In recent years, Afghans and Syrians have been among the largest groups of refugees seeking protection in Germany. They have founded numerous organisations that work on behalf of their respective communities or countries of origin. The civil society involvement of refugees is only beginning to be recognised in policymaking and research. The SVR's scientific staff interviewed Afghan and Syrian organisations in Germany about their work. As the study shows, the organisations undertake a broad spectrum of activities. The study provides an overview of their history, special features, potential and challenges. Differences and parallels between Afghan and Syrian organisations are also addressed. The study is part of the research project ‘Transnational Networks and Civil Society Activities in the Context of Forced Migration: The Afghan and Syrian Communities in Germany’.

Angekommen und transnational verbunden: Afghanische Zugewanderte in Deutschland

The number of Afghans living in Germany has increased significantly over the last decade as a result of refugee arrivals. Many are still at the beginning of their integration process, but given the situation in Afghanistan, it is likely that they will remain in Germany for the long run. At the same time, they maintain transnational connections to their country of origin. As part of the research project “Transnational Networks and Civil Society Activities in the Context of Forced Migration: Afghan and Syrian Communities in Germany”, the SVR's scientific staff researched the experiences of Afghan immigrants in Germany: How have they settled in Germany? What challenges do they face? What do their social networks in Germany look like and what connections do they have to Afghanistan? The survey offers initial insights into the lived realities and transnational ties of the Afghan community. The data, which was collected via an online survey, also allows for a comparison between Afghan immigrants who moved to Germany after the Taliban took power in 2021 and those who have been living in Germany for longer. The study contributes to a better understanding of arrival processes and transnational dynamics in the context of refugee migration and thus provides contextual information about the experiences of an important immigrant group in Germany.

Neue Diaspora? Engagement und transnationale Netzwerke der afghanischen und syrischen Communities in Deutschland

The number of people from Afghanistan and Syria living in Germany has risen sharply in the past decade as a result of refugee arrivals. Both communities are young and heterogeneous, and most of their members will remain permanently in Germany. With them, new diaspora organisations have emerged. They are mainly involved in humanitarian, social or political activities for the respective country of origin or for their communities in Germany. The Policy Brief summarises current facts and figures on the Afghan and Syrian population in Germany and presents initial findings regarding the structures and activities of their diaspora organisations drawing on two expert papers. The publication is part of a comprehensive research project. As part of the project, the academic staff of the Expert Council on Integration and Migration (SVR) is analysing the civil society activism and transnational engagement of the Afghan and Syrian communities in Germany and resulting socio-political opportunities and challenges.

Legal migration channels are considered to be a critical part of comprehensive migration policy and are often called for as alternatives to irregular migration for individuals not in need of international protection. In light of significant mixed migration flows to Europe, the SVR Research Unit in cooperation with the Migration Policy Institute Europe examined options for third-country nationals who seek to move legally for education, training and/or work. Through a combination of five country case studies (France, Germany, Italy, Spain and Sweden) and an analysis of the European Union’s external migration policy, the study explores existing legal migration options and challenges in policy design and implementation. It also reflects on potential future approaches to legal migration policies and programmes.
