This project aims at investigating shifting migration regimes and how employment and labor differentiates categories of migrants in Sweden. Relations between employers and migrants become increasingly crucial for opportunities and restraints in migrant life situations in systems of managed migration. Employers also become engaged in global economic relations and at the same time negotiate the relations between the nation and the migrant workers.

Description
Attracting and retaining migrants can have many benefits for the host country and its economy, for example to mitigate skills shortages. Regulating immigration may prevent several negative consequences of a shrinking and ageing population. However, research and policy often focus on the highly skilled or so-called knowledge migrants (kennismigranten) as a source of human capital, which can increase innovation and a country’s competitiveness. A group of labour migrants that receives significantly less attention from research and policy, are the medium-skilled migrant workers. Although it makes up a significant share of the migrant population, this group is rarely supported by specific migration policies. Therefore, in this report we would like to answer the following central research question: What is known in available literature about the opportunities and limitations of filling labour shortages through labour migration, especially in the middle segment of the labour market?

Labour Migration and the Host Country: Russian case

Labour migration is discussed here in the context of the transformation of the Russian market and labour migrants’ communication with their host society. Of central importance is the analysis of changes in the labour market and how these changes affect the structure of employment for migrant workers, their inclusion in local labour markets and labour mobility, the prevalence of illegal and informal employment. It is concluded that the functioning of the Russian labour market and its institutional design and the rules that restrict migrants’ access to decent work exacerbate social inequalities and con-tribute to the marginalization of migrant workers. Particular attention is paid to: migrants’ interaction with social institutions and the population of the host country; factors that contribute to the breaking of ties with the send-ing society; the social exclusion of migrants in the host community; as well as problems of the social exclusion of certain vulnerable groups of migrants. The interaction of labour migrants with internal migrants is discussed, prevailing rela-tions (competition, complementarity) in the labour market are described.
