The rationale of this paper lies in the fact that the areas of emigration are either generally deprived in terms of basic infrastructures, roads, markets, credit and technologies, or the infrastructure can be present but there is a lack of entrepreneurial spirit, weak institutions, and a lack of knowledge about the investments opportunities which divert the savings into non-productive consumptions or, at best, in the construction sector. Therefore, often the areas of emigration face a situation of capital-rich underdevelopment, i.e. three-floor houses equipped with all kind of electronic appliances along nonpaved roads. However, there are examples of practices at the local level, stimulated by the families left behind, the diaspora or by external agencies that successfully attempt to mobilize these savings for productive purposes. The paper will outline some of these practices and highlight the “success” factors that lie at their foundation with the aim to provide the elements for replicability in other areas and provide a tool for policy makers, donors and civil society organizations interested in engaging in this field.

Becoming Intercultural - the Diversification of the Political Subject in Multicultural Societies A Theoretical and Practical Approach

Description
It is agreed that multiculturalism (MC) has become one of the dominant discourses in Western political theory and practice concerning the needs and demands of weakened minorities, giving increasing attention to issues of identity and recognition of cultural difference. Despite nearly thirty years of political experiment and research, pressing questions concerning weakened minorities' status within Western democracies are still disputed. Principally, this research project claims that issues of intercultural (IC) interaction between different and conflicting communities have scantily been addressed by the MC paradigm. Based on empirical phenomena and philosophical perspectives, the main research object goes beyond MC assumptions and politics focusing on IC practices and their effects on the MC state of affairs. Then, the project will develop a theoretical framework for interpretation of (i) the properties of day to day social, IC practices between individuals and groups across different communities in European societies, and of (ii) the diversification of the construction of subjectivity and identity as a result of the incorporation into practices and modes of thought together with cultural others in various micro-social spheres. The research will be conducted using the philosophical tool-kit of post-structuralist critical thought in cultural studies and politics principally those of the French philosophers G. Deleuze and M. Foucault. At the practical level, the project engage with the insufficiency of present MC politics to cope with the heterogeneous state of affairs in European societies, making sense of IC practices and their effects on the changing operations of power across the socia field in specific spaces of action, both for inter-group relations and the self. Thus, the project places philosophical research at the service of political action in the public space, especially with a significant contribution in the confrontation with racism and xenophobia.

On the Margins of the European Community Young adult immigrants in seven European countries

Description
The extents to which different groups of young adult migrants are socially included or excluded, and the factors that facilitate inclusion or help cause exclusion is a vital issue for young adult immigrants, the nations they have joined, and the European Union whose policies have facilitated large volumes and rapid rates of change in migrant flows. Our central concept is that there are a range of factors that inhibit, or encourage, the abilities of individuals and groups to make the transition from excluded to included within societies. The principal aim of EUMARGINS is to identify and prioritise those factors that matter most (for specific young adult migrant groups and in different countries as well as for all young adult migrant groups and across Europe) and to lay a foundation for recommendations that can assist the transitions from exclusion to inclusion, particularly focusing on dominant factors of unemployment/jobs and the related education aspects. Given these premises the project will focus upon:  Young individuals with immigrant origin in seven local urban-metropolitan areas in seven different European countries.  In every research setting most and less marginalised immigrant groups will be investigated in order to provide a comparative framework also at the local level.  Major social domain will be education and labour market. These are the most important arenas in which young adults have to establish themselves as active social actors in society. Other relevant areas of young adults’ interest such as leisure and socio-political activism will also be considered.  The study focuses upon the experiences of social inclusion/exclusion among young adults with immigrant background living in Oslo, Gothenburg, London, Genoa, Metz, Barcelona and Tallinn. The achievement of an area of freedom, security and justice through the EU external relations

Description
This project concerns the way the European Union (EU) can build an area of freedom, security and justice by making use of its powers to enter into international agreements with third countries. The EU has recently acquired the competence to legislate in this area. Very recently, the European Council has put forward the idea that the EU internal action is not enough to build such an area. Challenges to the EU external borders such as illegal immigration and threatens to the EU internal security such as terrorist attacks and organised crime (money laundering, trafficking of human beings, drugs) require the EU to act as an international actor. This is why the EU has started to make use of a wide range of international agreements, affecting cross pillar policies, whose adoption involves various actors such as the Commission, the Council, Europol. The objective of this project is to identify possible legal problems that the European Institutions may face in concluding these agreements. More precisely, the following legal issues will be explored: a) to what extent international agreements are necessary as well as effective to build an area of freedom, security and justice; b) whether the EU is competent to enter into these agreements affecting an ever increasing number of cross pillar policies and to what extent Member States remain competent to conclude international agreements in areas affecting the EU internal security and the EU external borders; c) whether these agreements are coherent; d) whether these agreements create accountability problems, in particular as far as the Europol’s agreements are concerned. This project is in line with the objectives of the Work Programme for experienced researcher since it is intended to expand the applicant’s competences in a new area of research and is based on a multidisciplinarity approach. This proposed shift of research interests will enable the applicant to strengthen her chances of being appointed Professor.

ImPol Database (Immigration Policies)

Description
The database (ImPol) contains 27 quantitative indicators to measure the entry dimension of immigration policies. The indicators are grouped in five dimensions: Immigration policy concerning irregular entry/residence; Short stay entry policy; Family reunification policy; Policies on entry for study; Work immigration policy. The ImPol dataset was originally conceived as a tool to complement the individual survey data collection carried out in the context of the MAFE-Senegal Project. The information collected so far is limited to France, Italy, and Spain, which are the main destinations of Senegalese migrants in Europe and focuses predominantly on the period from the 1960s until 2008. The legal texts consulted reflect the general policy regime in the three European countries and are hence of use for analyses addressing questions about immigration from a variety of origin countries. In addition, authors collected texts (bilateral agreements) addressing the specific case of the Senegalese. The type of information contained in the ImPol dataset can be used for a wide range of both contextual and statistical analyses

La littérature produite sur cette question a pendant longtemps porté majoritairement sur la façon dont les populations issues de l'immigration sont représentées dans les médias généralistes des pays du Nord. Depuis la fin des années 80, une nouvelle génération de travaux s'est développée dans les pays anglo-saxons, sous l'impulsion des approches des Cultural Studies, qui privilégie l'étude de la réception des médias au sein des foyers issus de l'immigration vivant dans les pays du Nord. To date, comparisons of migrant integration policies and outcomes remain primarily on a national level. However, health care delivery including access to specialists for persons of migrant background may vary locally as a consequence of urban restructuring following deindustrialization. These issues are raised in the main proposal which will focus on adult onset diabetes and serious injury in three German and three UK cities. Description
The International Migration Policy And Law Analysis (IMPALA) Database is a cross-national, cross-institutional, cross-disciplinary project on comparative immigration policy. The pilot database version covers 10 years and 9 country cases including Australia, France, Germany, Luxembourg, Netherlands, Spain, Switzerland, United Kingdom, and the United States of America. It covers The focus is admission policy, although the authors include also acquisition of citizenship, which is generally understood as being part of ‘immigrant policies’, namely what happens after admission. The project classifies and measures tracks of entry associated with five migration categories: economic migration, family reunification, asylum and humanitarian migration, and student migration, as well as acquisition of citizenship. It is the product of an international collaboration between researchers from George Mason University, Harvard University, London School of Economics and Political Science, Paris School of Economics, University of Amsterdam, University of Luxembourg, and University of Sydney.

Routes, roots, and rumours: Tracing migration and tourism imaginaries

Description
The objective of this anthropological research is to study empirically how imaginaries of tourism to and immigration from “the South” (Africa, Latin America, and Asia) are interlinked and what this tells us about multiculturalism and representations of otherness. The main hypothesis is that prevailing images and discourse represent travel to and from the South in ways that seem disconnected from the lived present but connected with an imagined past. This proposition will be analyzed through an in-depth study of how people in Brussels, Belgium, imagine and represent tourism to and migration from Indonesia, Tanzania, and Chile. The research will employ a mixed-methods approach, involving observation, interviews, archival research, and the collection of images and discourse from secondary sources (TV, advertising, printed press, digital media, cinema, photography and exhibitions). The ethnographic perspective will provide a close-grained analysis of the cultural practices and social relations that (re)produce globally circulating imaginaries of mobility and the implications this has for people’s lives. The project adds to existing research in two ways. In the study, imaginaries (representational systems that mediate reality and form identities) are operationalized as real practices: through the ethnographic method we can assess how imaginary activities, subjects, and social relations are materialized, enacted, and inculcated. Thematically, the research analyzes how widespread imaginaries and personal imaginations about mobility are interconnected and contradicting each other. The study links strongly between the social sciences and the humanities, drawing on the need to bring together aspects of anthropology, sociology, psychology, history, and geography. This timely project will enable a promising researcher affiliated with a top university in the USA to reintegrate himself in the EU, helping him to expand his academic career and facilitate the transfer of knowledge.

Combating social exclusion among young homeless populations: a comparative investigation of homeless paths and reinsertion programmes for young men and women of different ethnic and migrant statuses

Description
This research project meets the EU guidelines for youth policy and the Lisbon strategy by focusing on socially excluded youth – homeless young people and those at risk of homelessness - and through promoting a dynamic understanding of their life-trajectories. It takes into account gender, ethnic minority and migrant status and its policy outcomes and programme recommendations will also apply to those with low education qualifications, and poor employment and social integration prospects. It involves the active participation of young people as co-researchers. Levels of youth homelessness vary between European countries in relation to the patterns of support available to young people and within countries in relation to gender, ethnic minority group and migrant status. However, even Mediterranean societies, with strong family support systems, have begun to experience youth homelessness amongst local as well as migrant populations. In Northern Europe interventionist programmes have been developed designed to: a) structure case work with hostel dwellers (the Netherlands 8-Steps Programme); b) prevent youth homelessness among those at risk through a cluster of local services (the UK Safe Moves programme). Working with NGOs, CSEYHP will: (1) Study the life trajectories of homeless youth populations in different national contexts, identifying risk, processes of social exclusion and points of reinsertion; (2) Introduce and investigate the use of the 8-Steps and Safe Moves programmes with NGOs working with homeless youth in NL, UK, P and CZ; (3) Investigate the roles of trusted adults, lead professionals, peer mentors and family members in delivering reinsertion strategies; and (4) Develop the concepts of risk, social exclusion and shelter exclusion both theoretically and practically. Expected impacts include change in the working practice of NGOs, empowerment for young people and national and EU recognition of the issue of youth homelessness.
