Description
Human mobility in the South Caucasus is a dynamic phenomenon that has been changing social, economic and even political realities there. The three countries considered in the present report, namely, Armenia, Azerbaijan and Georgia, have been through very different post-communist transitions, which have influenced the conditions for short- and long-term migration to, from and across their territories. South Caucasus is a region of relatively high instability with frozen conflicts and constant geopolitical struggles. Each political decision naturally influences migration dynamics: the volume, the character and, of course, the direction. The present report testifies to this ever changing reality and offers a solid basis for understanding its dynamics. It gathers the fruits of over two years work carried out by the CARIM-East network of correspondents. We propose a collection of informative chapters on various migration topics, developed from three perspectives: demographic, legal and socio-political. We can only hope that it will help the reader to understand the impact of migration and mobility in the region.

Ethnic Differences in Education and Diverging Prospects for Urban Youth in an Enlarged Europe

The research project aims to study how ethnic differences in education contribute to the diverging prospects for minority ethnic youth and their peers in urban settings. Through a comparative endeavor involving nine countries from among old and new member states of the European Union, EDUMIGROM will explore how far existing educational policies, practices and experiences in markedly different welfare regimes protect minority ethnic youth against marginalization and eventual social exclusion. Despite great variations in economic development and welfare arrangements, recent developments seem to lead to similar consequences for certain groups of second-generation immigrants in the western half of the continent and Roma in Central and Eastern Europe. Formally citizens with full rights in the respective states, people affiliated with these groups tend to experience new and intensive forms of involuntary separation, social exclusion, and second-class citizenship. The project will critically examine the role of education in these processes of ‘minoritization’. In ethnically diverse urban communities, schools often become targets for locally organized political struggles shaped by a broader political and civic culture of ethnic mobilization. EDUMIGROM aims to investigate how schools operate in their roles of socialization and knowledge distribution, and how they influence young people’s identity formation. The project will also explore how schools contribute to reducing, maintaining, or deepening inequalities in young people’s access to the labor market, further education and training, and also to different domains of social, cultural, and political participation. The results of macro-level investigations, a comparative survey and multi-faceted field research in local settings will provide rich datasets for intra- and cross-country comparisons and evidence-based policy making.

Legal obstacles to the integration of migrants (LOI)

Description
The LOI-index measures the Legal Obstacles to the Integration of Immigrants. The goal of the index is to condense information on integration policies and to evaluate the liberality or restrictiveness of legal systems governing the integration of immigrants. The focus of the index is the legal frameworks governing the integration or settlement of migrants in eight European countries in 1995. 80 different items are included concerning the legal regulation of integration in the countries investigated. These items are aggregated into five main dimensions: (1) residence; (2) access to the labour market; (3) family reunification; (4) naturalisation; (5) second generation. Authors used two kinds of indicators: binary ones to measure whether a certain legal rule exists in a country or not, and temporal indicators to measure waiting periods or other relevant time periods. They standardised these time measures on a scale between 0 and 1 by relating them to minimum and maximum standards: the minimum standard in each case, for example for a waiting period, is what we consider to be a reasonable and acceptable period. The maximum standard, in contrast, is the score above which it seems to us any other score will not add further to the restrictiveness of the regulation in question in terms of legal disintegration. Weights were assigned to the particular items and aggregate constructs. Weights are inevitable when building an index. In this case it was necessary to decide which legal regulations are more and which are less important. The strongest weights were generally assigned to waiting periods to reflect the centrality of the principle of consolidation of residence.

Deaf life narratives in times of transition.

Description
The research project concerns deaf people who use a signed language, such as BSL (British Sign Language). It investigates the potential of a culturally familiar practice, storytelling, as a means of promoting agency, resilience and better well being. Using techniques of narrative therapy, narrative analysis and grounded theory, the project will explore the significance of life story work to enhance well being from a cross cultural perspective, engaging with deaf migrants from diverse nation states. It will result in a life story instrument, piloted during the study that exploits the visual learning strengths of deaf people and the properties of visual (non-textual) languages through digital media. It extends current research on narrative methods as a form of cultural brokering and emancipatory methodologies within critical deaf epistemologies.

Reversal of the Gender Order? Male Marriage Migration to Germany by North African and Turkish Men: Consequences for Family Life, Work, and the Socialization of the Next Generation

The planned study aims at the investigation of the phenomenon what is known as marriage migration (also called transnational marriage) to Germany by male Muslim migrants. By means of biographical narrative interviews with male migrants from North Africa and Turkey, the research project aims at dealing with the multidimensional and multifaceted character of male marriage migration to Germany. The subject male marriage migration can be approached from different perspectives and related aspects. In the frame of this research project, through a sampling which consists of married couples composed of a male migrant from one of the countries mentioned above and a female descendant of a migrant family with a residence permit in Germany, we want to consider this issue in all its complexity and implications regarding the debates on integration of the migrants, integration of male migrants into the labour market, gender relations and dynamics within the migrant family, and (un) chancing conceptions and visions of manhood in migration processes and the contestation/ negotiation of migrant masculinities. Regarding the studies of the last years it is noteworthy that all marriage migration studies are rather focussing on women as migrating subjects. Although it is noticed, too, that there are men as well migrating to their wives, there is no study focussing exclusively on migrating men in context of marriage. This fact may be - especially in Germany - an expression of the emotional public discussion concerning forced marriages. Nevertheless, the marriage migration of men is the desideratum of past and current marriage migration studies. This gap will be filled with the following research proposal. Our hypothesis is that women of the second or third generation of migrant families might be hoping for a realistic chance of founding a family and bringing up children through marrying a partner from the country of origin while they continue to work and remain the bread winners in the country of immigration and thus strengthen their autonomy (while their husbands are waiting for working permits and/or job opportunities and meanwhile have to take over care obligations within the family). In general, we want to show that male marriage migration can be seen both as "cause and the effect" of changing gender orders.
