Risk and MigrationA Transnational History of Romanian Migration to Western Europe (2002-2013)

Description
The liberalization of border controls following the breakdown of the Europe's communist regimes led to important flows of East-West migration. Western Europeans, fearing a literal invasion of Central and Eastern European immigrants, increasingly interpreted this new-found mobility as being fraught with risk. This research project will examine the history of Romanian migration to France and Italy from 2002 until the end of 2013 from the perspective of risk. It will analyse how evaluations of and responses to risk shape the migration process. The first step of this project will be to understand how fear of migration influences political responses and regulatory measures. The second step will investigate how this sense of fear developed and evolved within French, Italian and Romanian societies. It will also analyse how risk perception impacts migrants’ relationships with the host society. Focussing on the migrants’ own perceptions of their mobility, the third step of the project will examine how they respond to risk. An emphasis will be placed on young adults. The inter-disciplinary perspective adopted in this study will provide a more complete history of Romanian migration during the last decade. Drawing on empirical research, this study will focus on the connections that could be established between European citizens. The final objective is to demonstrate the relevance of ‘risk’ in understanding the migration process.

Southern and Eastern Mediterranean (SEM) countries have become receivers of international migrants without the instruments and policies for integrating them. As a result, irregular migration has grown faster that regular migration. The paper establishes that the SEM currently hosts more than 3.6 million irregular migrants: irregular labour migrants targeting local labour markets are the largest category, followed by unrecognised refugees waiting for return or resettlement, then, in much smaller numbers, by transit migrants waiting for a passage to Europe. Regardless the different reasons behind migration, these three categories tend to merge into one group of population that has no legal access to labour, welfare and protection, that acts as a regulator of labour markets while escaping governments' control.

During 2006 the Canary Islands received more than 30,000 boat people from the West African coasts. The so-called “cayuco crisis” resulted in institutional and or-ganizational improvement in the management of irre-gular migration flows through the Canaries Regional Coordination Centre, established in 2006. The centre coordinates the interception, retention and repatriation provisions and integrates several institutional actors like Frontex, the Ministry of the Interior, the Ministry of Foreign Affairs and NGOs. The paper describes this new institutional structure, its functions, actions and organi-zation. Several years have passed since 2006 and arrivals have dropped to low levels. There are lessons to be drawn from the organizational innovation experience in the Canary Islands. The paper identifies improvements and shortcomings in managing irregular migration flows.

Au sein des sociétés occidentales, le phénomène de migration s'accompagne souvent d'un haut niveau d'anxiété publique et se traduit par une augmentation significative des discours haineux envers les immigrés et les minorités. Le web participatif et les médias sociaux semblent être un terrain fertile en ce sens. En se concentrant sur leur dimension sociale, le projet M-PHASIS cherche à étudier les discours haineux liés aux migrants, dans les médias sociaux. Il vise à mieux appréhender la prévalence et l'émergence de ceux-ci dans les contenus générés par les utilisateurs en ligne, en France et en Allemagne, afin de : 1. Faire progresser la compréhension des discours haineux en tenant compte des caractéristiques lexicales, syntaxiques et contextuelles du phénomène. 2. Développer un protocole de recherche pour détecter les discours haineux et les classer en fonction de leurs référents, des représentations véhiculées, ainsi que de leurs caractéristiques circulatoires. 3. Améliorer les méthodes de détection du discours haineux en termes de validité et de fiabilité. 4. Mener une comparaison cross-culturelle du discours haineux en France et en Allemagne. 5. Procéder à l'archivage et à l'annotation d'exemples réels de discours haineux provenant de médias sociaux, qui seront diffusés à la communauté de recherche pour des analyses secondaires à la fin du projet. Notre hypothèse de recherche est que le discours haineux contre les migrants dans les médias sociaux : • est dépendant du contexte: il doit être appréhendé et analysé par rapport à son contenu topique environnant, aux médias, ainsi qu'aux conditions socioculturelles de son apparition. • se manifeste de différentes manières qui peuvent être systématisées: le discours haineux peut être compris à travers ses caractéristiques linguistiques mais peut aussi être implicite, véhiculé de manière plus subtile. Nous voulons alors examiner quels types de contextes se lient à quels types de discours haineux. Le projet adopte une approche interdisciplinaire vis-à-vis de son objet et cherche à bénéficier des apports de l'Informatique en matière de traitement automatique de discours. In fine, les connaissances acquises dans ce projet permettront de produire une application logicielle détectant et / ou bloquant automatiquement les commentaires haineux. Les ressources développées au cours de ce projet seront rendues accessibles dans des plateformes Open Access. Un démonstrateur web sera mis en place pour valider les développements scientifiques réalisés dans le projet.
