Integration policy instruments in Estonia

Description
This research report gives an overview of the context and tools of integration policies in Estonia. As the overview suggests, the sphere of integration policy is in tension and is partially securitised, particularly due to conflicting goals with the Compatriot Policy of the Russian Federation. The field of integration is still dominantly focused on the Russophone population who immigrated to Estonia during the Soviet period. Estonian At the same time, integration policies are also beginning to deal with new immigrants, and the government institutions are starting to implement policies targeted to that particular group. There are also three distinct groups of nongovernmental organisations operating in the field of integration policy: the cultural associations funded by the government and in accordance with national integration policy goals, the political minority associations—among which several probably receive funding from Russia, and NGOs providing services, which have rather different profiles. However, there are also a number of for-profit firms, public schools etc. that get funding from the state integration budget and provide services. This results from the outsourcing of integration-related activities by government institutions.

The objective of this project is to clarify and compare the complex process of transnationalism. During the past few years, transnationalism has attained ever greater importance and topicality due to the increase in transnational mobility of people. In order to attain a comprehensive and valid insight into the topic in question we adopt a multilevel approach. The research conducted in Estonia, Finland, France, Germany, India, Morocco, Turkey, and the United Kingdom addresses both policy documents and individual migrants, including labour migrants; posted workers; family-based migrants; humanitarian migrants, and foreign degree students. The focus lies on their transnational networks and political, economic, and socio-cultural activities. Moreover, the topic of transnational empowering is of central importance. The following transnational spaces will be taken as the main units to analyse the border-crossing relationships: Estonia/Finland, India/UK, Morocco/France, and Turkey/Germany. Research data will be gathered through content analysis of policy documents and semi-structured and life-course interviews among a selected sample of respondents in each participating country.

Patterns and management of ethnic relations in the Western Balkans and the Baltic States

Description
‘Patterns and management of ethnic relations in the Western Balkans and the Baltic States’ This study will compare the management of ethnic relations in two Western Balkan states (Serbia and Croatia) with the management of ethnic relations in two Baltic republics (Latvia and Estonia). It will concentrate on: (a) the legal and institutional infrastructures on minority rights; (b) the impact of domestic and external actors on the management of ethnic relations. This research is placed inside the framework of the EU’s enlargement. Latvia and Estonia have been EU member-states since 2004. Croatia joined the EU in 2013 whereas accession negotiations with Serbia commenced in October 2011. By conducting research on two different post-Communist settings (two post-Yugoslav and two post-Soviet states) this comparative project will provide new insights in conflict resolution and the management of ethnic relations in the new and the aspiring EU member-states. Research questions: (a) How do the Western Balkan and Baltic models for managing ethnic relations compare to each other and to European standards? (b) How does the intersection between domestic and external actors impact on the management of ethnic relations in the Western Balkans and the Baltic States?

Autor tego projektu postawiłsobie za cel wszechstronne i całościowe przedstawienie obrazu emigracji zarobkowej z Polski do Łotwy i Estonii w latach trzydziestych XX wieku. Zamierzam przedstawić problem emigracji zarobkowej z Polski do Estonii i Łotwy w latach trzydziestych w sposób wieloaspektowy. Chcę spojrzeć na zagadnienie sezonowej emigracji zarobkowej w omawianym okresie przez pryzmat procesów politycznych, gospodarczych, społecznych, demograficznych i narodowościowych, zachodzących wówczas w regionie.Środkiem do realizacji tego celu będą badania dokumentów i materiałów na temat emigracji sezonowej z Polski do Łotwy i Estonii (1932 –1939). W tym celu niezbędna jest dogłębna kwerenda archiwalna w archiwach i bibliotekach w Polsce, Estonii, Litwie, Łotwie i Rosji. Na podstawie tych badań zostanie przygotowania i opublikowana monografia naukowa.

Summary in English not available, Summary in Finnish: Hankkeen julkinen kuvaus: Hankkeessa tarkastellaan Viron ja Suomen välistä muuttoliikettä ja pendelöintiä sekä näihin liittyvää eriarvoisuutta. Viro ja Suomi muodostavat aidosti ylirajaisen alueen: kymmenet tuhannet ihmiset ylittävät säännöllisesti Suomenlahden, jotkut jopa viikottain, toiset muutaman kerran vuodessa. Ylirajainen liikkuvuus ei muuta ainoastaan ulkomailla työskentelevien elämää. Yksilökeskeisen näkökulman muuttoliikkeeseen on yhä suuremmassa määrin korvannut tietoisuus siitä, että kaikilla muuttajilla on perhesidoksia, riippumatta sitä muuttavatko he yksin vai läheistensä kanssa. Hankkeessa keskitymme perheiden pärjäämiseen uusissa olosuhteissa sekä liikkuvuuden subjektiivisiin ja tunneperäisiin ulottuvuuksiin: miten ylirajainen perhe-elämä ja siihen kytkeytyvä eriarvoisuus koetaan ja miten eri perheenjäsenet tästä kertovat. Metodologisesti lähestymistapamme on innovatiivinen: näkökulma on etnografinen, mutta tutkijat käyttävät useita eri menetelmiä osallistuvasta havainnoinnista ja tutkittavien mukana liikkumisesta lasten sadutukseen ja piirrättämiseen. Taiteilijat panostavat monipuolisten visuaalisten metodien muodossa, ja journalisti tuo mukaan yksilöiden näkökulman ja perheiden tarinat muutosta. Tutkittavien ihmisten ja perheiden määrä on rajallinen, ja yhteistyötä samojen perheiden kanssa tehdään koko kolmen vuoden projektin ajan. Hankkeen tuloksia esitellään suurelle yleisölle paitsi tekstien (artikkelit, kirjat, blogi) myös dokumenttifilmin, (sarja)kuvien ja katutaiteen keinoin.Tieteen, taiteen ja journalismin välisiä sekä kansallisia rajoja ylittävä tutkimushanke ja –asetelma tuottaa uudenlaista ymmärrystä liikkuvuuteen ja ylirajaiseen perhe-elämään kytkeytyvästä eriarvoisuudesta. Ylirajaisuuden subjektiiviseen ja emotionaaliseen puoleen paneudutaan sensitiivisen tutkimusotteen ja innovatiivisten työskentelymenetelmien avulla. Tuloksena on monipuolisia visuaalisia ja taiteellisia tuotoksia. Tavoitteena on saavuttaa myös laaja yleisö molemmissa tutkittavissa maissa.

The project will examine the influence of border security issues on the situation at Russian borders with EU members (Estonia, Finland, Latvia, Lithuania, and Poland) and on the EU-Russian relations on the whole. The author would like to estimate the seriousness of border security challenges (drug-trafficking, illegal migration, smuggling in consumer goods, other kinds of transborder crime etc.) and adequacy of their perceptions by decision-makers and public opinion. The project will be resulted in recommendations aiming to improve EU and Russian border policies in respect to the other sides.
