Republic of Moldova immigration : volume and policy

Authors Valeriu MOSNEAGA
Description
Migration of Moldovan population has been one of the main issues since Moldova’s independence. Immigration in particular takes place for a variety of reasons: family reunification, study, work, repatriation to homeland, humanitarian reasons to save human life, health, honor and dignity given military, political, religious, racial conflict (refugees and persons who are seeking shelters), etc. It can carry both legal and illegal forms (illegal and illegal transit migration). In terms of volume, number of people, the immigration into the Republic of Moldova is much higher than emigration. Nevertheless, it can help fill in the need for qualified and professional labour-force that Moldova has as a result of mass emigration of its citizens. There is certain specificity in the regulation of immigration processes in Moldova. From the beginning the Moldovan government declared its openness to migration issues, while welcoming legitimate (regulated) and counteracting illegal (irregular) immigration. The immigration policy was based on the principle of "immigration and security". One of the first laws adopted was the law "On Migration" which aimed to counter the mass irregular immigration from other post-Soviet republics. After this, for a long time immigration was out of the real attention of the Moldovan authorities, due to a small number of immigrants and irrelevance of the issue to the national public opinion. Under the influence of European institutions the attitude towards immigration is changing. Governmental agencies are becoming more active in regulating immigration. In an effort to solve the increasing problems of the national labor market, the Moldovan authorities are trying to guide immigration flows to the development of the country, to act on the basis of "Immigration - development". Using co-operation with international organizations, and the aid from the European Union, Moldova takes real steps to unify Moldovan policy framework with the European Union policy framework. At the same time the immigration policy of the Republic of Moldova is becoming more modern, integrated and consistent.

Blingual Literacy and Input Knowledge Outcomes: Tracing Heritage Language Bilingual Development

Description
Bilingual Literacy and Input Negotiates Knowledge Outcomes: Tracing Heritage Language Bilingual Development This project significantly adds to a burgeoning—roughly 2 and half decades long—sub-field of bilingualism studies, namely Heritage Language Bilingualism (HLB). We propose a novel approach that combines offline and online methods and focuses on a severely understudied, yet crucially important age group of heritage speaker (HS) bilinguals in an effort to fill crucial gaps in the available literature. We will examine the role and weight of key variables that (potentially) contribute to ubiquitous differences between these populations and matched monolingual counterparts. To this end, we capitalize on the relatively unique opportunity Turkish provides as a heritage language acquired in its diaspora in the EU (the snapshot will be Norway and Germany). Having access to balanced populations in both Norway and Germany and their respective multiple subgroups that differ in key variables (e.g. access or not to literacy education in Turkish) we will for the first time have a fairer chance to converge on an understanding of how and why HLB presents so differently from monolingualism and even other cases of bilingualism. Because HLB, deals with the development and maintenance of minority languages spoken in the home and small ethnic communities in a larger national context, it fits very well with the imperatives of the EU and its commitment to fostering cross-cultural integration while guaranteeing the rights of all to maintain their heritage languages and cultures. Understanding how to best fulfill language related EU imperatives and commitments is inherently related to understanding the cognitive, social and linguistic sciences behind HLB.

Integration of Biology and Engineering into an Economical and Energy-Efficient 2G Bioethanol Biorefinery

Description
The European Union has set a 10 % mandatory target for the share of renewables (including biofuels) in transportation sector by 2020 in Europe. To achieve this goal sustainable biofuels from lignocellulosic biomass must deploy in Europe very soon since the competition between food vs. energy prevents further (significant) increase on the current first-generation biofuels already in the market. This new generation of biofuels still needs intensive efforts on R&D to fulfill significant GHG reductions in the production chain and to represent an alternative to food-crops derived fuels. Additionally, the use of agricultural residues, industrial or domestic wastes will improve significantly the environmental performance of 2G biofuels. The project will focus on the effective integration and development of advanced technologies through the combined use of Biology and Engineering for the production of second generation (2G) bioethanol, from the most representatives European (wheat straw) and Brazilian (sugarcane bagasse and straw) feedstocks. The research activities will be concentrated in the following areas: i) Feedstock pre-treatment ii) Conversion technologies to second generation (2G) bioethanol iii) Low-temperature distillation iv) Conversion technologies (using the bioprocess-derived materials) for electricity and other added-value materials v) Full process integration and sustainability assessment The effective combination of pre-treatment, enzymatic hydrolysis and fermentation using adapted and robust strains displaying new phenotype features, is a clear objective of this proposal since is the key to the economic lignocellulosic ethanol production. At the end of the project, we aim to get a meaningful technological process integration of : i) For Europe: energy-efficient production of bioethanol and electricity from 100% of wheat straw ii) For Brazil: energy-efficient production of bioethanol, sugar and electricity from 100% utilization of sugarcane crop, including bagasse and straw.
