Katie Kuschminder (PhD) is a Senior Researcher in Political Science at the University of Amsterdam and an independent migration consultant. At the University of Amsterdam, she is the Principal Investigator of the ERC Starting Grant Reintegrate (2021-2026). Ethiopia has been facing an increased return of migrants, as a result of mass deportation from countries like Saudi Arabia, The Government of Ethiopia, together with other humanitarian actors successfully managed the return but, due to the absence of a national framework on reintegration, the reintegration component was not addressed. Hence this report presents the recommended approach for developing a reintegration package for return migrants in Ethiopia. This package is expected to serve as a point of reference and practical guide for the Government of Ethiopia, UN agencies, civil society organizations and other stakeholders to develop programs in support of the successful reintegration of returnees, back into their community and labour market.

In 2015, there were higher than normal migration flows from Turkey to Greece and then via the Western Balkans to other European Union (EU) countries, leading to what has been termed Europe’s ‘refugee crisis’. The primary research question guiding this study is: How can the fluctuations in migration flows on the Balkans route from January 2015-December 2018 be explained? The core sub-questions guiding this research are: What explanations are there for the sharp decrease in the number of refugees and migrants on the Balkans route even before the EU-Turkey Statement came into effect? What are the decision making factors of refugees and migrants when choosing to leave Turkey before and after the EU-Turkey Statement? To what extent do policy interventions impact refugees and migrants’ decision-making regarding routes and destination choices?
