RETURN TO SRI LANKA: Sustainability of return migration to Sri Lanka

Description
Following the ceasefire signed in Sri Lanka in 2002 return of international migrants, refugees and Internally Displaced Persons became more of a possibility. The readmission agreement signed between the government of Sri Lanka and the European Commission in June 2004 and the decision of UNDP to extend the TOKTEN programme (Transfer Of Knowledge Through Expatriate Nationals) to Sri Lanka at the same time means that return will now be encouraged and facilitated by significant international institutions. Return migration has significant potential to encourage economic development of areas to which migrants return. Little is known, however, about the relationship between different types of return and there has been almost no sustained research on the development of the post-return situation of return migrants. Given the existence of conditions likely to encourage return and the necessity to establish durable development, Sri Lanka provides an ideal opportunity to investigate these questions. The fellow will be based at the University of Colombo for the two-year outgoing phase of the project. In depth surveys and interviews will be carried out with the support of students of the department of sociology. The project aims to establish the basis for a longitudinal re search project that can continue to collect data on the development of return migration to Sri Lanka and monitor the sustainability of this movement and the effects of policy interventions.

'I'm Prepared': Equality for Refugee Women in the Return and Reintegration Context, Year 3 Learning Report

This document provides learnings from Year 3 research activities of the project “’I’m Prepared’: Equality of Refugee Women in the Return and Reintegration Context". ‘I’m Prepared’ is implemented in four country contexts. These countries are India and Thailand, where encamped refugees decide whether or not to return home, and the reintegration contexts of north-east Sri Lanka and Kayah State, Myanmar. The research learnings relate to gender equality and women’s empowerment and changes that have taken place from Year 1 (2018) to Year 3 (2020) of the ‘I’m Prepared’ Project. To note, ‘Year 3’ was originally scheduled to take place between 1 July 2019 – 30 June 2020, however due to COVID-19 was extended for a further nine months up to 30 March 2021. This report provides insight into the experience of a sub-set of 100 refugee households in the project (50 households in Thailand, and 50 households in India including 12 households who returned to Sri Lanka during the project period) and their experience of a series of activities within the 3-year implementation of the Project. This report is the third of 3 annual research learning reports. The reports were supported by design of research tools; researcher training; data collection; collation and analysis carried out by TBC, OfERR, and ISF-UTS.

Arab Gulf States : recruitment of Asian workers

This paper addresses a neglected area in studies of migrant labor in the Gulf States showing that exploitation of migrant workers occurs before deployment. Evidence from interviews conducted in the five major labour sending countries to Qatar (Philippines, Nepal, Bangladesh, Sri Lanka, and India) suggests that the recruitment procedures and corrupt practices by recruitment agencies and employing company personnel in the receiving country place unskilled workers in a highly vulnerable position prior to departure from their home countries. As a consequence of practices such as deception, false promises, substitute contracts, bribery, and extortion, there is evidence of debt bondage, forced labor, and trafficking within the normative framework of labor migration. Reform measures that are currently underway in Qatar include the banning of workers paying recruitment fees and charges to agents.
