Elvino Zacarias Nhantumbo is a Mozambican statistician and demographer at the National Institute of Statistics (INE) of Mozambique, within the Directorate of Demographic, Vital and Social Statistics and the Department of Demographic Studies in Maputo. He holds a Bachelor’s degree in Geography from Eduardo Mondlane University and has received an offer for a combined MSc in Social Research Methods and Statistics and PhD in Social Statistics (1+3) at the University of Manchester, United Kingdom, under the supervision of Prof. Arkadiusz Wiśniowski. His proposed doctoral research focuses on the estimation of bilateral migration flows in Sub-Saharan Africa using data integration techniques. His recent academic work includes a paper entitled “Predictive Governance of Transit Migration and Internal Displacement in Mozambique: Bayesian and Agent-Based Modeling of Climate, Conflict and Demographic Shifts (2025–2040)”, accepted for in-person poster presentation at the Prince Mahidol Award Conference (PMAC 2026) in Bangkok, Thailand. Elvino is an active member of several international professional networks, including the UN Regional Hub for Africa – Data Science Champions, the Global Network of Data Officers and Statisticians, the International Organization for Migration (IOM) Technical Group on Migration in Mozambique, the Global Migration Data Network (GMDN), and the Policy Dialogue on Migration and Development (PDMD). He has participated extensively in international forums and policy dialogues on migration statistics and development, including the International Forum on Migration Statistics (Paris, Cairo and Santiago de Chile), the OECD World Forum on Statistics, Knowledge and Policy, the Nairobi Global Forum on Remittances, and the Global Compact for Migration consultations. He has served as panelist, moderator, reviewer and facilitator in multiple regional and global initiatives led by IOM, UNECA and the UN Network on Migration. Professionally, he has played key roles as trainer and central supervisor in major national censuses and surveys in Mozambique, including the Population and Housing Census, Demographic and Health Survey, Household Budget Surveys, artisanal mining census and the Washington Group Functional Difficulties Survey. His technical expertise includes migration statistics, sampling design, survey methodology, Bayesian modeling, predictive analytics, migration policy analysis, and data quality assurance. His work combines rigorous statistical methods with applied policy relevance, contributing to evidence-based migration governance and demographic research in Mozambique and across Sub-Saharan Africa.
