VOLPOWER; the role of volunteers in migrant incorporation

Glasgow Caledonian University leads the EU AMIF (Asylum and Migrant Integration Fund) funded two-year project VOLPOWER: Enhancing Community Building and Social Integration through Dialogue and Collaboration amongst Young Europeans and Third Country Nationals. The project team consists of Professor Umut Korkut as coordinator, and Dr Fiona Reid and Dr Fiona Skillen as Principal Investigators as well as Marcus Nicolson as the Project Manager. GCU leads a consortium composed of Erasmus University Rotterdam, Austrian Academy of Sciences – Institute for Urban and Regional Research, EURAC-Institute for Minority Rights Bolzano, Zavod APIS Slovenia, SOS Malta, and IRMO Croatia. Volpower explores how youth volunteering in sports and arts activities can serve as a mechanism for social integration for youth. Sport and arts activities by their very nature demand high levels of interaction between participants. We believe that this interaction could help to foster, and facilitate community building and mutual understanding. In particular, we will be working with EU Nationals and Third Country Nationals in order to understand the challenges TCN’s face when settling within a new community. We hope that our research will demonstrate the power that volunteering can have in terms of empowering individuals within their local communities. The project will examine these ideas by working with volunteers in sport and arts organisations from across Europe. The main aims of this project are to initiate youth volunteering in sport and arts related activities amongst EU and TCNs in order to explore the effects which volunteering has on an individual’s or communities’ sense of social integration. The specific project objectives are summarised as follows: To increase integration of TCN volunteers into local communities through sport and arts volunteering, exposing TCNs to informal and formal institutions within their localities. To improve partnership between EUN and TCN volunteers through sports and arts volunteering. To provide participants with intercultural skills as well as life and leadership skills. 
 To generate communication between the local communities and volunteers of TCN and EUN backgrounds. To foreground the value of volunteering for community building through developing partnerships between the sports and arts volunteers and community stakeholders. To foster common grounds and goals for sustainable partnerships through dialogue, collaboration, and resource sharing enhanced by sports and arts volunteering. To assess practices for the inclusion of TCNs at the micro-community level via sports and arts and how participation in these activities forge intercultural dialogue and processes of integration. To introduce digital tools in illustrating good practice in volunteering.

"Das Teilprojekt wird im Rahmen des BIM-Forschungs-Interventions-Clusters ""Solidarität im Wandel?"" durchgeführt, das durch die Beauftragte der Bundesregierung für Migration, Flüchtlinge und Integration gefördert wird. Auf der einen Seite werden Konzepte interkultureller Öffnung bereits seit mehreren Jahren von sportpolitischen, sportverbandlichen und zum Teil auch von sportwissenschaftlichen Akteuren diskutiert – und zwar auch mit dem Blick auf die Frage, wie speziell Mädchen mit Migrationshintergrund für die Teilnahme und Teilhabe am Sport gewonnen werden können. Auf der anderen Seite deutet sich in verschiedenen Expert*innengesprächen an, dass Sportvereine, die sich in der Flüchtlingsarbeit engagieren, die Gruppe der geflüchteten Frauen und Mädchen bislang kaum erreichen. Vor diesem Hintergrund untersucht das Projekt Maßnahmen und Konzepte interkultureller Öffnung von Sport- und Fußballvereinen mit einem speziellen Fokus auf die Fragen, wie geflüchtete Mädchen und Frauen erreicht bzw. welche Zugangsbarrieren wahrgenommen werden und wie sich Prozesse der Teilhabe von Geflüchteten gestalten, die über das „reine Sporttreiben“ hinaus gehen. Auf der Grundlage dieser Ergebnisse soll gemeinsam mit den beteiligten Stakeholdern über die Schaffung geeigneter Rahmenbedingungen für interkulturelle Öffnungsprozesse diskutiert werden. Dabei liegt hier ein Schwerpunkt auf der Frage, welche Maßnahmen Sportvereine ergreifen können, um geflüchtete Frauen und Mädchen für die Aufnahme und die Aufrechterhaltung eines Sportvereinsengagements zu gewinnen."

"Kontext Das Forschungsprojekt wurde an der Humboldt-Universität zu Berlin im Rahmen des Forschungs-Interventions-Clusters „Solidarität im Wandel?“ des Berliner Instituts für empirische Integrations- und Migrationsforschung (BIM) durchgeführt, das durch die Beauftragte der Bundesregierung für Migration, Flüchtlinge und Integration gefördert wurde. Realisiert wurde es unter der Leitung von Prof. Dr. Sebastian Braun durch Mitarbeiterinnen und Mitarbeiter der Abteilung „Integration, Sport und Fußball“ des BIM und der Professur für Sportsoziologie am Institut für Sportwissenschaft der HU Berlin. Problem- und Zielstellung des Projekts Im Zentrum des Forschungsprojekts steht die folgende Fragestellung: Wie haben Sportvereine in Zeiten der sogenannten „Flüchtlingskrise“ in Deutschland 2015/2016 Zeit- und Wissensspenden mobilisiert, um die – vielfach über den eigentlichen Organisationszweck eines Sportvereins hinausgehenden – Aufgaben in der Geflüchtetenarbeit zu bewältigen. Die These lautet, dass Sportvereine vielfach experimentelle, unkonventionelle und kreative Suchbewegungen vollzogen haben, indem sie jenseits der etablierten Routinen und Verfahren der Gewinnung ehrenamtlichen und freiwilligen Engagements (langfristige Vereinssozialisation, hohe affektive Bindung an den Verein und dessen Mitglieder etc.) alternative und unkonventionelle „Rekrutierungsstrategien“ erprobt und implementiert haben. Beispielsweise könnten Gelegenheitsstrukturen für zeitlich befristete und projektorientierte Engagements entstanden sein, die „biografische Passungen“ im Sinne der individuellen Verzahnung von Motiv, Anlass und Gelegenheit ermöglichten und die ein freiwilliges und ehrenamtliches Engagement im Sportverein auch für Bevölkerungsgruppen attraktiv machten, die bislang unterrepräsentiert sind. So könnten entsprechende Gelegenheitsstrukturen gerade für Mädchen und Frauen interessant geworden sein, die – trotz kontinuierlich gestiegener Sportpartizipationsraten im Verein – nicht zuletzt aufgrund der etablierten Vereinsstrukturen und -kulturen vergleichsweise niedrige und in den letzten Jahren sogar rückläufige Engagementquoten im Sportvereinswesen aufweisen. Ähnliches könnte man im Hinblick auf die Gewinnung von Personen mit Migrationshintergrund vermuten. Vor diesem Hintergrund werden in der vorliegenden Studie zwei sich wechselseitig ergänzende Fragen empirisch untersucht: Auf der organisationsbezogenen Ebene wird erforscht, wie sportbezogene und ggf. auch außersportliche Angebote von Sportvereinen zugunsten von Geflüchteten erstellt worden sind? Auf der personellen Ebene wird untersucht, wie Personen, die bisher nicht Mitglied im jeweiligen Verein waren, für die ehrenamtliche Mitarbeit in den entsprechenden Angebotsstrukturen der Sportvereine gewonnen wurden? Methode Um diese Fragen zu untersuchen, wurden empirische Fallstudien in Berlin durchgeführt: Einerseits wurden Interviews mit relevanten Funktionsträger_innen sechs ausgewählter Sportvereine geführt, die sich im Rahmen der Geflüchtetenarbeit besonders engagierten. Diese „Vereinsbefragung“ konzentrierte sich auf solche Sportvereine, die in den Jahren 2015 bzw. 2016 im Rahmen des so genannten „Teilhabeprogramms“ des Berliner Senats unter dem Titel „Sport für geflüchtete Menschen“ durch den Landessportbund Berlin (LSB Berlin) speziell für Projekte in der sportbezogenen Geflüchtetenarbeit gefördert wurden. Andererseits wurden auf der Mikroebene biografische Erfahrungen von freiwillig engagierten Personen und insbesondere von Frauen in der sportbezogenen Geflüchtetenarbeit der Vereine rekonstruiert. Im Fokus dieser „Engagiertenbefragung“ standen freiwillig Engagierte, die sich in Sportvereinen in Projekten für Geflüchtete engagiert haben und im Vorfeld nicht den entsprechenden Sportvereinen angehörten."

Das Projekt untersucht die Relevanz sportlicher Aktivitäten im bundesdeutschen und französischen Amateurfußball für die Integration südeuropäischer Migranten in den langen 1960er Jahren. Dabei steht eine vergleichs- und transfergeschichtlich angelegte Grenzraumanalyse im Zentrum, die fallstudienartig fußballspielende Migranten in bereits bestehenden Vereinsstrukturen oder in selbst gegründeten Klubs in den Blick nimmt sowie deren Erfahrungen, Handlungsstrategien und -margen vor Ort. Ein solcher Zugang erlaubt es für beide Länder, das damalige Denken in statischen Assimilations- und Integrationsmodellen wie auch die dominanten Verbands- und Politikdiskurse über Sport als ideales Integrationsinstrument kritisch zu hinterfragen und mit den konkreten Kulturkontakten und Fußballpraktiken zu konfrontieren. Aus transnationaler Warte richtet sich das Erkenntnisinteresse auf Ähnlichkeiten, Unterschiede und grenzüberschreitende Verflechtungen, besonders auf die Frage, ob nicht das sportliche Mit- und Gegeneinander und die Repräsentationen, die sich in den langen 1960er Jahren daran knüpften, mehr Analogien zwischen Frankreich und Westdeutschland zutage fördert als dies Divergenzen in Einwanderungstraditionen, Gelegenheitsstrukturen und politisch-kultureller Rahmung suggerieren. Zudem soll der Frage nachgegangen werden, inwiefern Migrantenfußball als Sensor und Chiffre für den Liberalisierungsgrad beider Gesellschaften gelten kann, inwiefern Debatten, Kontroversen und Aktivitäten im Kontext von Sport und Migration vor Ort relevante Aufschlüsse ermöglichen über den respektiven Umgang mit Fremdem im Zeichen von "Wirtschaftswunder" und "trente glorieuses".

"Globalization, Sports and the Precarity of Masculinity"

'In the last few decades, the erosion of the social and economic structures that previously provided a straightforward raison d’être to men have transformed, in all societies of the world, masculinity into a problematic category. In the Global South, deepening economic, political and social insecurities have further compounded the fragility of masculinity. Younger men in particular find it increasingly difficult to secure a productive role in local economies, and many in the world’s more destitute countries are investing their hopes in the possibility of becoming a successful professional athlete. But athletic talent can only translate into economic productivity in the industrial North, and athletic migrations have become, for large number of boys, young men, families, villages, nations and states in the Global South, the solution for a masculinity under threat, the way out of economic precarity, and the embodiment of millenarian hope. At the same time, athletic bodies are inherently fragile, the sports industry fickle, and the paths of migrant athletes strewn with obstacles, rendering deeply problematic yet unavoidable the dependence of so many individuals on the success of a few. This multi-sited comparative ethnographic project seeks to investigate the migratory dynamics at play between selected developing countries and selected countries in the industrial world in three different sports, soccer-football, rugby union, and cricket. It explores ways in which these three sports represent for young talented hopeful in the Global South various embodiments of hope for the redemption of masculinity and of its productive potentials. The research will open new theoretical avenues for an understanding of the constitution of masculinity in the context of globalisation, changes in the structure of nation-states and the meaning of citizenship, and the constitution of everyday lives in more destitute regions of the world.'

Przedmiotem badań są migracje pracownicze sportowców, pokazane na przykładzie zawodowych piłkarzy. Zjawisko to znajduje się na pograniczu badań nad migracjami oraz socjologii sportu. Już w 1987 roku Bourdieu opisał socjologię sportu jako "podwójnie dyskryminowaną" - z jednej strony znajduje się ona na marginesie głównego nurtu socjologii, z drugiej strony jest niedoceniana przez działaczy sportowych, którzy uważają, że osoby z zewnątrz (w tym przypadku socjologowie) nie są w stanie w pełni zrozumieć świata sportu. Maguire dodał jeszcze trzecią formę dyskryminacji tej nauki, która wynika z jej multidyscyplinarnego charakteru oraz relatywnie niewielu publikacji, będących obecnie jedynym miernikiem produktywności (wraz z nierozerwalnie związaną z nimi liczbą cytowań i przyznawaniem grantów). Biorąc to pod uwagę, łącznie z cytowanym wcześniej Dunningiem i Frickiem, badania nad migracjami zawodników są wciąż sporym wyzwaniem.
