De hoge instroom van asielzoekers in 2015 heeft het migratievraagstuk op de maatschappelijke agenda geplaatst. Er zijn soms sterke meningsverschillen tussen voor- en tegenstanders. Dit onderzoek focust op het draagvlak onder de Nederlandse bevolking voor verschillende aspecten van het Nederlandse migratiebeleid. De onderzoeksvraag is: Welke factoren beïnvloeden de mate van maatschappelijk draagvlak voor de verschillende aspecten van het migratiebeleid in Nederland, en in hoeverre kunnen die factoren worden ingezet om maatschappelijk draagvlak voor die aspecten te behouden dan wel versterken? Het onderzoek bestaat uit drie delen. Het eerste deel betreft een literatuurstudie waarin is nagegaan welke processen het draagvlak voor migratiebeleid bepalen. Het tweede deel betreft een enquête naar draagvlak onder een grote steekproef Nederlanders. Het derde deel bestaat uit telefonische interviews onder 80 deelnemers aan de enquête , waarbij het doel was om beter inzicht te krijgen in de redenen waarom men zo over deze beleidsmaatregelen en hun uitvoering denkt.

FRA’s regular overviews of migration-related fundamental rights concerns

In view of the increased numbers of refugees, asylum seekers and migrants entering the EU, FRA publishes monthly reports highlighting key developments about the fundamental rights situation of people arriving in selected EU Member States (up to 14 Member States, including AT, BG, DE, DK, EL, ES, FI FR, HU, IT, NL, PL, SE, SK). The monthly overviews are published as of January 2016 and include a focus section on a particular topic of concern each month, e.g. hate crime, unaccompanied children, family reunification, etc. FRA published weekly overviews encompassing a period of eight weeks from September to November 2015. From January 2016 FRA is publishing monthly updates that cover a variety of different issues, including: - initial registration and asylum applications, with particular attention to the situation of vulnerable people - criminal proceedings initiated for offences related to irregular border crossing - child protection - reception conditions for new arrivals, focusing on the situation of children and other vulnerable people - access to healthcare - public response such as rallies of support, humanitarian assistance or voluntary work - racist incidents such as demonstrations, online hate speech or hate crime.

Enslige mindreårige asylsøkere utgjør en særlig sårbar gruppe migranter. Rapporten drøfter levekår på mottak formindreårige over 15 år som er under utlendingsmyndighetenes (UDI) ansvar. Arbeidet er utført på oppdrag av UDI. Det er undersøkt levekår på følgende områder: boforhold, omsorg, helse, kosthold, tilgang til sosialt nettverk og aktivitetstilbud. Hjelpevergenes involvering og tilgang til skole, helsetjeneste og lokalt barnevern er også vurdert. Undersøkelsen består av en kartleggingsundersøkelse og feltstudier ved seks mottak. Det ble brukt PhotoVoice som metode i intervju av 30 ungdommer. I tillegg er mottaksansatte og deres samarbeidspartnere i velferdstjenesten intervjuet. Rapporten inneholder dessuten en litteraturgjennomgang av forskning som berører omsorgsbehov og -utøvelse for enslige mindreårige flyktninger. Ungdommene kan deles inn i en majoritet med kort opphold på tre til fem måneder og en mindre gruppe av lengeværendebeboere. Rapporten konkluderer med at det er særlig livssituasjonen for de lengeværende som må forbedres og kommer med en rekke anbefalinger for å bedre forholdene for denne gruppen asylsøkere. Det foreslås å lovregulere mottaksforhold; etablere en uavhengig tilsynsordning; opprette basismottak og desentraliserte enheter, øke bemanning og kompetanse, innføre norm for bostandard; styrke omsorgsarbeidet for lengeværende beboere. Det anbefales rett til grunnskoleopplæring for de over 16 år og styrket innsats og samarbeid ved forsvinninger og ved bekymring for menneskehandel. Det må også sikres at alle mindreårige får tilstrekkelig bistand av verger.
