Innovative Changes in Air transport Research for Universally designed Services

Description
'Freedom of movement is a right preserved under EU treaties and it is also aligned with the UN Convention on the Rights of Persons with Disabilities. However, regarding accessibility to air transport for disabled people and the elderly, these basic rights are currently not fully realized, thus creating social exclusion. ICARUS aims to identify, justify and prioritise research and analysis solutions with the greatest potential of improving universal access to air transport. It also strives to initiate change among the main players in the accessibility chain that fosters adoption of effective solutions. To achieve this objective, the ICARUS consortium unites organisations with the knowledge, expertise and network of contacts required to produce planned project outcomes, results and impacts. Moreover, ICARUS has a Stakeholders Network composed of key actors in the entire 'value chain” of accessible air travel, providing information, feedback, and outcome dissemination. ICARUS’ work plan strategy is based on proven ex-ante evaluation methodologies. Firstly, ICARUS researchers identify the nature and scale of the problem, the involved process and activities, and the technologies and existing solutions. Afterwards, they analyze needs and preferences through the users’, stakeholders’ and experts’ perspective; including real-life observations. Then, the gap between the current situation and the needs is assessed and a preliminary list of solution areas identified. Next, researchers define the R&D fields and innovative solutions that require further advancement, and best practices. Finally, a socio-economical analysis is conducted, providing recommendations following the principles of economy, cost-effectiveness, and European Added Value. ICARUS will contribute to initiate change in aircraft cabins and in activities and services to allow easier access to aircraft for all citizens, by providing insights on R&D areas that may alleviate the air transport access issue.'

Description
La mobilité globale fait aujourd’hui partie de la texture sociale de la mondialisation et des relations internationales. Elle est à la fois une cause et une conséquence de la mondialisation et les réponses des institutions politiques nationales et internationales sont un enjeu clef de l’analyse de la gouvernance et des transformations sociales à l’échelle globale. Elle est un des points de tension de la modernité politique à l’échelle nationale et internationale. En s’intéressant tout à la fois aux organisations internationales, aux politiques migratoires nationales et régionales des Etats, aux modes d’organisation des espaces de vie des migrants et des réfugiés et aux dynamiques sociales transnationales de structuration de la mobilité, on observe le phénomène migratoire sous plusieurs angles et à différentes échelles. Les chercheurs impliqués dans ce projet ont choisi de privilégier une démarche empirique associée à un effort de systématisation qui emprunte à la science politique, à la sociologie, à l’anthropologie et à l’économie politique. Ils ont aussi choisi de lier leurs objets de recherche fondamentale à des enjeux politiques et sociaux immédiatement contemporains et à s’ancrer dans une réflexion scientifique sur l’action publique nationale et internationale, ses normes et ses principes vis-à-vis de la mobilité. Ce projet a pour vocation de donner une description précise de la mobilité et de ses dynamiques politiques et sociales, notamment en s’intéressant à l’observation empirique des pratiques des acteurs de la gouvernance de la mobilité (Etats, organisations internationales, migrants, réfugiés, réseaux). Il a pour objet d’élucider les représentations à l’œuvre dans ces pratiques, les dispositifs normatifs, idéologiques et identitaires qui les structurent. Le premier axe de ce travail concerne les pratiques et les représentations de la gestion de la mobilité en politique internationale. Il a pour enjeu la mise en questionnement de la notion de gouvernance globale de la mobilité, incluant migrations économiques et flux de refugiés. Les organisations internationales, leur interaction avec les acteurs non gouvernementaux de la politique des migrations internationales et des flux de réfugiés sont au cœur d’un dispositif politique qui est à la fois fait de discours et de pratiques. Le deuxième axe de ce projet observe les enjeux politiques de la gouvernance régionale des migrations dans deux espaces différenciés mais fortement marqué par leur contexte régional, l’Europe et le Moyen Orient. Il s’agit de déterminer la place de l’Etat dans la gouvernance de la mobilité à l’échelle régionale notamment dans le cas européen entre la fin du vingtième et le début du vingt-et-unième siècle. La « gouvernance » oscille entre intégration et « retour de l’Etat » dans la gestion des migrations internationales notamment avec la crise économique et financière, et on étudie les manifestations de cette « réaction souverainiste » sur la mobilité des personnes. Le troisième axe de ce projet s’attache à l’étude ethnographique des lieux de vie des réfugiés, les camps en ‘intéressant aux transformations sociales à l’œuvre dans ce espaces sociaux transnationaux institutionnalisés. Il s’intéresse notamment aux modes de gouvernance mise en œuvre par les acteurs humanitaires dans des contextes de conflits ou de crise et à l’autonomie (agency) des populations concernées et analyse celle-ci à travers la structuration et la matérialité des espaces de relégation et/ou confinement des réfugiés à l’échelle globale. Le quatrième axe de ce projet présente un dispositif prospectif qui vise à décrire les dispositifs contemporains les plus visibles de limitation de la mobilité –les murs et explorer des scenarii politiques d’ouverture des frontières et de libéralisation de la mobilité. Il constitue un complément et un prolongement théorique de l’ensemble des connaissances et analyses déployées dans le cadre de ce projet.

Human mobility in the South Caucasus is a dynamic phenomenon that has been changing social, economic and even political realities there. The three countries considered in the present report, namely, Armenia, Azerbaijan and Georgia, have been through very different post-communist transitions, which have influenced the conditions for short- and long-term migration to, from and across their territories. South Caucasus is a region of relatively high instability with frozen conflicts and constant geopolitical struggles. Each political decision naturally influences migration dynamics: the volume, the character and, of course, the direction. The present report testifies to this ever changing reality and offers a solid basis for understanding its dynamics. It gathers the fruits of over two years work carried out by the CARIM-East network of correspondents. We propose a collection of informative chapters on various migration topics, developed from three perspectives: demographic, legal and socio-political. We can only hope that it will help the reader to understand the impact of migration and mobility in the region.

Visual Representations of the Third Plague Pandemic

Description
The project will investigate how the emergence of photography as a new technology played a pivotal role in the wider acceptance of bacteriological explanations of pestilence in the course of the third plague pandemic (1855-1959) and how it transformed public consciousness of infectious disease, hygiene, and the role of international cooperation in the protection of public health, by establishing plague as a paradigmatic agent of death and disorder in the modern age, whilst, at the same time, opening up an era where the meaning of health emergencies is actively and publically negotiated on a cross-cultural global basis. The project will collect and analyse for the first time all visual documents of the third plague pandemic, which broke out in 1855 in Southwest China and raged across the globe until 1959, causing the death of approximately 12 million people. The project’s aim is to engage in a historical and anthropological analysis of this global network of visual representations, underlining how it played a crucial role in the negotiation of geopolitical, colonial and biopolitical relations at the turn of the 20th century, with great bearing on public health consciousness and the social imagination of a new era of globalised hygienic modernity. Research will focus on four regions: China and Japan; India; Africa; South and North America, the first investigated by the Principal Investigator, while the rest being allocated to 3 postdoctoral researchers, all employed full-time in the project. While investigating the visual record of plague in their respective regions, researchers will engage in a collaborative and interdisciplinary analysis of the entangled history of the visual representation of the third pandemic, taking as a common analytical ground 4 different but vitally interlinked aspects of the visual representation of the pandemic: a) the built environment; b) civil disturbance and public order; c) death, corpses and burial; d) race, class and discrimination.

La législation en Syrie n’avance qu’à petit pas vers une organisation judiciaire et légale de la question de circulation des personnes, et le pays ne s’est toujours pas doté d’une loi gérant la question de la migration, ni d’une loi sur le droit d’asile ; or une certaine avancée s’est réalisée dans le domaine de la traite des personnes, où un décret présidentiel en 2010, est venu combler le vide en la matière, d’autant que le nombre de femmes immigrées travaillant comme domestiques s’accroît de jour en jour, et un certain commerce de l’esclavage blanc commence à s’imposer en Syrie. Or si différents services de l’administration dans le pays ont commencé à prendre conscience de l’importance du phénomène de la migration et de son impact sur l’économie et sur le tissu social, et de voir ses points positifs et négatifs, la question du genre leur reste étrangère. Le peu de chiffres ou statistiques disponibles dans le domaine de la circulation des personnes ne fait pas état de la distinction entre les sexes. Abstract Syrian legislation has moved only slowly towards the judicial and legal organization of human mobility. It still has no law on either migration or asylum. Moves were made on trafficking in persons, with the adoption of a presidential decree in 2010, not least because the number of female migrant domestic workers is increasing and a kind of white slavery is developing in Syria. Some administrative services are slowly becoming aware of the importance of migration and its impact on economy and society, but gender issues are ignored. No gender breakdown is given in the few figures and statistics related to the circulation of persons.
