Latvia's integration policies

Authors Elina APSITE-BERINA
Description
This report contributes of the understanding of current integration processes in Latvia. Its main aim is to highlight political and public debate about integration in Latvia, which is currently a low-immigration country. The report aims to identify integration processes for third-country nationals. Besides third-country nationals residing in Latvia, there are also a number of non-residents living in the country, which creates a backdrop for integration issues. The report also aims to recognise the main third-country national groups residing in Latvia and to identify tools for integration measures as well as assessing the success of policy implementation. In addition, it aims to show the main activities that exist for third-country nationals’ integration in Latvia as well as to shed light on the mechanisms within integration processes in Latvia. As a result of EU funding, integration activities – both practical and informative – have been successfully implemented and serve as a key tools for local society to cope with third-country national integration.

Patterns and management of ethnic relations in the Western Balkans and the Baltic States

Description
‘Patterns and management of ethnic relations in the Western Balkans and the Baltic States’ This study will compare the management of ethnic relations in two Western Balkan states (Serbia and Croatia) with the management of ethnic relations in two Baltic republics (Latvia and Estonia). It will concentrate on: (a) the legal and institutional infrastructures on minority rights; (b) the impact of domestic and external actors on the management of ethnic relations. This research is placed inside the framework of the EU’s enlargement. Latvia and Estonia have been EU member-states since 2004. Croatia joined the EU in 2013 whereas accession negotiations with Serbia commenced in October 2011. By conducting research on two different post-Communist settings (two post-Yugoslav and two post-Soviet states) this comparative project will provide new insights in conflict resolution and the management of ethnic relations in the new and the aspiring EU member-states. Research questions: (a) How do the Western Balkan and Baltic models for managing ethnic relations compare to each other and to European standards? (b) How does the intersection between domestic and external actors impact on the management of ethnic relations in the Western Balkans and the Baltic States?

Principal investigator Maija Ojala ()
Description
No English summary available, summary in Finnish: Hankkeen julkinen kuvaus: Tutkimusaihe on lasten kokemus ja ymmärrys vanhempiensa ja perheidensä ylirajaisesta työperäisestä migraatiosta Euroopassa, painopisteenä Euroopan Unionin itäiset reuna-alueet. Valtiollisia rajoja ylittävää maasta- ja maahanmuuttoa on harvoin tutkittu lasten näkökulmasta, vaikka yleisesti tiedetään että kaikkialla migraatio vaikuttaa suuresti lapsiin, riippumatta siitä muuttavatko he itse rajojen yli vai pysyvätkö kotimaassaan vanhempiensa muuttaessa ja/tai käydessä töissä toisessa maassa. Tutkimusryhmä tarkastelee yksityiskohtaisesti seuraavia muuttoliiketapauksia: Viro/Suomi, Venäjä/Suomi, Latvia/Yhdistyneet Kuningaskunnat ja Romania/Suomi. Metodologinen lähestymistapa on vertaileva etnografia.

Eastern European Borders Annual Risk Analysis (EB-RAN)

Description
EB-RAN (Eastern European Borders Risk Analysis Network) statistical data from Belarus, Moldova and Ukraine are available from 2010. The core of the overview are EB-RAN and monthly statistical data of neighbouring FRAN (Frontex Risk Analusis Network) members: Norway, Finland, Estonia, Latvia, Lithuania, Poland, Slovakia, Hungary and Romania (only common borders, or borders with the Russian Federation) covering the year previous to the publication. Six key indicators of illegal migration are measured: (1) detections of illegal border-crossing, (2) detections of facilitators, (3) detections of illegal stay, (4) refusals of entry; (5) detections of document fraud and (6) asylum applications. The data in the report are presented in several charts and maps.
