Description
The study focus on the role of the civil servants in the implementation process of social policies. The projects purpose is to study Swedish integration and labour market policies. Issues of how race/ethnicity, gender, sexuality and class are done in the meeting between civil servants and their clients are often absent in research on public administration. The study focuses on, from a race/ethnicity, gender, class and sexuality perspective, how labour market establishment of newly arrived Swedes are made. Empirically, the material will be gathered at institutions that are responsible for the integration of newly arrived immigrants, i.e. employment offices. The project has an intersectional approach and is theoretically framed within gender studies and ethnicity studies. The study also takes it theoretical point of departure in welfare state research and public administration studies. The methods used are participant observation, in-depth interviews and discourse analysis.

AFRICA's ‘INFRASTRUCTURE GLOBALITIES’: Rethinking the Political Geographies of Economic Hubs from the Global South

Description
Power beyond the state is most prevalent in economic infrastructure hubs with high technology and multiple global actors. Here, investors from emerging powers challenge traditional theory and practice. Chinese and Brazilian companies are now the most important bilateral investors in Africa. They apply existing rules and practices, and introduce new practices of governance and business-society relations that compete with Western norms. But their impact is not properly understood in theories of transnational governance. This project will rethink transnational governance by focusing on the margins of international relations to explain how models and experiences of actors from the Global South redefine the governance of economic hubs. Seemingly in the margins of international political economy, and neglected in International Relations, in Africa new forms of power and governance are invented and tested. Here states are weaker and experiments with multiple non-state actors and modes of governance tolerated. The fringes of theory-building in the discipline, the hubs of transnational economic infrastructure, and everyday practices of cross-border management can be theorized as arenas of the production, contestation and change of transnational governance. INFRAGLOB combines analysing the ideas driving Chinese and Brazilian management of large-scale port and mining projects with multi-sited ethnographic research of exemplary cases in Mozambique and Tanzania, establishing how these concepts are enacted, negotiated and disregarded in practice. It rethinks publics by mapping controversies that connect Africa, Brazil and China, and establishes how interactions and frictions between diverse practitioners and standards change broader transnational governance of business-community relations and security. ‘Infrastructure globalities’ will provide a unique understanding of how the Global South changes practices of governance and business-society relations in a multipolar world.

Migration and Polarisation on the Labour Market

This project is one of six projects within the six year programme: The Challenges of Polarization on the Swedish Labour Market at the Department of Sociology and Work Science funded by the Swedish Research Council for Health, Working Life and Welfare, Forte. This project addresses the integration of migrants and minorities into the Swedish labour market by assessing the extent, implications and experiences of ethnic polarisation across different dimensions; that is, between majority and minority populations (first and second generations); and the diversity within the migrant workforce and its distribution across the occupational structure. Classical migration theory holds that migrants are recruited to perform jobs in the lower sections of the labour market that native workers avoid (Piore 1979; Massey et al. 1998). This also applies to Sweden, where many migrants are employed in low-wage and insecure employment (Johansson & Vingård, 2012). Comparisons of Western Europe countries have show that labour markets are polarised because ethnic minorities do not compete on equal terms with majority populations, and experience a substantial ‘ethnic penalty’ in the second generation (Heath & Cheung 2007; Johnson 2010). Given such patterns, important question arise concerning the prospects of migrants (both first and second generations) to transition into better-paid segments of the labour market and what strategies migrants develop to reduce the impact of discrimination (Modood 2015; Elgenius 2017). Sweden is considered one of the most gendered labour markets in the world (Charles & Grusky 2004) and intersections of ethnicity and gender need be considered as a ‘double disadvantage’ (Bradley & Healy 2008). However, the tendency towards polarisation within the migrant workforce is another focus for this project as diversity-within is visible with an increasing share of highly skilled migrants in Sweden; for example, computing professionals from India. Thus, the fact that migrant groups are unevenly distributed across the occupational structure requires further attention. For instance, the largest share of migrants within the construction sector is from Eastern Europe, whereas Indian nationals are concentrated in the IT sector (Migrationsverket). This project will critically appraise migrants’ occupational status, prospects and experiences in the Swedish labour market by focusing on diversity within the migrant workforce and the experiences of ethnic penalties in first and second generations (see, e.g., Elgenius 2011, 2017; Frank 2012, 2014; Omanović 2009, 2013, Knights and Omanović 2016).
