(EN)Libya is situated at a cultural and geopolitical crossroads with its roots in the Sahara, Mediterranean, Machrek and Maghreb. Its long borders are the result of a rich and eventful history. Here the Libyan borders are specifically examined from Colonel Kadhafi’s rise to power in 1969. The new head of State was to situate borders at the core of his foreign policy, be that policy pan Arabism or pan Africanism. And despite the failure of attempts at union with neighbours and Tripoli’s isolation from the international community, Kadhafi has continued to call for the overturning of borders and states. At present, the migratory issue, subjected to new diplomatic dilemmas, is juggled together with the political idea of the free movement of persons and the need for control over territorial limits. And though still managed chaotically migration policy is, in the stream of rapprochement with the EU, nevertheless going through a rationalization phase, particularly as far as border management is concerned. (FR)Située à un carrefour géopolitique et culturel, plongeant ses racines dans le Sahara, la Méditerranée, le Machrek et le Maghreb, la Libye est dotée de frontières longues issues d’une histoire riche et mouvementée. Les limites libyennes sont abordées de manière spécifique depuis l’arrivée au pouvoir du Colonel Kadhafi en 1969, qui les place au coeur de sa politique extérieure orientée vers le panarabisme puis le panafricanisme. Malgré l’échec des tentatives d’union avec ses voisins puis l’isolement de Tripoli sur la scène internationale, Kadhafi maintient une diatribe valorisant le dépassement des frontières et des Etats. La question migratoire, confrontée aujourd’hui à de nouveaux enjeux diplomatiques, est soumise à une approche acrobatique tiraillée entre la proclamation de la liberté de circulation des personnes et la recherche d’une maîtrise des limites territoriales. Toujours gérée de manière chaotique, elle semble faire actuellement l’objet d’une certaine rationalisation, notamment dans ses aspects liés à la gestion des frontières, dans le cadre d’un rapprochement avec l’Union européenne.

MAC and Network Layers Optimization

Description
The High Speed Downlink Packet Access (HSDPA) has been introduced in order to improve the downlink capability by the third Generation Partnership Project (3GPP) in the Wide-band Code Division Multiple Access (WCDMA) standard. Due to the increasing demands for uplink intensive data services such as ftp and multimedia uploads etc., the concept of the High Speed Uplink Packet Access (HSUPA) was subsequently introduced. Together, these downlink and uplink technologies are collectively known as the High Speed Packet Access (HSPA) for short. One of the most important item which distinguish HSPA from earlier versions of the WCDMA standard is the migration of some of the Medium Access Control (MAC) functionalities from the Radio Network Control (RNC) to the base station (Node-B). Such a change enables new techniques to be introduced, allowing faster adaptation to the current radio environment as well as traffic conditions. Also, it allows more efficient multi-user scheduling algorithms to be developed. While the many researches on scheduling have focused on the HSDPA, relatively fewer results have been reported for the HSUPA. However, there can be various factors at the network level which might influence the behaviours of the schedulers. These factors include the traffic load of the system, the number of users belonging to different priority classes, as well as interference levels, etc. To make the matter worse, these influencing factors are time-varying. Thus, the network must be able to adapt such changes in order to operate optimally. The objectives of this project are to investigate the potential factors at the network level which might influence the behaviours of the scheduling at the MAC layer, and develop cross-layer algorithms between the network and the MAC layers in order to facilitate the interactions between these two layers.

Einstein gravitational-wave Telescope

Description
This project concerns the study and the conceptual design for a new infrastructure that will bring Europe to the forefront of the most promising new development in our quest to understand the history and future of the Universe, the emergence of the field of Gravitational Wave Astronomy. We are proposing to study the conceptual design of a new European infrastructure, a GW observatory that could cover the complete frequency range from about 1 Hz to 10 kHz that is potentially observable from ground. We are aiming at the identification of the possible technologies and design characteristics that could lead to an amplitude sensitivity more than a hundred times that of the existing first generation devices. This will increase the observable volume of the universe and, correspondingly, the event rate by a factor of more than one million. This formidable task will be achieved by combining all presently known scientific breakthroughs of measurement science in a single observatory. In fact, to realize such a third generation gravitational wave detector a formidable, but possible, progress in non-classical light, advanced lasers emitting hundreds of Watt of continuous power, novel signal enhancing techniques, interferometry by using diffractive optics, cryogenic cooling of critical optical components, vibration isolation techniques, monolithic suspensions for the optical components is required.
