Francesco Pasetti is a Research Fellow at CIDOB in the area of Migrations and adjunct professor at the Institut Barcelona d’Estudis Internacionals (IBEI) and at Pompeu Fabra University. His interest in “migration matters” dates back to his experience at the ASK Research Center (Bocconi University) where he developed a two-year project on diasporic media. This report investigates the integration of Turkish and Iranian immigrants in Sweden. The analytical focus is placed on the complex net of ties between institutional actors’ belonging to destination country and to the country of origin, paying special attention to the role played by the latter, what will be labelled as the “origin effect”. The overall scenario of integration emerging from the analysis appears tangled and complex: both groups show high naturalization rates, but they present significant difficulties as regards inclusion in the labour market and in the educational context. Looking “at origin” allows for identifying crucial element to fully understand these evidences and respective integration processes. Despite the complexity to provide a plain picture of the origin effect – which for each group is ambivalent and strictly related to the actors involved, to the relations among them, and to the migratory historic profile – this corridor report offers new and interesting insights for the study of immigrant integration.

Country report : integration policies in Spain

It is only since the beginning of the XXI century, with Law 4/2000, that integration has been incorporated into political and social debates in Spain; still, the current institutional framework took place almost a decade later with Law 2/2009. This legal measure introduced a framework of multi-level governance of migration based on cooperation among central administration institutions, local governments and civil society. The integration model established by Spanish policymakers presents itself as diversified and responsive to the different dimensions related to integration. The main focus is on the areas of reception, education and employment, with employment representing the destination of most financial allocations. The main political tool is represented by the Strategic Plan for Citizenship and Integration (PECI), whose action is complemented by other measures addressing specific immigrant communities. The PECI proved to be a fruitful tool for integration and social cohesion, especially taking into account the context of the economic crisis and the intense growth of migration inflow that characterized this period of implementation.
