ABC GATES FOR EUROPE

Description
During the last years, many ABC Gates have been deployed in the main European airports, most of them as pilot projects intended to test their capability to improve the border crossing processes in aspects such as speed, security, automation, false rejection reduction, etc. Experience gained from these pilots has been periodically assessed within the Frontex ABC Workshops, where the need for a harmonised approach has been specifically addressed as one of the most urgent issues to be solved. In particular, harmonisation would be required in areas as e-passports management, biometrics, gate design, human interface, processes, PKD certificate exchange, signalling and interoperability. On the other hand, EU Smart Border Initiative adds a new approach to be considered in ABC development: The inclusion of a RTP system for Third Country Nationals and an Entry Exit System. ABC4EU will identify the requirements for an integrated, interoperable and citizen’s rights respectful ABC system at EU level, taking account of the experience gained from the previous pilots, projects and the future needs derived from the Smart Border and other EU and national initiatives and paying very special attention to citizen rights, privacy and other related ethical aspects. ABC4EU will focus in the need for harmonisation in the design and operational features of ABC Gates, considering specially the full exploitation of the EU second generation passports and other accepted travel documents. In addition, RTP and EES will be specifically tested in the project to assess their feasibility and an EU level border management C4I concept will be developed for end user assessment. ABC4EU intends to carry out a 2 steps system validation: Upgraded ABC systems in several MS covering all types of borders (airports, harbours and land borders) will be integrated with RTP and EES prototypes. Lessons learnt from this first step will be applied for a second and final testing.

Irregular migration was first noted during the 1970s, peaked around 2000 and is decreasing, the stock dropped to 3.8 million in 2008 and the flow of clandestine entry dropped to 103,000 apprehensions in 2009. Migration and border controls have been stepped up considerably by the EU and its member states over the past 15 years and were also extended to almost all neighbouring and transit countries along the main routes. Although clandestine entry, notably the arrival of boat people triggers most attention and is high on the policy agenda the overwhelming majority of irregular immigrants enter legally and then overstay, work in breach of their visa limits or otherwise lose their status; others claim asylum, are refused but stay on irregularly.

Foundations in medieval societies: Cross-cultural comparisons

'In the present foundations are ascribed a central role in overcoming social and political problems, be it in the field of social welfare or the sponsorship of science and the arts. But they were also in the past always an indicator of the condition of a society and lend themselves to deducing its overall structure. In a historical perspective they permit an intercultural comparison because there is evidence of the phenomenon of the foundation, while not on a continual basis, in all advanced civilizations. The project intends to carry out a comparative investigation of foundations of the medieval millenium (from approximately 500 to 1500 CE) in European Latin and Greek Orthodox Christianity, in Judaism, Islam and in pluri-religious India and of their mutual relations while making use of the ideas of modern global history. It will therefore also involve questions of cultural transfer or cross-cultural interaction. Under the leadership of the submitter five experts from the fields of Medieval, Byzantine, Jewish, Islamic or Ottoman and Indian studies will compile an 'Encyclopedia of Foundations in the Medieval Millenium', in which articles written collaboratively will depict the forms, objectives, legal structures, endowments of the foundations and historical changes taking place within them, taking into consideration their religio-historical background (esp. end time concepts) and their respective historical context. The planned project is built upon pilot projects working on this issue, while a publishing company has already secured the rights for the publication of such an encyclopedia (also online). On completion of the project the submitter will also present a monograph on foundations in the Middle Ages as 'total social phenomenon' (M. Mauss) in an universal history perspective.'

The aim of this report is to present and discuss the main ethnic, cultural and religious diversity challenges that Europe is facing today. In particular the report surveys 15 European countries, notably 14 member states (Bulgaria, Denmark, France, Germany, Greece, Hungary, Ireland, Italy, the Netherlands, Poland, Romania, Spain, Sweden, and the UK) and one associated country (Turkey) and identifies the minority groups or migrant populations that pose the most important ethnic or religious diversity challenges within them. The report concentrates in particular on challenges that have a currency across several EU countries. It discusses the ways in which different countries have dealt with similar diversity dilemmas and identifies appropriate courses of action for the future. The report is organised into seven parts. In parts 1- 6 we offer working definitions, followed by a comparative review of state formation, conceptions of citizenship and national identity, and minority/immigrant groups in the 15 countries studied. We also discuss comparatively the challenges raised by three main minority populations: ‘black’ people, Muslims and Roma (and the policies addressing with these challenges). The seventh section of this report offers 15 short country profiles outlining the situation in each of the countries studied. The purpose of ACCEPT PLURALISM is twofold: - to create a new theoretical and normative framework of different types of (in)tolerance of diversity; and - to explore adequate policy responses that take into account the realities and expectations of European and national policy makers, civil society and minority groups.

‘Displacing Deviance…’ is a state-of-the-art research project into transnational family practices. It examines ‘disciplinary return’ - young second-generation migrants sent ‘home’ to their countries of heritage by their parents as a disciplinary measure – a widespread practice which has not yet been the focus of direct research. Second-generation ties to the homeland are critical to issues of integration, yet understanding of second-generation transnationalism is thin. Examining ‘disiplinary return’ within the Nigerian diaspora will establish new, in-depth understanding of how migrants navigate transnational structures of opportunity and constraint through their family practice. This will shed light on the relationship between socio-economic challenges faced in ‘host’ countries, and how migrants build loyalties and identities in a transnational context. It will produce findings of relevance to policy concerns about societal challenges around multicultural integration and minority youth in the education and criminal justice sectors. The research approach is innovative, answering calls for youth-centric, multi-sited, and intergenerational research into transnational families, thus far mostly studied via first-generation migrant parents in single locations. Qualitative research with migrant parents and youth, and participatory research with migrant youth, will be undertaken in the USA, Nigeria and the UK. Supervision by a world expert, Dr Coe at Rutgers, in the outgoing phase will provide a unique training opportunity for the researcher and excellent means to build networks. Expertise gained will be transferred back into Europe in the incoming phase by working with Dr Dwyer, co-director of the Migration Research Unit (Geography Department) at UCL, a hub for migration research with Europe-wide networks. This will maximise output which advance theoretical debates around migration and transnationalism, speak to policy debates, and capture public audiences.
