"Conflict Resolution, Mediation and Restorative Justice and the Policing of Ethnic Minorities in Germany, Austria, and Hungary"

'The proposed research will use a comparative design (Germany, Austria, Hungary) to establish whether better police - minority relations can be achieved through means of a Restorative Justice (RJ) approach. The extent and cultural particularities of RJ programs and their affiliation to the criminal justice system will be ascertained. Then specific minority populations (Turks in Germany, Roma in Hungary, Africans in Austria) will be examined in regard to the country’s security context. The involvement of police in RJ programs for minority populations will be explored. Finally, the proposed research will exemplify the scope of RJ approaches for the improvement of police - minority communication and interaction. Based on the legality principle and on an inquisitorial civil law tradition of policing and criminal justice, the partner countries’ legal and policing systems differ substantially from the Anglo-American-Australian hemisphere of restorative justice. The findings will have a wider impact on the Middle and Eastern EU situation. The research will include open questions of gender, age and cultural compatibility of RJ. With positions at police universities the researchers are well grounded in police science and have carried out previous work on minorities. This grants them access to the field and to practical areas of police work and management. Their principal involvement in B.A./ M.A. programs for police officers and in CEPOL/EUSEC research secures dissemination into police and the scientific community.'

Unaccompanied Minors? An analysis of the legal situation of abandoned children born in Hungary

In recent years changes in Hungarian citizenship policy and legislation have aroused public interest. The efforts of the Hungarian government to facilitate the naturalisation of ethnic Hungarians particularly encountered esistance from neighbouring countries,1 and was also viewed critically by some scholars.2 At the same time, the issue of unaccompanied minors has been high on the political agenda in EU Member States, including Hungary. Various EU institutions and bodies have commissioned studies and reports to analyse the situation in the European Union3 and an Action Plan was launched in order to ensure greater coherence and cooperation and to improve the protection offered to this vulnerable group.4 Nevertheless, a group of unaccompanied minor children, who do not fit into the traditional definition of unaccompanied minors in Europe, has been neglected. These children were born in Hungary of a foreign national, but of a Hungarian speaking and presumably ethnic Hungarian mother who subsequently abandoned the child in hospital shortly after birth. Despite liberal citizenship policy and an existing legal framework for the protection of unaccompanied minors, these children do not, for various reasons, obtain any nationality at or after birth and remain in a legal limbo for many months or even years. The aim of this paper is to explore the legal situation of these children in three areas: citizenship, immigration status and reception and care, and to analyse to what extent the current practices of the Guardianship Office and the Office of Immigration and Nationality is in compliance with Hungary’s international legal obligations, with Community law and, indeed, with domestic law. Particular attention will be paid to the obligations of Hungary as set out in the Convention of the Rights of the Child, the Convention relating to the Status of Stateless Persons and the Convention on the Reduction of Statelessness. As an unclear citizenship status constitutes the main reason for their peculiar situation, we will also look at the possibility of granting Hungarian citizenship or stateless status.

MIGRANT WOMEN WRITERS ON THE MARGINS OF EUROPE: THE CASE OF HUNGARY

'The central objective of this research project is the investigation of Hungary’s immigrant women’s textual production in the comparative context of European migrant literatures. The diversity of languages and cultures in motion is central to contemporary European experience. Such diversity is represented in a variety of textual forms (poetry, fiction, memoir, drama, multimedia, etc) that challenge existing concepts of genre, audience and cultural production which shape our current European experience. These emerging varieties of cultural expressions connect diverse communities and have the potential to better contextualise our understanding of cultural patterns within Europe. A significant body of migrant women’s textual expression has been produced in contemporary Hungary by native speakers of Hungarian who have immigrated to Hungary from neighbouring countries such as Romania, Slovakia, Croatia or Slovenia. The present study’s short term objective is to examine this work intensively and also to problematise the manner in which this work has been conceptualised within, and integrated into, the Hungarian literary establishment. In addition, it proposes to examine the almost totally neglected topic of literary expression in Hungarian by non-native speakers. The long term objective of the proposed research is to place the findings of this study in a European context. The project is of clear relevance to the programme as it will contribute to a better understanding of current cultural developments in postcommunist spaces, and the ways contemporary migrants tend to articulate their positions within the European cultural framework; it will also add significantly to the mapping of contemporary women’s writing in Europe.'

A Hungarian Night for Researchers 2008

Description
The 2008 edition of the Researchers’ Night is an expanded and updated version of the 2007 event. Tempus Public Foundation together with 13 prestigious institutions of the Hungarian higher education and research community - University of Technology and Economics; Corvinus University of Budapest; Eszterházy Károly University; Eötvös Loránd University; Pázmány Péter Catholic University; Szent István University; Széchenyi István University; University of Debrecen; University of Miskolc; University of Pécs; University of Szeged; University of West Hungary, and the Agricultural Research Institute of the HAS - undertake the organisation of the event in 2008. The consortium consists of last year’s RN partners strengthened by two other universities. Our event fits well in the Europe-wide festival series with the entertaining and serious, but “user-friendly” scientific programmes focusing on science and researchers, and on researchers and society. We wish to involve the public in a wide range of various activities including hands-on experiments, laboratory and cave visits, creative contests, University CSI, music and theatre performances, exhibition of research results, investigating order and disorder in nature, an obstacle race in a Botanical Garden, a library night, games on wildlife, programmes linked to Renaissance Year, The Year of the Bible, and to the International Year of Languages initiatives and innumerable other exciting programmes. Visitors will meet and play with many researchers and get more acquainted with the world of science. The events will take place in 15 towns; most of Hungary will be covered ensuring that the RN will reach a large audience. The professional background and organizational experience of the participants ensure that the activities will be efficiently co-ordinated and both the serious and the entertaining programmes will display a high standard of quality.

La recherche porte sur les médias de presse écrite, radiophonique et audiovisuelle créés par et pour les personnes issues de l’immigration et/ou les groupes minoritaires ou minorisés, et diffusée via divers supports dont Internet. Il s’agit de produire une analyse du rôle des médias communautaires et de l’impact du fait minoritaire à la fois dans la structuration des milieux sociaux et dans le positionnement par rapport aux sociétés dans lesquelles s’ancrent ces médias. MINORITYMEDIA porte sur 9 pays européens qui sont à la fois des pays d’immigration ancienne, des pays d’immigration récente et des pays abritant des minorités nationales importantes : Allemagne, Espagne, France, Grande-Bretagne, Hongrie, Italie, Pays-Bas, Portugal, Turquie.

Evaluation of the Immigrant Citizens Survey

Description
The project, coordinated by the King Baudouin Foundation, and the research, coordinated by the Migration Policy Group, involves ICMPD as evaluators of a recent survey of immigrants in seven European countries: Belgium, Denmark, France, Italy, Hungary, Portugal and Spain. The "Immigrant Citizens Survey" asks legally resident third country nationals to assess their own needs and evaluate how these needs have and could be met by public interventions. The survey addresses several areas of integration: the labour market and recognition of qualifications, family life, security of residence, access to general services, education, civic participation, access to nationality, and anti-discrimination and profiling.

PHBLM: Increasing Public Health Safety Alongside the New Eastern European Border Line

Description
This project will contribute to increasing the public health safety of all EU member states and help provide appropriate healthcare to migrants entering the European Union border area as a fundamental human right. The project will target the eastern external border of the enlarged EU where the implementation of the Schengen criteria is an ongoing process (Hungary, Poland and Slovakia). In support of the increased general security provided by Schengen II, the project aims to develop a public health and border management module (PHBMM) as well as a proposal for structural changes in the public health services of targeted border sectors.
