Dr. Mareglen Tomori | Criminologist, Crime Analyst & Migration Expert, recognized with over a decade of multidisciplinary experience in investigative criminology, forensic science, intelligence, cyber security, digital investigations, and public safety. Currently serves as the Executive President - CEO of the International Police Organization IPO, a global professional body with Special Consultative Status with the United Nations Economic and Social Council (ECOSOC). He holds an official international license from the International Security Union (ISU) to train and certify law enforcement personnel across Europe in the areas of Criminology, Security, Border Protection, Migration and Asylum Management, as well as arly identification of vulnerabilities, a recognition registered under German Federal Law through the Office of Public Order in Stuttgart, Germany. Dr. Tomori’s expertise includes criminal profiling, technical crime scene analysis, intelligence-led policing, cyber-intelligence, and the prevention of transnational organized crime. He has led and contributed to numerous international projects addressing critical challenges in migration management, asylum and return systems, counter-trafficking, and the protection of vulnerable populations, including unaccompanied minors. In the field of migration and asylum, Dr. Tomori has actively contributed to UN-level forums, including the Commission on Narcotic Drugs (CND), the Commission on Crime Prevention and Criminal Justice (CCPCJ), and the Conference of the Parties to the United Nations Convention against Transnational Organized Crime (UNTOC COP). He has collaborated closely with international organizations such as UNODC and others on initiatives to tackle irregular migration, improve border security, and promote international cooperation in the protection and reintegration of migrants. He is also a technical and legal consultant in cases involving migration-related crime, road traffic incidents, and cross-border criminality. As a certified trainer, Dr. Tomori has developed and delivered professional curricula for police academies, border agencies, and asylum systems on topics including investigative procedures, asylum law, and international protection mechanisms. His professional mission operates at the intersection of international diplomacy, national security, civil protection, and human rights, with a strong emphasis on capacity building, institutional development, and coordinated migration governance at both national and global levels.
