Children Born of War - Past, Present and Future

Description
The physical and psychosocial impact of armed conflict on children is immense and particularly so, if these children are associated with the enemy. Overwhelming evidence suggests that children born of war (CBOW), i.e. children fathered by foreign soldiers and born to local mothers have been and continue to be a major obstacle to successful integration of both their mothers and themselves into post-conflict societies. At a global level, previous UN studies have further emphasized the lack of research on children born out of forced pregnancies in armed conflict. The proposed network addresses the described shortcomings by advancing the knowledge base through systematic analysis of lived experiences of CBOW in a variety of 20th century conflict and post-conflict situations. The main research goal is to further our understanding of how (if at all) CBOW in conflict and post-conflict situations are integrated into society; how (if at all) militaries, governments, and nongovernmental policy makers assist this integration process; and how the children's lived experiences reflect broader societal attitudes to memories of war and vice versa. Our vision is to promote scientific excellence by exploiting the specific research expertise and infrastructure of the co-ordinating partner and all participants in order to advance the research competencies and employability of early career researchers. Their enhanced understanding of the challenges of CBOW in volatile societies will inform the normative debates and, ultimately, policies on the reintegration of CBOW into post-conflict societies. By combining historical, social empirical, psychiatric, political, legal, memory, public health and development studies with the discourse surrounding currently enacted humanitarian intervention, insights gained from this network will surpass existing knowledge and will help improve on current integration efforts.

National report on the governance of the asylum reception system in Luxembourg

The national report on the governance of the reception system in Luxembourg is one of the seven country reports that are produced within Work Package 3 of the H2020 project CEASEVAL. The report provides an overview of the Luxembourgish reception system. More specifically, it focuses on recent transformations that have affected the system, processes of implementation at the national and local levels, and sources of heterogeneity within the national system. It is based on document analysis as well as on 19 semi-structured interviews with a range of different stakeholders who are directly or indirectly involved in the Luxembourgish reception system. The report first provides some historical background on the reception of asylum seekers in Luxembourg by paying specific attention to the main legislative instruments that shaped the initial design of the national reception system. Then, the main revisions that affected the system in the period 2009-2018 are explored alongside their related decision-making processes. This paves the way for an overview of the formal structure of the Luxembourgish reception system. After the discussion of the formal organisation of reception policies in the country, the report moves on to explore the actual functioning of the reception system by investigating implementation practices at the national and local levels. Finally, some examples of heterogeneity in the current provision of reception are discussed, in an attempt to identify drivers of convergence and divergence in the implementation of reception policies.

Mais alors qu’il est communément admis que, lorsqu’elle est bien encadrée, la migration des personnes hautement qualifiées peut être mutuellement bénéfique aux pays de départ et aux pays d’accueil, elle n’a pas fait l’objet d’une réglementation spécifique. La raison réside, probablement, dans l’absence d’une politique migratoire nationale attestée, entre autres, par la profusion d’institutions intervenant en la matière. Certains facteurs comme l’appartenance à la Communauté Economique des Etats de l’Afrique de l’Ouest (CEDEAO) qui érige un principe de liberté de circulation et d’établissement des citoyens de cette région et la consécration, en droit social sénégalais, d’un principe de non discrimination entre travailleurs étrangers et travailleurs autochtones peuvent être perçues, a priori, comme favorisant l’immigration. En revanche, la signature avec des pays tiers de conventions bilatérales en matière d’emploi et de main d’œuvre combinée à la suppression, depuis 1981, de l’autorisation préalable de sortie du territoire national constituent autant d’éléments susceptibles d’impacter positivement sur l’émigration. Il convient toutefois de ne pas surestimer la portée de ces différents facteurs puisque non seulement le principe de non discrimination souffre quelques exceptions mais en plus les conventions bilatérales en matière de main d’œuvre ne s’adossent pas toujours sur des conventions de sécurité sociale. Several reasons – historical, political, geographical and economic – explain why Senegal has been a country of emigration, of immigration and of transit since its independence. While highly-skilled migration, when it is well managed, can be beneficial for the country of origin as well as the host country, it has not been regulated in Senegal. This may be because of the lack of a real national migratory policy or, indeed, because of the profusion of competent institutions. Some features may be seen as encouraging immigration: being part of the ECOWAS (Economic Community Of West African States) which advocates for citizens’ freedom of movement and residence in this region; and non-discrimination between national and foreign workers. On the other hand, some elements may encourage emigration: bilateral labour agreements with third countries; and the suppression in 1981 of the exit visa for citizens. It is important, however, not to overestimate these factors, since the principle of non discrimination is not always respected, and the bilateral agreements are not always linked to social security conventions.

Several reasons – historical, political, geographical and economic – explain why Senegal has been a country of emigration, of immigration and of transit since its independence. While highly-skilled migration, when it is well managed, can be beneficial for the country of origin as well as the host country, it has not been regulated in Senegal. This may be because of the lack of a real national migratory policy or, indeed, because of the profusion of competent institutions. Some features may be seen as encouraging immigration: being part of the ECOWAS (Economic Community Of West African States) which advocates for citizens’ freedom of movement and residence in this region; and non-discrimination between national and foreign workers. On the other hand, some elements may encourage emigration: bilateral labour agreements with third countries; and the suppression in 1981 of the exit visa for citizens. It is important, however, not to overestimate these factors, since the principle of non discrimination is not always respected, and the bilateral agreements are not always linked to social security conventions.

A new method for cross-cultural and cross-temporal comparison of societies

Description
A new way to compare societies across space and time will be developed. The method is based on the `Imitation Game’, which is related to the `Turing Test’. Non-members’ try convince a judge they are members of minority or excluded groups and vice-versa. Success over a series of repetitions indicates good cultural understanding of the `target’ group. The method could have shown, for example, the extent to which the black slave population of the US had to understand white society to survive, while white society had no need to understand the black population. The proportion of successful identifications over a series of tests is an inverse measure of the degree of understanding. The content of the questions and answers also indicate cultural features of the group and the society. Initial tests in local conditions have held promise but the method must be refined and proved by producing a database of interesting cross-national and cross-regional comparisons. Is the method resilient enough to provide comparative measures across culturally diverse regions and, potentially, to measure changes over time? By making an initial comparison of European and other regions, which ought to be valuable in itself, it will be shown whether the method is fit to be used, like the Eurobarometer, for a longitudinal audit of change in societies. The dimensions of comparison are gender relations, ethnic minorities, religion and sexuality. Regions to be compared are Scandinavia, Western Europe, Central Europe and Southern Europe with North and South America included during the final year barring contingencies. An unusual feature of the proposal is the casual employment of graduate students to run the research locally, giving rise to a trained cohort of potential users in a number of countries.
