MEM’S: My Easy Moving System

Description
In Europe more than 600,000 people are disabled in their natural mobility but are able and need to drive since they are of employment age: we want to bring to them an innovative independent mobility solution that overcomes the limitations of the devices currently available. By using robotics-based technology, our solution will allow the disabled person to use his electric wheelchair as a driver's seat in his car, without any intervention or assistance required of third parties while getting into and out of the car, in this way fully achieving his freedom of movement. Our innovation provides the disabled with total independence, greater comfort and saving two-thirds of the equivalent average expenditure incurred today. Our solution has been designed as original equipment to be installed by carmakers, just as it can be installed in a car one already owns: it is the first sustainable standardisation solution for disabled people in the automotive sector.

Beyond Numbers: An Inquiry into the Political Integration of the Turkish 'Settlers' in Northern Cyprus

Authors Mete Hatay
Description
The complex issue of the so-called Turkish settlers in Cyprus figures prominently in public debate on both sides of the divided island, as well as in international deliberations on the Cyprus problem. The political sensitivities that surround the issue combine with a lack of reliable information and data to mar these discussions. This report on the political integration of the ‘settlers’ in northern Cyprus seeks to contribute to more informed discourse and to stimulate further research on this important issue. An examination of the voting patterns of the Turkish ‘settlers’ since their arrival in Cyprus shows that an ethnic voting pattern prevailed until 1990. Since then, however, ‘settler votes’ have been distributed among a range of mainstream political parties, with a majority of votes going to conservative parties. The analysis also reveals that the claim that the ‘settlers’ in Cyprus constitute an extension of the official politics of mainland Turkey is erroneous. The report shows that the ‘settlers’ are more integrated into the Turkish-Cypriot political community than is often believed. Beyond Numbers also suggests that the discussion on the ‘settler issue’ would benefit from a distinction between those who are temporary residents (among them, numerous ‘guest workers’ and university students) and those who have obtained citizenship – and hence the right to vote – in the ‘Turkish Republic of Northern Cyprus’ (TRNC). While the ‘settler’ label only meaningfully applies to individuals within the latter category, the electoral lists examined for this report indicate that voters originating from mainland Turkey constitute no more than 20–25% of the total electorate in northern Cyprus. ‘Settler’ influence on politics in northern Cyprus is thus both less and less uniform than is often claimed. Mete Hatay is a Project Leader at the PRIO Cyprus Centre. In 2003 and 2004, he worked extensively with PRIO’s Public Information Project aimed at providing accurate and non-partisan information on the ‘Annan Plan’. He has for many years conducted research on different minority groups in Cyprus.

The Social Life of the First Reception Regime: Human rights, dignity and hospitality on irregular migrant maritime routes into the EU

Principal investigator Daniela DeBono (Project Leader), Maja Povrzanović Frykman (Participant), Anna Triandafyllidou (Participant), Robert Schuman (Participant)
Description
Alongside the increase in EU border control, there are efforts by the European Union (EU) and its Member States to mainstream human rights principles in external border control and in the construction of fair asylum systems. The safeguarding of human rights is critically important for migrants, especially at first reception and in border activity when migrants are at their most vulnerable physically, legally and politically, socio-culturally and economically. The responsibility for ensuring that the dignity and human rights of the migrants are safeguarded is recognised by the EU and its Member States. First reception activity is officially regulated by four sets of policies and procedures, which are usually conducted within a few days or weeks. These are rescue at sea, immigration, reception/detention and asylum procedures. They are policies that involve a vast range of stakeholders and, as such, the complex interactions between their activities need to be carefully managed in order for the whole first reception system to function. Research has so far focused on the analysis of policy and institutions, but not so much on what happens on the ground. This project proposes to contribute to these efforts by examining the treatment of irregular migrants in the first reception systems of Italy and Malta. These are two countries which lie on the Central Mediterranean Maritime Route, an important route for irregular entry into the EU. Whereas there have been few maritime arrivals in Malta in the last years, Italy triggered the EU hotspot approach to help in processing irregular maritime migrants. This study aims to produce both ethnographic descriptions of the everyday implementation of the reception activity on the ground, and also critical approaches to the mainstreaming of human rights at the border. It also seeks to contribute towards discussions on the controversial use of detention at entry of all arrivals which is the premise up on which first reception is enacted. This is done through long term and multi-sited ethnographic fieldwork. The outcome of this independent academic project, funded by EU Marie Curie research funds, is the publication of articles in academic journals.

The daily governance of transit migration in Turkey at European Union borders: The two-way influence of Turkish-European Union border and migration management practices

Description
This project examines the daily governance of ‘transit’ migration by Turkish political and security professionals at the European Union (EU) borders. It draws upon a sociological approach that focuses on migration and border management practices by Turkish authorities within everyday forms of ‘risk’ governance. In particular, the research explores the two-way influence of EU and Turkish risk ‘perceptions’ and risk ‘technologies’ in relation to transit migration and investigates how such interaction affects daily experiences of migrants and gives way to new intentions, struggles and mobilities. The research applies a triangulated methodology based on genealogy, qualitative interviews and ethnographic research. Data collection will take place at Turkey's two land border crossing points and at one sea border crossing point with the EU as well as in Ankara. Thus, the project is empirically, theoretically and methodologically original and makes a timely intervention into current debates over migration pressures facing the EU from Turkish territories, especially with regard to the increasing number of Syrian refugees in Turkey and ongoing conflicts in the Middle East. The research will take place at the University of Amsterdam under the supervision of Prof. Marieke de Goede, who is an advanced scholar in risk and security governance in Europe. The fellowship will significantly impact on my academic skills through a two-way transfer of knowledge with the host institution that has substantial expertise in critical security studies. It will enhance my career options in finding a tenure-track position in Europe as I will dedicate my time to deepen my academic knowledge, make international, peer-reviewed publications and expand my international network. The research will add to the European research excellence in critical security studies and produce results with the societal impact of raising awareness about Turkey becoming a key country of transit migration and immigration

Assessment of the Situation of the Syrian Refugees in Kurdistan Region Iraq

Authors Mohamed SALMAN
Description
During the Arab Spring, some of the Arab peoples decided to take a stand against their leaders as a result of many factors that accumulated over decades. These reactions and uprisings occurred from Tunisia in December 2010, followed by Egypt, Yemen and Libya, and originally started in peaceful civilian protests against their governments and some led to widespread violence and civil war. Likewise, in Syria, there is a continuation of these trends. In the Syrian context, however, the nature of the struggle against the regime and its leadership is complicated by the fact that the opposition is backed from abroad and exploited by Islamists, and the regime continues to act with full force against these fighters and its own citizens. Fighting and destruction continues to this day, prompting the Syrians to flee at home or resorting to flee to neighboring countries to escape the oppression and the effects of the fighting. Signs of the impending movements of Syrian asylum seekers to the Kurdistan Region started from March of 2011, and have continued day after day since then for these reasons and others. The total number of Syrian refugees registered within Iraq was most recently counted at 45,849 individuals (by 31 October 2012) and the vast majority (28,790 individuals) was registered in the Duhok governate of the Kurdistan region. Within the Kurdistan region, the majority of Syrian refugees reside in Duhok governate (28,790)- particularly within the Domiz camp with approximately 15,000 individuals registered by 24 October 2012 - while smaller numbers have also sought shelter within Erbil (6,857 individuals) and Sulaymaniyah (1,784 individuals). This places the total number of registered Syrians within the Kurdistan region at 37,431 (31 October 2012).

Refugee Innovation: Humanitarian innovation that starts with communities

Description
Even under the most challenging constraints, people find ways to engage in creative problem solving. Refugees, displaced persons, and others caught in crisis often have skills, talents, and aspirations that they draw upon to adapt to difficult circumstances. Although ‘humanitarian innovation’ has been increasingly embraced by the humanitarian world, this kind of ‘bottom-up’ innovation by crisis-affected communities is often neglected in favour of a sector-wide focus on improving the effectiveness of organisational response to crisis. This oversight disregards the capabilities and adaptive resourcefulness that people and communities affected by conflict and disaster often demonstrate. This report focuses on examples and case studies of ‘bottom-up innovation’ among different refugee populations. Whether in the immediate aftermath of displacement or in long-term protracted situations, in both urban and rural areas, refugees frequently engage in innovation. By definition displaced across international borders, refugees face new markets, a new regulatory environment, and new social and economic networks in their host countries. Being adaptive and creative is often necessary in order to meet basic needs, to develop income-generating activities, or to keep long-term aspirations alive. Even where there are legal constraints on the right to work or freedom of movement, the capacity of refugee populations to engage in iterative problem-solving is nearly always evident.
