The problem of human trafficking in Azerbaijan

The problem of human trafficking plays a significant role in migration flows from Azerbaijan. It was first addressed at the beginning of the early 1990s. The mass unemployment that followed the collapse of the USSR and the Karabakh conflict with Armenia led to the emergence of informal “slave markets” in the centre of the capital city, Baku, in the mid-1990s (in Azeri “gyl bazari”). These were gathering places for unemployed men, mostly refugees and internally displaced persons, who were prepared to take up any jobs, including jobs that involved forms of enslavement. At that time, a number of publications appeared in the national media documenting the trafficking of men, as well as women and children, from Azerbaijan, for the purposes of forced labour and enslavement (Yunusov, 194). However, such occurrences were perceived as an inevitable consequence of the unresolved Karabakh conflict and of “temporary” economic and social turmoil. Most importantly, these were of episodic character and so, did not attract much attention.

Its central objective is twofold: to study the level of protection asylum seekers have access to under the implementation of the Dublin Regulation, and to identify and advocate for best practices in implementing Dublin procedures in 10 member states of the EU.

GEAR: A gendered analysis of European Asylum and refugee policies

Description
This research and teaching programme will advance knowledge concerning the situation of female asylum seekers and refugees in the European Union, as well as making a contribution to theoretical frameworks for a gendered analysis of asylum and refugee issue s. Asylum and refugee policies are currently a key area of debate for member states of the EU, as well as for the EU institutions themselves. However; although there are many academic studies devoted to the changing framework for legislation and policy on asylum in Europe; there is as yet very little research on the specific impacts that these developments will have on female asylum seekers. This research programme will attempt to fill this gap in knowledge and analysis through an empirical research program me on the experiences of female asylum seekers in the EU and the gendered impacts of EU policies, together with theoretical analysis on issues related to persecutions specific to women and the right to asylum. Dissemination of knowledge in these areas will take place through a programme of research supervision, teaching and lecturing activities; together with ongoing work in the TERRA network (Travaux, Etudes et Recherches sur les Réfugiés et l'Asile).

Determinants of International Migration: A Theoretical and Empirical Assessment of Policy, Origin and Destination Effects (DEMIG - POLICY)

Description
DEMIG POLICY tracks more than 6,500 migration policy changes enacted by 45 countries around the world mostly in the 1945-2013 period. The policy measures are coded according to the policy area and migrant group targeted, as well as the change in restrictiveness they introduce in the existing legal system. The database allows for both quantitative and qualitative research on the long-term evolution and effectiveness of migration policies. DEMIG POLICY was compiled between 2010 and 2014 as part of the DEMIG project (Determinants of International Migration: A Theoretical and Empirical Assessment of Policy, Origin and Destination Effects). It tracks 6,500 migration policy changes (both immigration and emigration) in 45 countries, most of them enacted in the 1945-2013 period. DEMIG POLICY assesses for each policy measure whether it represents a change towards more restrictiveness (coded +1) or less restrictiveness (coded -1) within the existing legal system. Besides this main assessment of change in restrictiveness, every policy change is also coded according to the policy area (border control, legal entry, integration, exit), policy tool (recruitment agreements, work permit, expulsion, quota, regularization, resettlement, carrier sanctions, etc.), migrant group (low- and high-skilled workers, family members, refugees, irregular migrants, students etc.) and migrant origin (all foreign nationalities, EU citizens, specific nationalities etc.) targeted. The database has been compiled by the DEMIG team, in particular by Katharina Natter, Simona Vezzoli and Hein de Haas, and reviewed by national migration policy experts.
