La migration hautement qualifiée est un des catalyseurs de la dynamique et de la vitalité de l’économie mondiale. Bien que classé au dernier rang par le rapport 2009 sur le développement humain du PNUD, le Niger ne fait pas exception et draine de plus en plus de cadres hautement qualifiés de la sous-région d’Afrique de l’Ouest et centrale, d’Europe et d’Asie en raison des opportunités économiques qu’offrent ses ressources minières et pétrolières. Dès lors l’ampleur qu’a pris ce phénomène au cours des dernières années au Niger ne saurait laisser le sociopolitologue indifférent. Nous nous sommes efforcés de montrer dans cet article que les enjeux de la migration hautement qualifiée au Niger ne peuvent être compris qu’à partir d’une analyse approfondie du contexte dans lequel elle se produit, et des interactions entre les acteurs en présence. Abstract Highly skilled migration increasingly became one of the driving factors of the world economy. Although Niger was ranked in the 2009 UNDP human Development Report as the worlds’ poorest country, the emigration of highly qualified nationals is on the rise and contributes to draining human capital away from the country. Therefore, the scale and dynamics of this particular type of migration have become throughout the last years significant research topics for socio-political analysts. In this paper, we argue that the challenges raised by highly skilled migration in Niger cannot be understood without first analysing in depth the context in which it takes place, and the different interactions among stakeholders.

Le cadre général de la migration de, vers et à travers le Niger se caractérise par un ensemble d’institutions et d’instruments juridiques nationaux et internationaux. L’analyse dans une perspective socio politique de ce cadre laisse apparaître que l’efficacité et l’efficience de ces institutions et instruments sont entravées par deux contraintes majeures : (i) les défis de développement du Niger qui occultent l’importance de la migration et font que ce phénomène n’occupe pas encore la place qui est la sienne sur l’agenda des décideurs et (ii) l’absence subséquente d’une politique nationale en matière de gestion des flux migratoires ainsi que d’un cadre stratégique de son opérationnalisation. / The general framework of migration to, towards and through Niger is characterized by a set of institutions and of relevant national and international legal instruments. The socio political analysis of this framework reveals that the efficiency of these instruments and institutions are hindered by two major constraints : (I) The development challenges of Niger which hide the importance of the migration and make that this phenomenon does not still occupy the place which is his on the agenda of the decision-makers and (ii) the subsequent absence of a national policy on migration as well as a strategic framework for its implementation.

De récentes études ont montré qu’au cours des 20 dernières années, les flux de migrants en situation irrégulière depuis et vers le Niger n’ont cessé d’augmenter. Le potentiel de croissance économique du pays et les opportunités d’investissement dans le secteur tertiaire, l’énergie, le tourisme, l’hôtellerie et l’artisanat utilitaire laissent présager une accélération de cette tendance. La présente étude examine à la lumière des données existantes ainsi que de celles recueillies au cours d’entretiens avec de jeunes candidats à l’émigration vers le Maghreb et l’Europe : (i) les déterminants de la migration irrégulière ; (ii) les politiques publiques mises en place pour lutter contre ce phénomène en Afrique et en Europe et leurs limites. Pour conclure, nous formulons quelques recommandations pour une maîtrise efficace de ces flux. Abstract Recent studies reveal that Niger has been, for about two decades, a privileged space for illegal migration to North Africa and Europe. Job opportunities in many sectors in Niger such as services, mines and energy, tourism and artisanship indicate that these illegal movements will increase. In this paper, we analyze, in the light of the existing data as well as of data collected during interviews with potential illegal migrants towards the Maghreb and Europe: (i) The driving forces behind illegal migration ; ii) policies concerning the phenomenon in Africa and in Europe and the limits of these policies ; and iii) we conclude with some recommendations for an effective control of illegal migration flows.

Regional responses to forced migration : the case of Libya

The 2011 Libyan civil war, part of the wider Arab Spring, triggered considerable population displacements. These displacements included both Libyans and third-country nationals fleeing the country by land, air and sea. Data available for spring/summer 2011 shows that an estimated 1,128,985 people left Libya to seek shelter in Tunisia, Egypt, Niger, Algeria, Chad and Sudan as well as in Malta and Italy. Research has, thus far, mainly focused on the response of the international community (UNHCR and IOM, above all), the European Union and individual countries in dealing with large numbers of displaced persons (Kelly and Wadud 2012, Fargues and Fandrich 2012, Tucci 2012, Forced Migration Review 2012). Less attention has been given to those regional entities of which Libya has been a member. These include: the African Union (AU), the League of Arab States (LAS), the Community of Sahel Saharan States (CEN-SAD), the Arab Maghreb Union (AMU), the Common Market for Eastern and Southern Africa (COMESA) and the Organization for the Islamic Conference (OIC). The aim of this paper is, therefore, to shed light on the (actual and potential) role of these regional organizations in alleviating those fleeing from Libya.
