Mauritanie : Migration Hautement Qualifiée

Le présent rapport cherche à dresser un panorama de la question de la migration hautement qualifiée en Mauritanie. Des données récentes estiment que l’effectif des compétences mauritaniennes de niveau supérieur ayant émigrées représente une proportion comprise entre 10,4% et 12,0% par rapport à l’ensemble de la main d’œuvre mauritanienne ayant un niveau d’instruction supérieur ; ce chiffre correspond égalent à quelques 22,0% du nombre de migrants mauritaniens à l’étranger. La présente note analytique vise à clarifier les causes de la migration qualifiée qui sont étroitement liées avec le fonctionnement du marché du travail dans ce pays. En effet, la Mauritanie demeure un pays à faible revenu dont l’économie se base principalement sur les revenus provenant des ressources naturelles (industries extractives, pêcheries, pétrole, par exemple) et de l'aide provenant de l’étranger. Outre à cette structure économique, le marché du travail est caractérisé par un niveau de chômage élevé et persistant ainsi que par une informalité importante de l’emploi. Par ailleurs, les sortants du système éducatif, notamment les diplômés, se retrouve également confronté à la question du chômage. Ce phénomène laisse à penser qu’une certaine inadéquation entre le système de formation et les besoins du marché du travail existe en Mauritanie. Au déficit d’opportunités d’emploi s’ajoute un niveau de pauvreté élevé favorisant tous types d'émigration, notamment pour les individus ayant un niveau d’instruction supérieur et pouvant probablement davantage se permettre les coûts de l’émigration. The aim of this paper is to offer a profile of highly-skilled migrants from Mauritania. From recent data, we know that highly-skilled emigrants make up about 22.0% of all emigrants; or between 10.4% and 12.0% of the highly-skilled labor force in Mauritania. Here, we focus on the pull factors of this type of emigration which are mainly related to the functioning of the labor market. Mauritania remains a low-income country with an economy based largely on income from natural resources – i.e. fishery industries and extractive activities – as well as foreign aid. High levels of unemployment and informal employment are the main features characterizing this labor market. As the graduate population seems to be particularly vulnerable to such negative labor-market conditions, the mismatch between the educational system and labor-market needs plays a fundamental role in the decision to emigrate. Finally, together with these labor-market determinants, poverty represents a constant push-factor for all types of emigration and thus also for highly-skilled individuals, who can better afford the costs of emigration.

In 2006, Egypt submitted a report to the United Nations Committee on the Rights of All Migrant Workers and Members of their Families. This paper is a reaction to Egypt’s report to the Committee; it provides some recommendations for improving Egyptian laws in order to ensure the government’s compliance with its obligations under the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families. The paper will demonstrate that the government generally respects its obligations under the Convention. However, there remain some areas where more scrutiny is needed, chief among which are the rights to education and social security. The paper also provides some explanations of current laws and provides recommendations for their improvement so that compliance with modern human rights standards is ensured. En 2006, l’Egypte a présenté son rapport au Comité des Nations unies pour la protection des droits de tous les travailleurs migrants. Cette contribution est, en quelque sorte, une réaction à ce rapport et suggère diverses pistes en vue d’améliorer le cadre législatif égyptien dans le sens d’une plus grande convergence avec les dispositions de la Convention relative à la protection des droits de tous les travailleurs migrants et des membres de leur famille. On y constatera que de manière générale, les autorités égyptiennes respectent les engagements qu’ils ont pris au regard de cet instrument. Cependant, certaines questions méritent une attention particulière, principalement, celles de l’accès à l’éducation et à la sécurité sociale. Les dispositions législatives pertinentes sont analysées et commentées, des changements sont suggérés en vue de leur adéquation avec les standards actuels en termes de respect des droits fondamentaux.

La migration hautement qualifiée depuis et vers la Tunisie

Au cours des dernières années, la Tunisie a opté pour la promotion du capital humain en accordant une attention particulière au système d’éducation et de formation, totalement pris en charge par l’Etat. Cependant, l'augmentation de la proportion de tunisiens titulaires d’un diplôme universitaire ne s’est pas accompagnée d’une hausse équivalente du nombre d’emplois qualifiés sur le marché du travail domestique. Cette situation a conduit à une forte augmentation du taux de chômage et de l’émigration parmi les actifs diplômés de l’enseignement supérieur. Après une discussion générale sur les politiques de soutien à l'instruction en Tunisie, cet article propose de retracer l’évolution des migrations hautement qualifiées depuis et vers la Tunisie au cours de la période 2001-2008. Les caractéristiques démographiques, sociales et économiques des migrants hautement qualifiés y sont examinées. Les raisons de leur émigration et les spécificités des principaux pays de départ et d’accueil sont également évoquées. Abstract In Tunisia, during the last years, emphasis has been put on the promotion of human capital and strong incentives have been directed towards the improvement of the public educational system. However, the overall increase in the educational level of the Tunisian population has not coincided with a parallel development in highly-skilled labour supply. Indeed, increasing unemployment rate among the highly educated has been accompanied by an increase in their propensity to emigrate. After a general overview of the development of educational policies in contemporary Tunisia, this paper analyzes highly-skilled migrations to and from Tunisia between 2001 and 2008. In particular, the demographic, social and economic characteristics of highly-skilled migrants are extensively discussed. In addition, the underlying reasons for migration and the characteristics of the main countries of destination/origin are examined.

La migration de haut niveau au Mali

Après s’être penchée sur quelques repères historiques de migrations de haut niveau vers et à partir du Mali, l’étude met en exergue les nombreux facteurs structurels influant sur la dynamique actuelle de la migration des cadres de haut niveau dont les principaux sont : l’amélioration de l’offre d’enseignement supérieur, l’inadéquation formation – emplois, la paupérisation croissante… En outre, l’étude se penche sur les principaux acteurs–organismes étatiques et organisations de la société civile - intervenant dans la gestion des cadres supérieurs maliens de l’étranger et aboutit à la conclusion que la migration des hauts cadres va s’accentuer dans les prochaines années compte tenu de quelques facteurs dont la réalisation de l’enseignement primaire universel en 2012, l’amélioration de l’accès des femmes à l’éducation supérieure, et l’insuffisance des réformes économiques structurelles… Pour finir, quelques recommandations et bonnes pratiques susceptibles de diminuer les flux d’expatriation des hauts cadres sont formulées. After tackling some important historical junctures pertaining to highly skilled migration to and from Mali, the present study detects various structural factors impacting the migration of highly skilled nationals such as the increase in higher education opportunities, the mismatch between education and employment, and rising poverty... Furthermore, the study examines the role of various governmental and non governmental actors who play a role in managing highly skilled personnel abroad. It argues that highly skilled migration in Mali will be on the rise in years to come. This finding is corroborated by some factors such as the universal primary education plan (2012), increased female access to higher education, and insufficient structural economic reform. Finally, the study formulates some recommendations and best practices aimed at circumscribing highly skilled emigration flows from Mali.

La migration hautement qualifiée est un des catalyseurs de la dynamique et de la vitalité de l’économie mondiale. Bien que classé au dernier rang par le rapport 2009 sur le développement humain du PNUD, le Niger ne fait pas exception et draine de plus en plus de cadres hautement qualifiés de la sous-région d’Afrique de l’Ouest et centrale, d’Europe et d’Asie en raison des opportunités économiques qu’offrent ses ressources minières et pétrolières. Dès lors l’ampleur qu’a pris ce phénomène au cours des dernières années au Niger ne saurait laisser le sociopolitologue indifférent. Nous nous sommes efforcés de montrer dans cet article que les enjeux de la migration hautement qualifiée au Niger ne peuvent être compris qu’à partir d’une analyse approfondie du contexte dans lequel elle se produit, et des interactions entre les acteurs en présence. Abstract Highly skilled migration increasingly became one of the driving factors of the world economy. Although Niger was ranked in the 2009 UNDP human Development Report as the worlds’ poorest country, the emigration of highly qualified nationals is on the rise and contributes to draining human capital away from the country. Therefore, the scale and dynamics of this particular type of migration have become throughout the last years significant research topics for socio-political analysts. In this paper, we argue that the challenges raised by highly skilled migration in Niger cannot be understood without first analysing in depth the context in which it takes place, and the different interactions among stakeholders.
