En estos dos años la gran protagonista, a su pesar, ha sido la inmigración forzosa, personificada en el millón muy largo de refugiados que, principalmente a través del Mediterráneo, han entrado en Europa procedentes de Siria, Afganistán, Irak, Somalia y otros países que atraviesan circunstancias trágicas. Ello ha dado lugar a la mal llamada «crisis de los refugiados», en su doble vertiente de masiva catástrofe humanitaria y de gravísima crisis para la Unión Europea.

Integration policies : Sweden country report

Since new rules on labour migration came into force in 2008, Sweden’s migration policy has been recognised as being among the most open and liberal in the OECD countries (OECD 2011). Sweden also has a generous asylum system compared with other EU countries, taking large numbers of refugees from countries in conflict such as Iraq and Somalia. Integration is a political priority in Sweden, and is high on the political agenda. The goal of Sweden’s integration policies is to ‘ensure equal rights, obligations and opportunities for all, irrespective of their ethnic and cultural background’. The country report provides a very brief overview of Swedish integration policies with a special emphasis on cooperation with the States and communities of origin. Particular attention is given by the author to developments that are relevant for the main INTERACT countries of origin.

Refugee Economies: Rethinking Popular Assumptions

Description
In the words of UN High Commissioner for Refugees, Antonio Guterres, we face ‘the most serious refugee crisis for 20 years’. Recent displacement from Syria, Afghanistan, Iraq, South Sudan, and Somalia has increased the number of refugees in the world to 15.4 million. Significantly, some 10.2 million of these people are in protracted refugee situations. In other words, they have been in limbo for at least 5 years, with an average length of stay in exile of nearly 20 years. Rather than transitioning from emergency relief to long-term reintegration, displaced populations too often get trapped within the system. This report aims to challenge the current model of donor state-led assistance, drawing on ground-breaking new research on the economic life of refugees. By attempting to understand the economic systems of displaced populations, we hope to generate new ideas which can turn humanitarian challenges into sustainable opportunities.

Somalis in Europe

Description
Somalis have a long history in Europe; the first Somalis were seamen who arrived in the UK working on British ships at the beginning of the 20th century. Throughout different waves of migrations directly related to European colonial history, Somalis have settled down in various cities throughout Europe. More recently, their mobility has been noted between Northern European cities. Somalis have experienced an increasingly hostile environment in the last twenty years, which reflects changing and stricter migration laws in different European countries. This report begins by narrating some of the most salient events that caused Somali migration to Europe. The central part of the report presents the integration policies of six European countries (Finland, the UK, Italy, Sweden, Denmark and the Netherlands), where the largest Somali-born populations reside. After a comparative discussion of these integration policies, the report concludes by suggesting a need for further analyses of integration policies that would include Somalis’ transnational engagements in Somalia.

Irregular Migration in Egypt

Egypt’s capital Cairo hosts one of the five largest urban refugee populations in the world. For this reason, our paper concentrates on the legal aspect of irregular migration, discussing the characteristics of these migrants as asylum seekers and refugees while also examining transit migrants. First, the paper tackles associated concepts and data issues, with reference to the existing literature and international standards. In the second part, an overview of the Middle East and Northern Africa (MENA) situation is given as a prelude to the Egyptian experience. In the third part, the socio-economic profile of refugees and asylum seekers from Sudan, Somalia, Ethiopia, Eritrea, and Iraq is given with reference to their legal status, their rights and their living conditions measured in terms of income and sources of income, access to education, employment, health care and social services. The paper concludes by looking at the socio-economic situation in Egypt and policy recommendations concerning government practices, procedures, mechanisms, policies and laws. Gaps in research have also been highlighted so that these issues can be better addressed in the future.

Losing the Right to Stay: Revocation of immigrant residence permits and citizenship in Norway — Experiences and effects

In recent years, the Directorate of Immigration’s (UDI) handling of so-called revocation cases has received increased attention. These are cases where the authorities first grant residence permits and citizenship to migrants but later consider revoking these. Immigrants can have their right to stay in Norway revoked for a range of reasons, including having provided incorrect information when they were granted permits and in the case of refugees, because conditions improve in their home country. This report describes how those affected experience the process of revocation. The report is based on multiple data sources: statistics from the UDI’s data base; interviews with affected individuals from Afghanistan and Somalia, including representatives of their communities in Norway; and interviews with employees of the UDI and the police. After presenting descriptive statistics, we describe how the informants experienced the revocation process, including the effects of the revocation process on integration. Furthermore, we analyze how revocation affects the outlook and life strategies of those interviewed. This report provides a number of recommendations for improving the government’s handling of revocation, including developing a coherent communication strategy and reducing case processing time.

Denne rapporten er utarbeidet for Redd Barna av Ada Engebrigtsen og Øivind Fuglerud og er den første rapporteringen fra intervjuundersøkelsen «Ungdom i flyktningfamilier» som er finansiert av Helse- og Rehabilitering. Rapporten er videre basert på utdrag fra NOVA-undersøkelsen Ung i Oslo 2006. De statistiske dataene fra Ung i Oslo 2006 er bearbeidet av Bera Moseng. Intervju-undersøkelsen omfatter 36 intervjuer med 61 ungdommer i Oslo og Tromsø, Ung i Oslo omfatter bl.a. statistisk materiale fra 166 ungdommer med bakgrunn fra Somalia og 164 med bakgrunn fra Sri Lanka, alle fra Oslo. Rapporten gir en bred beskrivelse av ungdom i flyktningfamilier, hovedsaklig med somalisk og tamilsk bakgrunn, slik de selv beskriver sider ved sine liv. Rapporten legger hovedvekten på spørsmål omkring familietilknytning og familieforhold, vennskap, fritid og nabolag, forhold til skole og lærere, tillitsforhold og opplevelse av inklusjon og eksklusjon, og betydningen, men også begrensningen ved etniske fellesskap.

Flytting i nytt land Flyktningers bosetting og flytting tidlig på 2000-tallet

I denne rapporten behandles flyktningers sekundærflytting, dvs. den flytting de foretar etter at de er blitt bosatt for første gang i en norsk kommune. I første del analyseres materiale fra intervjuer med et mindre antall flyktninger fra Irak og Somalia. I rapportens andre del behandles registerdata om alle flyktninger fra disse to landene som kom til Norge i 2000 og 2001, samt tilsvarende data for alle som kom fra Afghanistan, Serbia/Montenegro og Iran i de samme to årene.Ni av ti flyktninger som kom til Norge i disse årene, har flyttet fra sin opprinnelige bolig, og svært mye av flyttingene skjer til sentrale kommuner på Østlandet. De kvalitative intervjuene viser et sterkt ønske om å komme til en kommune der det fra før bor mange fra samme land. Det gir tilknytning til nettverk som oppfattes som viktige, både for muligheten for å få jobb og bolig.
