EACH-FOR: Environmental change and forced migration scenarios

Description
Forced migration is a movement in which an element of coercion exists, including threats to life and livelihood, whether arising from natural or man-made causes (e.g. movements of refugees and internally displaced persons). The changes of natural and man-made environment will probably be the most significant factors among the causes of forced migration. It is essential to get accurate information about the current and future triggers of forced migration in each country of origin and within Europe itself. The two year long project's general objectives are to support European policies, research and the civil society with'forced migration' scenarios, and cooperate with other migration and environment degradation related projects and institutions. The objectives will be achieved by five interlinked research sequences: 1) forecasting the natural and anthropogenic causes of forced migration; 2) analyzing direct (e.g. desertification) and indirect (e.g. conflicts) environmental effects on livelihoods; 3) predicting potential forced migration flows, with emphasis on environmental refugees; 4) contributing to the preparation of statistical indicators to measure environmental refugee flows; 5) dissemination. The study of the causes is a multidisciplinary and multisectoral process. The list of methodological tools contains all traditional elements of research from primary data collection via statistical analysis and environmental evaluation to modelling. The studied cases are selected from the following regions: Europe and Russia, NIS and Central Asia, Asia, Sub-Saharan Africa and Ghana, Middle East and Northern Africa, Latin America. The project will produce detailed sub-region or country level forced migration scenarios, including environmental refugees; presentation of causes leading to forced migration, with focus on environmental concerns; and an online running "environment degradation caused forced migration" model for demonstration and policy purposes.

A secure, modular and distributed mobile border control solution for European land border crossing points

Description
MobilePass will focus on research and development towards technologically advanced mobile equipment at land border crossing points. This will allow border control authorities to check European, visa-holding and frequent third country travellers in a comfortable, fast and secure way. The mobile solution incorporates new technologies needed in mobile scenarios and embeds them in the actual border crossing workflow to speed up control procedures. MobilePass brings together system- and component producers, research institutions and governmental authorities. The entire innovation process, from development to integration, will continuously be evaluated by border guard authorities. Promoting both security and mobility within the EU Border control is a major challenge for member states border control authorities. Travellers request a minimum delay and a convenient, non-intrusive border crossing, while border guards must fulfil their obligation to secure the EUs borders against illegal immigration, terrorisms, crime and other threats. The MobilePass development process addresses both requirements with equal emphasis, keep security at the highest level while increasing the speed and the comfort for all legitimate travellers. Aspects of a fast border crossing by legitimate travellers are a (i) reliable and convenient capture of biometric and passport data, (ii) dependable, secure wireless data transfer, (iii) and a modular mobile equipment optimized to the border control workflow. Improved traveller identification technologies, such as contactless fingerprint capture and advanced mobile facial capture will increase the security, minimise spoofing and evasion, while making the control less cumbersome for passengers. A system evaluation and demonstration will be done in two different member states. Compliance with European societal values and citizens’ rights is central to the acceptance of the developed technologies, and will accompany the development throughout the project.

The PRUMA project aimed at promoting the efficient and safe family reunification of unaccompanied minor asylum seekers (hereinafter UMASs), tried to address procedural gaps by developing Standard Operating Procedures (SOPs). In addition, based on the experience and insights gathered throughout the project implementation, IOM drafted some shared recommendations with main stakeholders, trying to overcome the shortcomings and red tapes that can make the overall family reunification process too complex and lengthy for the applicants, while ensuring respect for the best interests of the child.

Second Generation Beacon for GALILEO/EGNOS EGNSS Search And Rescue applications

Description
The HELIOS project aims at providing a Second Generation range of Beacons (SGB) and associated antennas designed to operate with the full capability of the new Meosar Cospas/Sarsat (C/S) International Programme (a satellite-based Search And Rescue (SAR) distress alert detection and information distribution system), embedded in the Navigation Satellite Systems as GALILEO. The Search & Rescue community is at a turn of its history. New satellite systems develops the MEOSAR constellation of Cospas-Sarsat system, EGNOS improves significantly the performance of localization introducing new capabilities and new operations impossible before, GALILEO unique differentiation with the RLS added to the performance of the system will contribute to save more lives at sea and on land. The key objectives of the HELIOS project are: 1 - Defining, developing Products (beacons and associated antennas) compatible with EGNSS & SAR services and latest end-users’ requirements. 2 - GALILEO EGNSS & SAR System validation. 3 - Certifications for commercialization. The HELIOS consortium composed of Orolia, Cobham aerospace communications, CNES, SIOEN, Air France, and Airbus, is involved in different relevant international working groups (Cospas-Sarsat, ICAO, EUROCAE), and will ensure that the development phase of the SGB will be in line with the compatibility and interoperability required by the Cospas-Sarsat. Gathering the knowledge of major players recognized in their industry worldwide, the HELIOS partners project will give the vehicle to the European Industry to lead the way for safer, more innovative systems responding to current and evolving market problems.
