Compromiso cívico y derechos de los migrantes

This topic concerns the civic engagement and civic rights of migrants both in the host society and the sending society. Civic engagement refers to activities and efforts at improving the quality of life of communities through both political and non-political processes. Civic rights determine the level of migrants’ legal participation in society, such as electoral rights enabling participation in (local) politics.

This topic includes  literature on migrants’ voting rights, political incorporation, political participation, the politics of citizenship, political transnationalism, and dual citizenship.

Immigrant Inclusion Index (IMIX)

Description
Immigrant Inclusion Index (IMIX) is a quantitative tool for measuring the electoral inclusion of immigrants in 20 EU member states for 2010. The index includes both de jure (outputs) and de facto (outcomes) indicators. The jure strand assesses the laws regulating the immigrants’ access to citizenship and alien voting rights. Therefore, under de jure indicators, access to citizenship (ius soli, naturalization, and toleration of multiple citizenship for immigrants) and alien enfranchisement (active suffrage for non-citizen residents in legislative and presidential elections, and referend – national and local level) are included. De jure indicators are drawn from EUDO Citizenship Law Indicators. Within the de facto dimension the authors measure the citizenship rate, the naturalization rate, and the alien enfranchisement rate. Data are harmonized and the measurement level is ordinal and ranges from 0 (theoretical minimum) to 100 (theoretical maximum). To aggregate the components in the respective dimensions, they applied the arithmetic mean. Finally, the authors aggregated the de jure and the de facto dimension by applying the geometric mean.

EUROpean CITIzenship practice: political participation of transnational European senior migrants

In the context of European integration and the emergence of a leisure-oriented culture, traditional lifestyles have been replaced by new patterns of behaviour. In this regard, a remarkable phenomenon is the increasing migration of mainly retired Europeans to the coastal regions of the Mediterranean. In the last decade, major changes concerning the social and political participation of such amenity-seeking migrants have been taking place, chiefly triggered by granting EU-foreigners active and passive voting rights in local elections. Given the fact that many of the retired residents belong to the economic elite and were successful professionals, they count on powerful tools, know-how and resources to integrate and take leadership in local politics. Migrants from northern Europe founded their own parties e.g. in many Spanish municipalities and are currently active in the local councils. EURO_CITI is an innovative and interdisciplinary research project dealing with the different forms of political participation of retired European residents and principally aimed at discussing the practice of European Citizenship both in a conceptual and empirical framework.

Ziel des Projekts ist es, durch qualitative Interviews mit Migrant*innen und Expert*innen Empfehlungen für organisationsinterne und politische Maßnahmen zu formulieren, die die Bedingungen des zivilgesellschaftlichen Engagements von Migrant*innen verbessern. Tunisia has a long history of emigration to the European Union. The Tunisian state has progressively created and implemented a migration policy to protect Tunisian citizens abroad and to tighten ties with the country. This report presents the current policy concerning emigration – strengthening migrant ties with Tunisia and fighting against illegal migration – and policies that concern the diaspora – measures encouraging investment in Tunisia, protection of social rights abroad, new integration of the diaspora within political and civil Tunisian society. To this end, the report provides an update on the political and civil rights of emigrants (voting, plural nationalities, military duty), socio-economic rights (agreements on labor migration, custom/import incentives), social rights (family, social security) and cultural rights (languages, school, media). The report also presents the engagement of non-state actors from abroad. The collapse of the revolution has permitted the country to redefine the political participation of Tunisians abroad and their integration in politics in Tunisia. The demands of Tunisians abroad for rights to participate in politics at high levels (the right to become representatives in the Assembly; the right for a Tunisian with dual-nationality citizenship to become President) were ratified on January 2014.

PROMINSTAT is a research project funded under the 6th Framework Programme. It compiles meta-information on statistical datasets on migration, integration and discrimination in 29 European Countries (EU27 plus Norway and Switzerland). Through country reports and a series of comparative studies on particular topics of datacollection PROMINSTAT provides in-depth analyses of the scope, quality and comparability of statistical data collection on migration in a wide range of thematic fields, including population stocks and general demographic characteristics, migration flows, residence permits, acquisition and loss of citizenship, asylum seekers and refugees, irregular migration, employment, income, transfers and social benefits, housing and residental patterns, health and access to healthcare, education, family and household, political participation and crime and justice. The main aim of PROMINSTAT is to promote comparative quantitative research on migration, integration and discrimination in Europe, to enhance the knowledge base on statistical data collection in this field and thus to contribute to the improvement of statistics on migration, integration and discrimination.

PolAsie est un projet de recherche co-financé par l’IC Migrations et l’ANR. Il vise à étudier les processus de socialisation et la participation politique des “Asiatiques” en France. PolAsie explore trois hypothèses : La population asiatique en France, migrants et descendants, vit une mutation générationnelle qui transforme les formes de participation politique ; Les récentes actions collectives des Asiatiques en France favorisent des formes plus classiques de participation politique ; Le pouvoir économique croissant des pays asiatiques et leur promotion d’un modèle alternatif aux démocraties libérales jouent un rôle dans le processus de socialisation politique. Pour cela, le projet s’articule autour de deux terrains d’enquête. 1) Une enquête auprès des élus issus de l’immigration asiatique documentera la réalité d’un « vote communautaire » ainsi que la contribution des élus à une représentation substantielle des minorités. 2) L’analyse des formes d’adhésion à différents systèmes politiques (des démocraties libérales aux régimes autoritaires) articulera le processus complexe de socialisation politique pré-migration dans le pays d’origine, post-migration dans le pays de résidence, ainsi qu’au sein de la diaspora. L’équipe est composée de sociologues, démographes et politologues. Le projet repose sur la complémentarité entre chercheurs spécialistes de l’étude des migrations et des mobilisations asiatiques et chercheurs spécialistes de la participation politique des migrants.

Swedish Case Study: Indian migration and population in Sweden

The Indian migration to Sweden began in the twentieth century with students, labour migrants, and asylum seekers settling in the country and children being adopted from India by Swedish parents. In the beginning of the twenty-first century the Indian population in Sweden has increased considerably as an effect of family reunification, natural increase, and an intensified immigration of students and skilled laborers in response to changing immigration policies and internationalization processes of higher education. This case study provides an overview of the migration and the demographic and socio-economic profile of the Indian population in Sweden. As the study illustrates, Indians in contemporary Sweden have diverse migrations histories and constitute a more heterogeneous group of people with different economic, social and cultural backgrounds. While media discourses and perceptions of India have often privilege religion, the Indians in Sweden have used religion and culture as key elements for organizing collective activities and creating representation and visibility in society. In general the Indians have succeeded fairly well in their economic, social and cultural integration into Swedish society, while their political participation has been more restricted.
