Iraqi Refugees in Egypt: Legal Aspects

Abstract This paper examines the legal situation of Iraqi refugees and asylum-seekers in Egypt. Despite Egypt’s obligation to integrate refugees, several obstacles make such a process exceptionally difficult as far as Iraqi refugees are concerned. As the paper will reveal, while some of these obstacles are particular to the Egyptian legal system, others impediments concern the Iraqi community alone. The paper will also demonstrate that although Iraqis initially benefitted from Egypt’s hospitality, stability, and lenient investment laws, the massive flows of refugees from Iraq, coupled with the scape-goating of Iraqis for rising real estate prices in parts of Cairo, led the Egyptian government to adopt tougher measures regarding the entry and residence of Iraqis. For example, it is reported that, as of 2006, the government stopped issuing visas for Iraqi nationals. At times, there were reports that the government would no longer renew residence permits for Iraqis, including the ones acquired for investment purpose. This drove thousands of Iraqi nationals to seek asylum through UNHCR. The paper will also reveal difficulties that are more pronounced in the case of Iraqis than in the case of other refugees communities, such as a de facto ban on the right to primary education in Stateowned schools which, though in line with the government’s reservations to the 1951 Refugee Convention, constitutes a violation of Egypt’s obligation under the Convention on the Rights of the Child. Other forms of discrimination against Iraqis include restrictions on the establishment of Iraqi community-based organizations due mainly to fear of religious tensions and rumours of militia threats not to mention restrictions on obtaining work permits. Résumé Ce papier rend compte de la situation juridique des réfugiés et demandeurs d’asile irakiens en Egypte. En dépit de l’obligation qui pèse sur l’Egypte d’assurer l’intégration de ses réfugiés, divers obstacles rendent ce processus d’intégration pratiquement impossible pour les réfugiés irakiens. Ces obstacles tiennent pour partie au système juridique égyptien en tant que tel alors que d’autres relèvent spécifiquement de la communauté irakienne. Ce papier montrera également comment d’une situation initialement favorable pour les Irakiens en termes d’hospitalité, de stabilité du séjour et d’ouverture à leurs investissements, le gouvernement est passé à une politique plus restrictive en termes d’entrée et de séjour. Ceci essentiellement en raison de l’accroissement des réfugiés en provenance d’Irak et de leur stigmatisation en tant que responsables de la flambée des prix de l’immobilier dans certains quartiers du Caire. Ainsi, à partir de 2006, le gouvernement a-t-il cessé de délivré des visas aux citoyens irakiens. A la même époque, il déclara que leur permis de séjour ne seraient plus renouvelés, en ce compris ceux obtenus à des fins économiques. Cela amena des milliers d’Irakiens à chercher l’asile auprès du HCR. Les Irakiens font face à des difficultés spécifiques, c'est-à-dire, non rencontrées par d’autres communautés de réfugiés en Egypte. Elles sont d’ordre divers. Telle que l’interdiction de facto d’accéder à l’éducation primaire dans les écoles publiques. L’Egypte a émis une réserve sur ce point à l’occasion de sa ratification de la Convention des N-U de 1951 mais cette réserve est en violation de la Convention des N-U relative à la sauvegarde des droits de l’enfant. Les Irakiens font l’objet d’autres formes de discrimination, notamment en termes de limitation de leur liberté d’association, les groupement irakiens à caractère communautaire sont empêchés par les autorités par crainte des tensions religieuses et de formation de milices qu’ils pourraient favoriser. Les réfugiés irakiens sont également discriminés en matière d’accès au travail.

The Interaction Engine: Interactive foundations for communication

Description
This project addresses a serious gap at the heart of the social and cognitive sciences. The proposal is to fast-start an interdisciplinary science of human communicative interaction focused on sequences of contingent actions. The research will be guided by a novel hypothesis, the ‘interaction engine’, which holds that human interactive abilities are distinct from and phylogenetically older than our language capacity. Inverting the usual assumptions, the hypothesis suggests that the human interaction system is fundamentally universal, while the language system lacks substantial universals and is diversified by cultural evolution. The interaction system and language system therefore do not mesh neatly, and this can be detected in the domain of contingent action sequences – the crucial characteristic of human interaction. Two specific areas, (a) the timing of turn-taking and (b) the ascription of speech acts or intentions, will be examined from three distinct disciplinary perspectives: (i) cross-cultural corpus and experimental studies in a dozen languages, (ii) developmental studies (corpus and experiment based) from early infancy up to middle childhood, (iii) cognitive studies employing both behavioural measures (reaction time, eye tracking), and neurocognitive methods (EEG, fMRI). The ‘interaction engine’ hypothesis makes detailed predictions about cross-cultural universals, developmental trajectories, and processing complexities in both turn-taking and action ascription. The project aims to build an integrated, interdisciplinary science of communicative interaction. New developments (multi-media corpora, dual eye-tracking, EEG, fMRI, baby-lab techniques) now make this feasible. The PI and host institution are uniquely equipped to undertake this project.

Spirits of Displacement and Diaspora

Description
Spirit possession cults puzzle Western observers, particularly when they appear in supposedly secular urban environments. Muslim migrants from North Africa, seeking to establish new lives in Southern Europe, have to negotiate the continuity of such ritual practices with the constraints and expectations imposed on them by their new social contexts. But the legitimacy of these cults is contested also in their homeland, where they face increasing pressures by religious fundamentalism. Space and its organization, especially in urban settings, play an important part in these disputes. In Morocco, spirits are thought to reside in particular places, such as tombs, sanctuaries, or street corners. How do possession cults continue to be practiced when spirits’ spaces of residence have to be abandoned or undergo demolition? This research compares the continuities and ruptures in cult performances as the spaces that host them are affected by both forced displacement and voluntary diasporic migration. I will observe the resettlement of a slum in Casablanca, and compare it with two Southern European neighborhoods where Moroccan practitioners of spirit cults struggle to maintain their specific version of Islam in multicultural, post-colonial and post-secular urban settings, exposed to disruptive processes such as gentrification. By applying an ethnographic methodology to comparative urbanism, I aim to shed light on how different spatial transformations affect ritual performances that are meant to protect communities from social disintegration. I argue that different urban policies on both sides of the Mediterranean mutually reinforce, resulting in an overall transformation of cultural practices in transnational communities. Examining how migrants adapt localized ritual practices such as spirit possession cults to increasingly transient urban settings, furthers our understanding of the spatial and cultural dimensions that enable or prevent integration.

Einstein gravitational-wave Telescope

This project concerns the study and the conceptual design for a new infrastructure that will bring Europe to the forefront of the most promising new development in our quest to understand the history and future of the Universe, the emergence of the field of Gravitational Wave Astronomy. We are proposing to study the conceptual design of a new European infrastructure, a GW observatory that could cover the complete frequency range from about 1 Hz to 10 kHz that is potentially observable from ground. We are aiming at the identification of the possible technologies and design characteristics that could lead to an amplitude sensitivity more than a hundred times that of the existing first generation devices. This will increase the observable volume of the universe and, correspondingly, the event rate by a factor of more than one million. This formidable task will be achieved by combining all presently known scientific breakthroughs of measurement science in a single observatory. In fact, to realize such a third generation gravitational wave detector a formidable, but possible, progress in non-classical light, advanced lasers emitting hundreds of Watt of continuous power, novel signal enhancing techniques, interferometry by using diffractive optics, cryogenic cooling of critical optical components, vibration isolation techniques, monolithic suspensions for the optical components is required.

The Sociological Aspects of the Management of Intersexuality

In June 2013, the Foreign Affairs Council of the European Union adopted guidelines to promote and protect the enjoyment of all human rights by sexual minorities, including, for the first time, intersex persons, those who are born with chromosomal, hormonal, and/or anatomic variations, that do not fit the typical definitions of female and male. In March, again for the first time, the United Nations Special Report on Torture recommended the member States to avoid unnecessary surgical and pharmacological interventions often used to “normalize” primary and secondary sexual characteristics in intersex children. The present project aims to investigate, in a comparative and diachronic way with an interdisciplinary approach, the medical, juridical, and social practices adopted in the management of intersexuality in Europe (focusing on the Italian case, where a conspicuous intersex movement does not exist yet) and in the U.S. (the cradle of the intersex movement). The goals of the research are: to investigate the socio-cultural changes in commonly adopted intersex protocols over time and their significance for the social actors involved; to analyze the intersex people’s (those medicalized and not) points of view; to inquire into how feminist movements and GLBTQ (Gay, Lesbian, Bisexual, Transgender, Queer) organizations, which focus on self-determination rights, deal with (or not) the intersex issue, and the links among them; to analyze the different strategies adopted by intersex associations, depending on their viewpoint (pathologizing or not); to identify the best practices vis-à-vis intersex issues in the U.S.,, Europe, and the rest of the world; to contribute to the debate on the power dynamics found within the gender binary structure, heteronormativity, and bioethics. The methodology is a combination of quantitative (using the few collective data available) and qualitative (in-depth interviews, autobiographical narratives, digital ethnography) sociological research.
