Dr. Lalaine Siruno is a researcher at United Nations University - Maastricht Economic and Social Research Institute on Innovation and Technology (UNU-MERIT) and Maastricht University, and coordinator of the Maastricht Centre for Citizenship, Migration and Development (MACIMIDE). She works primarily on the issue of (irregular) migration and human development, as well as fair and ethical recruitment in the context of labour migration. She was actively involved in the recently concluded Horizon Europe MIrreM Project (Measuring Irregular Migration and Related Policies). She has published articles in academic journals on the various strategies irregular migrants use to address the systemic exclusion imposed by their status. She has also worked on projects and co-authored reports for international organisations such as IOM and ILO. Apart from doing research, she teaches, supervises, and mentors students in the MPP programme (Master's in Public Policy and Human Development) at UNU-MERIT. She also trains government officials and other migration practitioners from around the world as part of the Institute's various capacity development programmes. In the AY 2025-2026, she is also a lecturer in Migration Studies and Research Methods at the University of Amsterdam. Lalaine holds a BA in Philosophy (magna cum laude) from the University of the Philippines - Diliman, a double MA in Applied Ethics from Linköping University and Utrecht University, an MSc in Sociology (Governance of Migration and Diversity programme) from Erasmus University Rotterdam, and a PhD in Economics and Governance for Development (specialisation in Migration Studies) from Maastricht University.
