Integration policies : country report for Croatia

Description
The report provides a description of the main policy documents, initiatives and actors dealing with immigrant integration in Croatia. After introductory remarks concerning the context and recent migration flows to Croatia – which are composed mainly of citizens from the countries of former Yugoslavia – the report identifies main target groups and the focus of integration measures, as well as the main policy tools implemented thus far. The third section focuses on forms of engagement by civil society organisations concerning integration – providing services and various forms of assistance, primarily to asylum seekers, refugees and persons under subsidiary protection. Given that the main policy measures are in the early stages of development or planned for upcoming periods, it is premature to fully assess their implementation. However, since most of the current measures target asylum seekers, asylum grantees and subsidiary protection beneficiaries it will be necessary to develop new integration instruments or extend the applicability of the existing ones to different categories of immigrants, to correspond to the envisaged future role of Croatia as an immigration country.

Objectives • To assess and improve administrative and survey-based statistics (including the field of asylum, visa and migration) that are generated by justice and home affairs institutions in 7 countries of the Western Balkans (Albania, Bosnia-Herzegovina, Croatia, FYROM, Kosovo, Montenegro, Serbia). • To bring national statistics mechanisms in justice and home affairs institutions in the 7 countries towards compliance with relevant international and European Union acquis, standards and best practices • To strengthen the response to crime and corruption in Albania, Bosnia-Herzegovina, Croatia, FYROM, Kosovo, Montenegro, Serbia Target group • Senior law enforcement officials • Prosecutors and judges • Staff of ministries of interior and ministries of justice • National statistical offices Outcomes • Preparation of a detailed written country assessment on national asylum visa and migration statistics in Albania, Bosnia-Herzegovina, Croatia, FYROM, Kosovo, Montenegro, Serbia • Preparation of recommendations related to asylum, visa and migration statistics in the countries • Design and deliver training sessions for staff of justice and home affairs institutions on asylum, visa and migration statistics for each project country and territory. Project partners The project is implemented by UNODC in partnership with the European Institute for Crime Prevention and Control affiliated with the United Nations (HEUNI), the Joint Research Centre on Transnational Crime (TRANSCRIME) and the ICMPD.

Patterns and management of ethnic relations in the Western Balkans and the Baltic States

Description
‘Patterns and management of ethnic relations in the Western Balkans and the Baltic States’ This study will compare the management of ethnic relations in two Western Balkan states (Serbia and Croatia) with the management of ethnic relations in two Baltic republics (Latvia and Estonia). It will concentrate on: (a) the legal and institutional infrastructures on minority rights; (b) the impact of domestic and external actors on the management of ethnic relations. This research is placed inside the framework of the EU’s enlargement. Latvia and Estonia have been EU member-states since 2004. Croatia joined the EU in 2013 whereas accession negotiations with Serbia commenced in October 2011. By conducting research on two different post-Communist settings (two post-Yugoslav and two post-Soviet states) this comparative project will provide new insights in conflict resolution and the management of ethnic relations in the new and the aspiring EU member-states. Research questions: (a) How do the Western Balkan and Baltic models for managing ethnic relations compare to each other and to European standards? (b) How does the intersection between domestic and external actors impact on the management of ethnic relations in the Western Balkans and the Baltic States?

Description
FOCUS is an EU funded research project running from January 2019 to June 2022, led by the IFRC Reference Centre for Psychosocial Support hosted by the Danish Red Cross with partners from nine countries (Austria, Belgium, Croatia, Denmark France, Germany, Ireland, Jordan and the United Kingdom). FOCUS aims at deepening the understanding of critical dimensions of integration. The project takes stock of the decade passed since the arrival of more than 1 million refugees and migrants from Syria and other countries (UNHCR 2018), with a special emphasis on psychological and social factors, and makes this knowledge accessible in an efficient and useful way.

"Nationalismus und Rechtspopulismus entwickeln sich zu einem immer größer werdenden Problem für die freiheitliche demokratische Grundordnung in Europa. Sie führen zu sozialer Polarisierung sowie Radikalisierung und verändern das alltägliche Leben entscheidend. Die ""Kulturen der Ablehnung"" gegenüber Immigration, politischen Eliten, Institutionen der Zivilgesellschaft und der Medien, europäischer Integration u. ä. gehen laut der Arbeitshypothese der Forschungsprojektgruppe aus als negativ erlebten Veränderungen und Krisen hervor. Daher steht im Fokus ihrer Untersuchung unter anderem, in welchen On- und Offline-Umgebungen sich solche Gruppen bewegen und verbreiten und wie sie sich an unterschiedlichen Orten zusammensetzen. Für einen transnationalen Überblick über das Phänomen arbeiten Forscherinnen und Forscher aus Österreich, Kroatien, Deutschland, Serbien und Schweden zusammen. Das Projekt wird von der Volkswagen-Stiftung finanziert und das Team besteht aus Manuela Bojadžijev (Leuphana-Universität Lüneburg), Dr. Irena Fiket (University of Belgrade / Serbien), Prof. Dr. Birgit Sauer (Universität Wien / Österreich), Dr. Sanja Bojanic (University of Rijeka / Kroatien) and Prof. Dr. Stefan Jonsson (Linköping University / Schweden)."

"Das Projekt ""Bayern-Kroatien transnational"" untersucht grenzüberschreitende/transnationale Netzwerke in lebensgeschichtlicher Perspektive, die ArbeitsmigrantInnen und ihre Nachkommen zwischen Bayern und ihrem Herkunftsland Kroatien geknüpft haben. An Fallbeispielen wird unter Anwendung biographischer Interviews und intergenerationeller Familiengespräche untersucht, welche transnationalen Verbindungen die ArbeitsmigrantInnen und die Zweite Generation in Bayern entwickelt und wie sich diese im Lebenszyklus und mit dem Generationswechsel verändert haben. Welche Erwartungshaltungen und Zugangsmöglichkeiten entstehen zu materiellen, symbolischen und sozialen Ressourcen aus solchen transnationalen Praktiken? Die Dynamik der transnationalen Verbindungen und Praktiken wird vor dem Hintergrund der internationalen, nationalen und regionalen Migrationssysteme untersucht, in denen sich der Prozess der Arbeitsmigration aus Kroatien nach Bayern vollzogen hat. Von besonderer Bedeutung ist dabei auch die Untersuchung der Auswirkungen der deutschen und jugoslawischen/kroatischen Migrationspolitik auf die Praktiken und Verhaltensweisen der MigrantInnen. Bosnia and Herzegovina (BiH) have been part of the “Balkan route” for smuggling people, arms and drugs for decades, but also a migrant route for people who have been trying to reach Western Europe and the countries of the EU in order to save their lives and secure a future for themselves. While in 2015, when millions of people arrived in Europe over a short period of time, BiH was bypassed by mass movements, the situation started changing after the closure of the EU borders in 2016, and later on, in 2017, with the increase of violence and push backs in Croatia, and other countries at the EU borders. This report offers insight into the situation on the field: is there a system responsible for protection, security, and upholding fundamental human rights? What has the state response been like? What is the role of the international community?
