Omer Talas is a migration governance expert with extensive experience in international protection and refugee status determination (RSD). He previously served as the Head of the International Protection Unit at the Ankara PDMM and Ankara Decision Center within the Presidency of Migration Management (PMM) of Turkey, where he supervised one of the country’s largest decision-making units, overseeing complex asylum evaluations and policy implementation at the national level. His research and professional interests focus on forced migration, international protection systems, EU–Turkey migration cooperation, and decision-support mechanisms for asylum processing. He has participated in multiple capacity-building programs by UNHCR, ICMPD, and EASO, and contributed to intergovernmental coordination under the EU–Turkey Readmission Agreement. Currently based in the United States, he explores AI-supported migration policy tools and innovative models for improving refugee status determination efficiency, aiming to bridge field expertise and data-driven policy innovation in migration management.
