International migration, especially to European destinations, is an age old phenomenon for many Ghanaians. While at their various destinations, the Ghanaian Diaspora continues to foster close ties with the country and leverage on opportunities that policies and programmes present to them. There is no known recognised migration governance framework in the country, although a draft migration policy is currently under review. Despite these shortfalls, the Ghanaian state recognises its diaspora as agents for co-development. Non-state actors have equally engaged in activities which are anchored on facilitating dialogue between the diaspora and Ghana. This paper reviews the various state and non-state level policies and programmes which facilitate the participation of the Ghanaian Diaspora in development activities. The paper concludes that while Ghana has very robust laws, which seek to facilitate the participation of the diaspora in development, many of the laws also limit their full involvement in some aspects of socio-economic development of the country. It is recommended that the State hastens the process for the passage of the national migration policy, which will comprehensively deal with migration in its entirety.

Description
Küstenregionen spielen eine wichtige Rolle für zwei zentrale Herausforderungen heutiger Gesellschaften: Umweltwandel und Migration. Zum einen sind sie seit jeher sowohl Ursprung wie Zielregion von Migrationsbewegungen und fungieren zudem häufig als Eintrittspforten in größere Migrationsregime. Zum anderen werden Küstenregionen rund um den Globus kontinuierlich durch geomorphologische, klimatische und andere Einflüsse transformiert. Untersucht werden zwei Küstenregionen: Die Stadt Semarang in Zentraljava (Indonesien) mit rund 2 Mio. Einwohnern ist von starker Landsenkung und wiederkehrenden Hochwassern bedroht; im Distrikt Keta (Ghana) mit rund 100.000 Einwohnern findet besonders intensive Erosion entlang der Küste statt. In beiden Regionen ist ein gewichtiger und bedeutsamer Küstenwandel nicht nur Projektion oder Vorhersage für die Zukunft, sondern eine andauernde Erfahrung als "rapid change" über die letzten Jahrzehnte. Das Forschungsprojekt untersucht, wie Umweltveränderungen und Risiko-Kulturen mit den Trajektorien von Migration, den ökonomischen Strategien von Haushalten und den Antworten der Politik zusammenwirken und dabei neue Bedingungen, Begrenzungen und Möglichkeiten für regionale Formationen entstehen lassen. Zentrales Projektergebnis ist ein gemeinsam herausgegebener Band sowie Beiträge in renommierten internationalen Zeitschriften. In Ghana und Indonesien sollen darüber hinaus regionale Workshops mit lokalen Verantwortlichen durchgeführt werden.

L’objectif principal du projet de recherche MAFE est de fournir des données quantitatives et originales sur les caractéristiques et les comportements des migrants d’Afrique subsaharienne. Il vise à palier à l’absence de données complètes sur les causes des migrations et les modes de circulation entre l’Afrique et l’Europe. Les retours, la circulation et les pratiques transnationales des migrants doivent être correctement compris pour concevoir de meilleurs politiques de migration. Le projet MAFE étudie les flux migratoires entre l’Europe et le Sénégal, la République Démocratique du Congo et le Ghana, qui représentent plus du quart des migrations africaines vers l’Europe. Thème 1 : rendre compte des tendances des migrations entre l’Afrique et l’Europe. Thème 2 : Expliquer les départes, mais aussi les retours. Thème 3 : Intégration et réintégration des migrants. Thème 4 : Migrations internationales et changements familiaux.
