism, federalism), and being equally open to supra-national and sub-national (regional) frameworks, where different national projects were interacting. The project entails the task of “redescription” and conceptual transfer, i.e. finding a regional and trans-culturally acceptable set of analytical categories, as well as new knowledge-production – answering questions about the basic components of European political thought, formulated on the basis of a regional and trans-regional comparative analysis. It also necessitates the “trading” of concepts: both in the direction of inserting specific historical experiences and analytical categories into European circulation, and also testing the value of the interpretative models linked to such notions as “populism”. The project thus aims neither at a compendium of case-studies nor at a deductive Area Studies-type of approach that tends to eliminate differences to forge a general narrative. What it seeks to produce instead is a cross-cultural “synthesis”– the work of a compact team of multi-national composition, skilled in comparative research and drawing on the recent upsurge of transnational historiography. By shifting the reference point of historical thinking from the “West” to the cross-European experience with a special emphasis on East-Central Europe, in other words, the project seeks to rethink the history of the “negotiation of political modernity,” moving from “moral ethnocentrism” and oversimplification towards a more encompassing notion of what constitutes the European intellectual heritage.

RESPOND: Multilevel Governance of Mass Migration in Europe and Beyond

Description
With the goal of enhancing the governance capacity and policy coherence of the EU, its member states and neighbors, RESPOND is a comprehensive study of migration governance in the wake of the 2015 Refugee Crisis. Bringing together 14 partners from 7 disciplines, the project probes policy-making processes and policy (in)coherence through comparative research in source, transit and destination countries. RESPOND analyzes migration governance across macro (transnational, national), meso (sub-national/local) and micro-levels (refugees/migrants) by applying an innovative research methodology utilizing legal and policy analysis, comparative historical analysis, political claims analysis, socio-economic and cultural analysis, longitudinal survey analysis, interview based analysis, and photovoice techniques. It focuses in-depth on: (1) Border management and security, (2) International refugee protection, (3) Reception policies, (4) Integration policies, and (5) Conflicting Europeanization and externalization. We use these themes to examine multi-level governance while tackling the troubling question of the role of forced migration in precipitating increasing disorder in Europe. In contrast to much research undertaken on governance processes at a single level of analysis, RESPOND’s multilevel, multi-method approach shows the co-constitutive relationship between policy and practice among actors at all three levels; it highlights the understudied role of meso-level officials; and it shines a light on the activities of non-governmental actors in the face of policy vacuums. Ultimately, RESPOND will show which migration governance policies really work and how migrants and officials are making-do in the too-frequent absence of coherent policies. Adhering to a refugee-centered approach throughout, RESPOND will bring insights to citizenship, gender and integration studies, ensure direct benefit to refugee communities and provide a basis for more effective policy development.

Der erhöhte Zustrom Geflüchteter und anderer Migrantinnen und Migranten nach Europa in 2015 hat zu erneuten Bemühungen für eine gemeinsame EU-Afrika-Agenda geführt, die sich mit Herausforderungen der Migration befasst. Zahlreiche Treffen, Veranstaltungen und Gipfel wurden (zumindest teilweise) diesem Zweck gewidmet, wie beispielsweise der Valetta-Gipfel in 2015, der G20-Gipfel in Hamburg 2017 und der EU-Afrika-Gipfel in Abidjan in November 2017. Viele bilaterale, regionale und kontinentale Afro-Europäische Rahmenregelungen und Richtlinien gingen diesen politischen Versammlungen voraus und mit ihnen einher. Dennoch funktioniert die aktuelle Herangehensweise – auch durch die EU-Partnerschaftsabkommen – nicht. Der 2018 MEDAM Assessment Report argumentiert, dass die EU-Länder stärker mit afrikanischen Staaten kooperieren sollten. Die Regierungen dieser Staaten werden eher bereit sein, ihre Staatsbürgerinnen und Staatsbürger nach einem abgelehnten Asylantrag in der EU zurückzunehmen, wenn legale Arbeitsmigration eine realistische Alternative darstellt. Eine aktive Auseinandersetzung zwischen afrikanischen und europäischen Ländern fehlt jedoch weiterhin. Kritikerinnen und Kritiker beanstanden einerseits die Tendenz, dass die Migrationszusammenarbeit europäische Interessen in den Vordergrund stellt, die Inkohärenz in der EU-Politikgestaltung und die ausgrenzende Art vieler Gipfel und Veranstaltungen. Andererseits werden afrikanische Regierungen für fehlendes Engagement in der Migrationsgovernance kritisiert. Ein wesentliches Problem ist, wie wenig bezüglich der Interessen, Beteiligung und Akteure bekannt ist, wenn es um die Steuerung von Migration geht – einschließlich Auswanderung (reguläre und irreguläre), Einwanderung und den Umgang mit vertriebenen Menschen. Das Projekt „Die Politische Ökonomie der Westafrikanischen Migrationsgovernance“ will die politischen Dimensionen von Migrationsgovernance und die zahlreichen Akteure (einschließlich zivilgesellschaftliche und subnationale) beleuchten. Dazu untersucht das Projekt wie die Instrumente und Institutionen zur Migrationssteuerung erstellt und implementiert werden, welche Interessen und Akteure einbezogen oder ausgeschlossen sind und welcher gesellschaftlichen Diskurs diese Interessen umgibt. Die qualitative Studie konzentriert sich auf vier Fallstudien – Gambia, Niger, Nigeria und Senegal – und basiert auf Feldforschung, einschließlich halbstrukturierter Interviews in den betreffenden Ländern. Das Projekt ist von Anfang an partizipativ und somit wird eine Veranstaltungsreihe stattfinden, um unsere Ergebnisse mit lokalen Experten in Abuja, Banjul, Dakar und Niamey zu diskutieren. Darüber hinaus wird es einen Abschlussworkshop geben, um die Forschungsergebnisse mit Wissenschaftlern und zivilgesellschaftlichen Akteuren aus allen vier WAMIG-Ländern vergleichend zu diskutieren. Migrationsnetzwerke und Risikodiversifizierung: Wie sich Schocks in den USA auf die Arbeitssuche in Mexiko auswirken

Internationale Migration ist in den letzten fünf Jahrzehnten stark angestiegen. In den Zielländern scheint dies weitgehend zu Produktivitätssteigerungen geführt zu haben. Gleichzeitig ist noch relativ wenig über die Entwicklungseffekte internationaler Migrationsnetzwerke auf die Herkunftsländer bekannt.Im Rahmen dieses Projektes sollen die Auswirkungen internationaler Migration auf Haushaltsentscheidungen in Herkunftsländern untersucht werden. Während sich die bisherige Literatur weitgehend auf die Einkommenseffekte von Rücküberweisungen konzentriert, soll in diesem Projekt festgestellt werden, ob der Zugang zu internationalen Migrationsnetzwerken - also Netzwerken zwischen Migranten und ihren zurückgebliebenen Angehörigen - einen ex-ante Versicherungseffekt auf Haushalte in den Herkunftsländern hat. Es gibt klare Evidenz dafür, dass Unsicherheit die Entscheidungen von Haushalten und Individuen beeinflusst. Wenn also Migrationsnetzwerke der Risikodiversifizierung dienen, so sollten sie auch solche Entscheidungen beeinflussen, die risikobehaftet sind. So ist beispielsweise bekannt, dass Arbeitssuchende, die einem hohen Maß an Risiko ausgesetzt sind, eher niedrig entlohnte Jobs annehmen als sich der zeitaufwändigen und ungewissen Arbeitssuche nach besser passenden Jobs zu widmen. Findet Risikoabsicherung über Migrationsnetzwerke statt, dann kann dies dazu führen, dass mehr Arbeitssuchende auf den für sie passenden Arbeitsplätzen landen. Damit würden Migrationsnetzwerke in den Herkunftsländern zu Wohlfahrtsverbesserungen führen, die über die direkten Effekte von Rücküberweisungen hinausgehen.Aufgrund der Endogenität von Migration, werden in diesem Projekt die Auswirkungen von Schocks in Migrationsnetzwerken zwischen Mexiko und den USA untersucht. Es werden dabei insbesondere solche Schocks in Betracht gezogen, die die Wirksamkeit dieser Netzwerke im Hinblick auf die Wahrscheinlichkeit, im Falle eines zukünftigen Schocks Einkommensunterstützung zu erhalten, beeinflussen. Beispiele für solche Schocks sind regionale Änderungen in Einwanderungsgesetzen, Abschiebungspraktiken oder wirtschaftliche Rezessionen. In einem ersten Schritt sollen neue Datenquellen (wie Daten sozialer Medien) ausgewertet werden, um Migrationsnetzwerke zwischen den USA und Mexiko auf subnationaler Ebene zu lokalisieren. Anhand hochfrequenter Arbeitsmarktdaten wird dann analysiert, wie sich Schocks in diesen Netzwerken auf die Arbeitssuche von Haushalten, ihre Berufswahl und letztlich die Arbeitsplatzqualität in Mexiko auswirken. In einem Doppelten-Differenz-Ansatz werden dazu räumliche Unterschiede in der typischen Zielregion von Migranten aus Mexiko innerhalb der USA mit zeitlicher Varianz im Auftreten von Schocks in diesen Regionen kombiniert.Die Ergebnisse dieses Projekts leisten einen Beitrag zu der aktuellen Debatte über die Kosten und Nutzen internationaler Migration, und geben Rückschlüsse auf die zugrunde liegenden Beweggründe für Migrationsentscheidungen.
