Transnationale (Rückkehr-)Migration ehemaliger koreanischer Gastarbeiterinnen in Hessen und Südkorea

"Ende März erhielten die Koreastudien an der Goethe-Universität Frankfurt am Main die erfreuliche Mittteilung, dass das Forschungsprojekt „Transnationale (Rückkehr-)Migration ehemaliger koreanischer Gastarbeiterinnen in Hessen und Südkorea“ im Rahmen des Forschungsschwerpunkts ""Dimensionen der Kategorie Geschlecht - Frauen- und Geschlechterforschung in Hessen"" auch im Jahr 2017 weiter durch das Hessische Ministerium für Wissenschaft und Kunst gefördert wird. Somit läuft das Projekt über die gesamte geplante Laufzeit von Mai 2016 bis Oktober 2017. Das Projekt unter der Leitung von Frau Professor Dr. Yonson Ahn (Koreastudien, FB09) untersucht die Rolle der ehemaligen koreanischen „Gastarbeiterinnen“, die vor allem im Pflegesektor tätig waren, in wirtschaftlichen und sozialen Transferprozessen zwischen Deutschland und Korea. In diesem Zusammenhang wird insbesondere analysiert, inwiefern ihre Migrationserfahrungen und die Rückkehrmigration geschlechterspezifisch sind. Die einzelnen Akteurinnen machen dabei teilweise ganz unterschiedliche Erfahrungen, die sie dazu bewegen, entweder im Migrationsland zu bleiben, weiter nach Nordamerika zu migrieren, oder in ihre Heimat zurückzukehren. Das Projekt trägt dazu bei, die Verbindung von geschlechterspezifischen Fragestellungen mit der Migrationsforschung zu stärken. Im Rahmen der zweiten Phase des Projektes wird am 23. Juni 2017 ein internationaler Workshop mit dem Thema “Transnational (Return-) Migration of Korean ‘Guestworkers’ in Hessen, Germany and Korea” an der Goethe-Universität Frankfurt am Main stattfinden, der internationale Wissenschaftlerinnen aus Europa, Nordamerika, Südkorea und Indien zusammenbringt und die in dem Projekt gewonnenen Forschungsergebnisse zur Bedeutung der Pflegemigration nach Hessen, Deutschland und Europa diskutiert. How can the responsibility for refugees be distributed more fairly – globally and within the EU? And how can we curb irregular migration while expanding legal immigration to the benefit of all concerned? The large number of refugees and other migrants who have come to Europe over the last two years has caused the EU member states that received most of the asylum seekers, to reach their capacity limits. With a view to new arrivals and their long-term integration, it is now necessary to develop new and, above all, common strategies to address the migration flows to Europe. The 2017 MEDAM Assessment Report focuses on two core messages: Distribute the responsibility for refugees more equitably and extending legal immigration from non-EU Member States into EU member states.

Key Messages 1. Greece’s two systems of social assistance for the displaced – the humanitarian assistance they receive immediately and the social protection they are eligible for once recognised as refugees – are poorly integrated. Humanitarian assistance is funded by the European Union and was developed as distinct from the national social protection system. 2. Administered until 2021 by the United Nations High Commissioner for Refugees (UNHCR) and now run by the Ministry of Migration and Asylum, humanitarian assistance has addressed the emergency needs of the displaced only to the level of their most basic survival requirements, and sometimes not even those. 3. A coverage gap exists when moving from one system to the other. Asylum seekers stop receiving financial assistance as soon as they are recognised as refugees and lose access to accommodation within a month of being granted asylum, with many remaining without legal documents for several months. 4. Social protection is subject to strict eligibility criteria and complicated administrative requirements, making access difficult for recognised refugees. This leaves them in a worse position than asylum seekers and facing a high risk of social exclusion. 5. No matter how social assistance to the displaced population is organised – whether parallel, aligned or fully integrated into the national social protection system – the explicit or implicit political choices that shape social assistance determine outcomes. Within this context, it is premature to suggest a full integration of the social assistance systems in Greece without an in-depth review of integration and social inclusion policies.
