Global mobility of employees

Description
Promoting labour mobility across Europe is a central objective of the Europe 2020 Strategy and it aims to tackle increasing labour and skill shortages in the EU. Cross-border labour mobility is expected to benefit both individual citizens, employers and the aggregate economy. In addition, intra-EU mobility is a means to foster European integration. Although migration into OECD countries increases, driven largely by people moving within the EU, migration into and within Europe is still short of target levels. Despite a favourable legal framework for mobility, migrants still face a wide range of problems and obstacles that hamper cross-border labour mobility. Employment prospects for immigrants are below those of natives and overqualification, i.e. employment below skill levels, is widespread in most European countries. Consequently, the growth potential of immigrants is far from realised. Little is known about transnational mobility patterns and the length of migration episodes as well as about retention processes of foreign employees. There is considerable scope to make existing labour mobility more efficient and beneficial for all parties involved. GLOMO’s focus is on global mobility into EU countries and within the EU and its impact on careers. The policy making white papers and research suggest that the future Europe will witness even higher and more natural mobility. To assure that Europe is ready for it, our objectives are (a) to systematically generate knowledge about the mobility phenomenon and its implications (success factors, effects and added value); (b) provide trainings to (further) develop early-stage and senior researchers understanding the complex multidisciplinary phenomenon of mobility, and (c) suggest relevant implications for individuals, organisations, the European societies and economies. The joint research and training programme will be conducted within an interdisciplinary and intersectoral network of experts in the field.

Advisory report: The strategic country approach to migration: between ambition and reality

Since 1996 the problem of countries that do not cooperate or cooperate insufficiently in the return of their nationals has repeatedly been the subject of political debate in the Netherlands. In the intervening decades, the Netherlands has developed various policy strategies aimed at inducing countries of origin to improve their cooperation in forced return. Since 2011, when the first government led by Prime Minister Rutte took office, these strategies have been subsumed under the heading ‘strategic country approach to migration’. The Advisory Committee on Migration Affairs (ACVZ) describes this approach as follows. Description of the strategic country approach to migration A strategic country approach to migration exists if a link is made between forced return policy and one or more other policy areas. These policy areas may lie within or outside migration policy and be the responsibility of ministries other than the Ministry of Security and Justice. A customised approach is the key. Both positive and negative measures may be employed to achieve the aim. These incentives may be offered to countries of origin provided they cooperate in readmission. This is known as ‘conditionality’. In addition the message to cooperate in forced return is repeatedly transmitted in all contacts and at every level in relations with the country concerned. The State Secretary of Security and Justice and the Minister for Foreign Trade and Development Cooperation asked the ACVZ to carry out an evaluation and issue an advisory report on the strategic country approach to migration. This report complies with that request. The research questions are: • How has the strategic country approach to migration been shaped in the Netherlands in recent years and what are the results? • To what extent can the strategic country approach to migration be more effectively deployed as an instrument in migration policy? The preference under Dutch migration policy is for independent return by foreign nationals who are not allowed to remain. Forced return is seen as a necessary element of a consistent return policy. This advisory report confines itself to measures to obtain the cooperation of countries of origin in the forced return of their nationals. They consist of undocumented or insufficiently documented failed asylum-seekers and other persons residing illegally in the Netherlands who have the nationality of the country of origin and who do not leave independently, with or without assistance. The ACVZ’s research was focused on the 32 countries of origin on the Focus Country acvz -july 2015 8 The str ategic country approach to migr ation List of January 2015 drawn up by the Repatriation and Departure Service (DT&V).1 The government has awarded priority to nine countries on this list (known as the ‘Cabinet countries’): Afghanistan, Algeria, China, Egypt, Ghana, India, Iraq, Morocco and Somalia/Somaliland.

Immigratie op maat - advies over een nieuwe opzet voor het regulier migratiebeleid

Herziening van het regulier migratiebeleid is wenselijk De kabinetsnotitie ‘Naar een modern migratiebeleid’, die in mei 2006 aan de Tweede Kamer is gezonden, gaat over de herziening van het reguliere toelatingsbeleid voor vreemdelingen in Nederland. Het huidige kabinet heeft deze notitie overgenomen. Ook de Adviescommissie voor Vreemdelingenzaken (ACVZ) acht een revisie van het reguliere toelatingsbeleid gewenst. Als belangrijkste redenen ziet de ACVZ: • De Europese en Nederlandse ontwikkelingen op demografisch (vergrijzing) en economisch gebied (Nederland als kennisland). Een nieuwe benadering van arbeidsmigratie kan een bijdrage leveren aan de Nederlandse (kennis)economie en is van belang vanwege de toenemende vergrijzing. • In de Vreemdelingenwet 2000 (Vw 2000) zijn het asielbeleid en de asielprocedure ingrijpend aangepast. De wet- en regelgeving met betrekking tot het reguliere toelatingsbeleid is echter nog steeds gebaseerd op de Vreemdelingenwet van 1965 en is door allerlei wijzigingen en aanpassingen uitermate complex en onoverzichtelijk geworden. De huidige wet- en regelgeving gaat uit van een groot aantal verschillende verblijfsdoelen. De uitwerking van het beleid in de Vreemdelingencirculaire 2000 (Vc 2000) vormt thans een lappendeken van beleidsregels, uitvoeringsaanwijzingen en instructies aan uitvoerende ambtenaren. Door herformuleren en vereenvoudigen van het geheel aan regels en instructies in het reguliere toelatingsbeleid kunnen de transparantie en de effectiviteit van de uitvoering aanmerkelijk worden verhoogd. Advies over de beleidsvoorstellen In mei 2007 heeft de staatssecretaris van Justitie de ACVZ gevraagd om te adviseren over de in de kabinetsnotitie neergelegde uitgangspunten voor hervorming van het 'reguliere’ migratiebeleid. De kabinetsnotitie heeft een zeer schetsmatig karakter en mede daarom heeft de ACVZ zich bij de beantwoording van de vele, deels gedetailleerde vragen in de adviesaanvraag geconcentreerd op drie hoofdelementen, namelijk: algemene uitgangspunten, kolommenstructuur en handhaafbaarheid. De hoofdvraag die hiermee wordt beantwoord is of het voorgestelde toelatingsmodel de mogelijkheid biedt tot een vereenvoudigde en gestroomlijnde toelating van migranten. Allereerst is de focus van het advies gericht op de visie van de ACVZ ten aanzien van de hoofdlijnen en uitgangspunten van het in de kabinetsnotitie geschetste nieuwe beleid. Vervolgens wordt in het advies een analyse gegeven van de mogelijke uitwerking van het toelatingsmodel in de zogenaamde kolommenstructuur en wordt als laatste onderdeel van het advies nadrukkelijk stilgestaan bij de mogelijkheden tot handhaving van dit nieuwe reguliere migratiebeleid. Met de verschillende aanbevelingen die de ACVZ doet ten aanzien van de drie hoofdelementen wordt antwoord gegeven op de gestelde hoofdvraag. Tevens worden enkele aanbevelingen gedaan over de verdere uitvoering van de kabinetsnotitie. Op hoofdlijnen eens met de uitgangspunten De ACVZ is van mening dat de notitie een bruikbare eerste aanzet biedt voor de ontwikkeling van een nieuw beleid voor toelating van vreemdelingen tot Nederland anders dan als asielzoeker. Niettemin heeft zij een aantal aanbevelingen ten aanzien van de uitgangspunten, de uitwerking en de handhaving van het voorgenomen beleid.
