Denne rapporten handler om erfaringer som foreldre fra ulike etniske og religiøse minoriteter har med å oppdra barn i Norge. Studien er gjennomført på oppdrag fra Barne-, ungdoms, og familiedirektoratet (Bufdir) som ønsker mer kunnskap om mangfoldet av foreldrepraksiser og -erfaringer i Norge for å utvikle likeverdige tjenester. Vi har brukt begrepene etniske og religiøse minoriteter som avgrensning fra andre minoritetskategorier, basert for eksempel på seksualitet eller funksjonsnedsettelse. Minoritetsbegrepet i vår studie viser til personer som definerer seg selv, eller opplever at de blir definert av andre, som minoritet i kraft av etnisk og/eller religiøs bakgrunn. I rapporten har vi undersøkt følgende problemstillinger:  Hvilke idealer har foreldrene for sitt foreldreskap, og hvordan sammenligner de sin måte å være mor og far på med hvordan de selv ble oppdratt?  Hvilke erfaringer har foreldrene med å stå for og videreføre verdier i potensiell konflikt med verdier i majoritetssamfunnet?  Hvilken betydning har ulike minoritetsfellesskap, nabolag og lokalmiljø for foreldreskapet?  Hvilke erfaringer har foreldrene med barnevern og andre hjelpetjenester i forbindelse med bekymringer for barn?  Hvilke begrensinger og muligheter opplever foreldrene at barna deres får som medlem både av en minoritetsgruppe og av majoritetssamfunnet? En stor del av forskningen på minoriteter i Norge har fokusert på enkeltgrupper og har analysert endringer mellom generasjoner innad i gruppen. I denne rapporten har vi derimot valgt å studere foreldreskap og betydningen av minoritetsposisjon på tvers av etnisitet og religion. Studien bygger på intervjuer med 32 foreldre med ulike forutsetninger og posisjoner i det norske samfunnet. Utvalget inkluderer flyktninger som har kommet til Norge enten som barn eller voksne, andregenerasjons innvandrere, nyankomne arbeidsinnvandrere og majoritetsnorske medlemmer av kristne trossamfunn utenfor den norske kirke. Gjennom dette grepet har vi utforsket likheter og forskjeller i foreldrenes erfaringer med å oppdra barn i en minoritetskontekst.

Description
The goal of the PROTECT project is an enhanced biometric-based person identification system that works robustly across a range of border crossing types and that has strong user-centric features. The system will be deployed in Automated Border Control (ABC) areas supporting border guards to facilitate smooth and non-intrusive rapid crossing by travellers based on deployment of the next generation of biometric identification detection methods. The ability for the system to efficiently process low-risk travellers, combined with increased levels of accuracy, security and privacy standards and enabling border guards to concentrate resource on higher-risk travellers, are central ambitions of the project. To achieve these goals, a multi-biometric enrollment and verification system is envisaged, taking into account current and next-generation e-Passport chips, mobile equipment and person identification ‘on the move’. Research will be undertaken into optimization of currently deployed biometric modalities, application of emerging biometrics (including contactless finger vein, speaker recognition and angthropometrics), multi-modal biometrics and counter-spoofing, for border control scenarios. An integral part of the project is collection and dissemination of new border-realistic biometric datasets, and systematic evaluation of the developed biometric methods including vulnerability and privacy assessment. The PROTECT project is strongly user-driven and demonstration of the developed biometric system will be conducted at two different border crossing sites. Finally, the PROTECT project will make contributions to facilitating border crossing of bona-fide non-EU citizens as well as evolving standards in biometric systems.

The Ukrainian Migratory Corridor

The paper discusses recent developments in Ukrainian migratory corridor, focusing on transit migration, a reality that has emerged since independence. It analyzes push and pull factors underpinning the rise in mobility which followed the downfall of the Soviet Union, traces the different ways that migrants enter Ukraine and examines routes followed by them in entering Europe, transiting through Ukraine. It will be demonstrated that the Ukrainian migratory corridor comprises multiple channels, chains, paths and routes which turn the country into a sort of a ‘migratory highway’ in the very heart of Europe. The paper examines core groups of non-nationals residing in Ukraine and discusses their human rights and safety conditions. It reviews issues pertaining to cooperation between Ukraine and the European Union in the area of migration control, placing emphasis on the effectiveness of current European policies regarding border management there. The present paper argues that the EU and Ukraine should make more efforts to mainstream human rights and security considerations into their bilateral cooperation and add more political will and mutual trust to enable fruitful dialogue on migration matters.

"Migration and Temporary Agency Work in the EU welfare, tourist and agricultural sectors"

'Migrants constitute the most significant pool of workers at the disposal of the EU member states that wish to expand flexible forms of labour in order to meet the demands of their increasingly ageing and diverse population. They usually fit best the profile of the poor and vulnerable segments of society that would readily take the low status, low pay jobs, yet their freedom of movement towards (and within) the EU labour markets is restricted by inflexible migration policy regimes leaving the space open to a wide array of social networks to construct pathways of entry. Interdisciplinary research touching on the issue of the migrants’ integration in host societies has indicated so far that the ways migrants enter the host country are somehow related with the work opportunities and conditions they experience. This project aims to systematically investigate the factors determining the forms of temporary agency work in specific economic sectors. The key contribution of the proposed study from a conceptual perspective is that it tackles issues having to do with the socioeconomic context of work and its organisation as well as questions related to the socio-political framing of the (migrant) worker’s mobility. From an empirical and policy-related perspective, the significance of this research project consists in addressing the question of temporary agency work in a comparative setting across labour markets with different settings of work and across two EU countries experiencing different and managing differently migration flows.'

The SeaBILLA proposal aims to 1) define the architecture for cost-effective European Sea Border Surveillance systems, integrating space, land, sea and air assets, including legacy systems; 2) apply advanced technological solutions to increase performances of surveillance functions; 3) develop and demonstrate significant improvements in detection, tracking, identification and automated behaviour analysis of all vessels, including hard to detect vessels, in open waters as well as close to coast. SeaBILLA is based on requirements for Sea Border Surveillance defined by experienced operational users. These requirements have been transformed into Scenarios, included in Annex to this proposal, representative of gaps and opportunities for fruitful cooperative information exchange between Members States a) for fighting drug trafficking in the English Channel; b) for addressing illegal immigration in the South Mediterranean; c) for struggling illicit activities in open-sea in the Atlantic waters from Canary Islands to the Azores; in coherence with the EU Integrated Maritime Policy, EUROSUR and Integrated Border Management, and in compliance with Member States sovereign prerogatives. The project will provide concrete added value and benefits for users, by providing a solution that can be implemented at national and EU level to increase effectiveness, pool resources and address Maritime Security and Safety challenges; for world competitiveness of EU industries, by increasing knowledge and reducing risks for future product investments; for European citizens, by providing effectively deployable solutions for law enforcement along the European sea borders. SeaBILLA will be carried out by a reliable team of major European system integrators, technology providers and leading research organizations, establishing strong links with several EU and national projects and assuring worldwide exploitation of project results.

Cross-cultural Encounters – the Travels of Gender Theory and Practice to China and the Nordic Countries

This interdisciplinary project is concerned with the cross-cultural translation of knowledge and practices that may or may not take place when different cultures interact, and the resulting production of new knowledge. Taking the travelling routes of gender theory and practice to, and also between, China and the Nordic countries as the empirical object of study, the project will focus on the crucial questions of why and how knowledge travels or fails to travel. The project will explore in which forms and by whom knowledge is sent, received, understood, translated, or even refused. The project then seeks to assess the impact of these travels. The main objective is to develop an interdisciplinary framework in the form of an alternative travelling theory to facilitate an improved understanding of the cross-cultural translation of knowledge and practices. The project is significant for the European Research Area, as well as for governments, civil society and public opinion in light of increased cross-cultural interaction between Europe and Asia.
