Topological Atlas: Mapping Contemporary Borderscapes

Description
Contemporary borders operate in ways that are more complex than in the past. They have been variously conceptualised as porous, shifting and solidified. Where a border may be open for some, for others it is an impenetrable wall. Combined with the mobility of geopolitical territorial formations that operate beyond legal frameworks, such as the formation of ISIS and the situation in Europe where borders are being opened and closed against agreed treaties, the very concept of the border is being radically questioned. We need new ways to make sense of these increasingly complex spaces. This proposal aims to develop a transdisciplinary research programme for mapping, analysing and intervening in border areas in the form of a digital atlas. Topological Atlas is developed as a methodology for producing visual counter-geographies at border sites. It is ground breaking in its use of digital technologies combined with a participative approach that attends to those who are at the margins of traditional geopolitical inquiry. The project uses topology as conceptual framework and methodology to make maps that produce ‘seamless transitions’ from the space of the migrant to that of the security apparatus that creates barriers to her movement. In doing so it seeks to disrupt the cartographic norms that are being reinforced through the prevalence of GIS technology and mapping platforms such as Google Earth. It investigates forms of visual and co-produced research adapted to situations of crisis and proposes a new model for researching border areas beyond the current top-down international relations or security perspective. At the same time it acknowledges the intertwined relationship between the practice of academic inquiry, the knowledge it produces and what such knowledge can do. The project is organised around the following research question: How can mapping be used to represent borders as topological entities through the experience of those who encounter them?

Appropriating the 'Legitimate': Far-Right Discourses on Ecology

Description
Modern societies have increasingly thematised themselves with ecological issues as their basic problems. However, the ‘legitimacy’ publicly ascribed to ecology renders its appropriation possible by groups widely viewed as ‘illegitimate’, enabling such actors to attract not only their core audience, but also a moderate wider public. This project analyses such appropriation, i.e. both the assessment of as well as the potential for self-legitimisation via ecological topics. This is done via an analysis of the politically relevant case of increasingly popular far-right populist and radical parties, and looser groups of organised intellectuals in Austria, Germany and Switzerland between 2001 and 2011. Existing research on these actors has investigated, e.g., their stance on immigration but similarly extensive research into their public discourses on ecology does not exist. Little is known about ‘how’ and ‘why’ some far-right actors reject ecological issues, while others appropriate the protection of nature. Through triangulating quantitative corpus-linguistics (direct comparison of the investigated discourses on ecology), quantitative appropriation analysis (mapping assessments of and potential self-legitimation via ecology) and qualitative discourse analysis (how ecology is performed in detail), I ask: Which topics characterise far-right discourses on ecology? How are these performances affected as soon as these actors address a moderate wider public? (How) Do these actors draw on traditional right-wing narratives about the humans-and-nature relationship? Successful appropriation of the ‘legitimate‘ topic of ecology might enable these actors to legitimise their core topics, attract a moderate wider public and transvalue (liberal-)democratic values. Thus, the project provides, for the first time and in a historical and comparative perspective, an analysis of such attempts, enabling a better understanding of increasingly successful far-right populists and radicals.

Integration and prevention of social deviance for young male immigrants and young males from immigrant families

Description
In the public and political debate concerning the integration of third country nationals, young immigrant males or young males from a migrant family are often presented as a group lacking professional and academic success and prone to social deviant behavior or violent crimes. Studies have pointed out that the reality is more complex than the media discourse. "Young male immigrants" are neither a homogeneous group nor can social deviance among young male adults be explained solely by reference to the migration biography or descent from migrant parents. The main objective of this study is to give an overview of the state of the art of research on adolescence and migration and to identify successful pre- and interventive measures fostering the integration of male immigrant adolescents. The study aims in particular to discuss the specific problems of integration of male immigrant adolescents, to analyse successful approaches and working models of prevention and socio-pedagogical intervention and to develop concrete proposals for further policy development in this specific area of integration. The study is based on a literature analysis and qualitative interviews with experts from academia, labor market authorities, schools and extracurricular youth work and the police. Particular attention is paid to successful projects in the field of youth work with the target group. Objectives of the project • Analyse the risk of social deviance among young migrant men with specific regard to social and family contexts. • Identify factors that shape success and failures in socialisation. • Identify good practices to prevent social deviance and foster the integration of young male migrants into education and vocational training. • Formulate policy recommendations. To reach these aims, the study applies multiple methods including desk research, secondary statistical analysis, and qualitative interviews with experts and practitioners. Description
La crise des migrants et de réfugiés a focalisé l’attention de la recherche sur les politiques migratoires de l’Union européenne, révélant leurs impasses et l’échec de la collaboration entre Etats pour « gérer la crise ». Le rôle des acteurs non étatiques dans la crise est en revanche bien moins connu. PACE comble ce manque en regardant le cadrage et les réactions à la crise au-dessus et en deçà de l’Etat et de l’UE. Le projet vise à décrire la manière dont des acteurs non étatiques contribuent à la construction politique de la crise. Il s’agira aussi d’expliquer la façon dont la crise influence leurs perceptions, leurs tactiques et génèrent des transformations organisationnelles en réponse aux politiques de gestion de la « crise » déployées par les Etats. PACE considère largement les acteurs non-étatiques comme incluant les media, les experts, les organisations internationales dont les réseaux de villes et les villes elles-mêmes, les organisations de société civile et les réseaux militants mobilisés pour ou contre les migrants et les demandeurs d’asile, ainsi que les organisations de migrants et toute forme de mobilisation informelle ad hoc. Le projet considère les différents niveaux de construction de la crise : de micro-contextes locaux aux initiatives multilaterals. Notre objectif principal est donc d’expliquer comment ces différents acteurs non étatiques perçoivent et construisent la crise pour mieux comprendre comment ils se comportent et se transforment dans la crise. PACE adopte une perspective comparée et historique à partir de sources et de terrains dans des pays européens et non européens de destination de circulation et d’installation pour les migrants et les réfugiés. Le projet rassemble des chercheurs issus de cinq disciplines (science politique, géographie, anthropologie, sociologie, histoire). Il utilise un ensemble de méthodes incluant enquêtes ethnographiques, entretiens, analyse de discours et explorations textométriques, travail d’archive et cartographie critique des mobilisations et des migrations. Son originalité repose à la fois sur son objet – les acteurs non-étatiques dans la crise, sur sa perspective critique et interdisciplinaire, et sur un parti pris méthodologique pluraliste.

"Die Stadt Sindelfingen hat knapp 64.000 Einwohner und beinahe jede/jeder zweite Sindelfinger/in hat einen so genannten Migrationshintergrund. Dies geht vor allem auf den Zuzug der so genannten „Gastarbeiter“ nach dem Zweiten Weltkrieg zurück, die nicht zuletzt aufgrund des Arbeitskräftebedarfs des ansässigen größten Daimler Benz-Werks der Welt kamen und vielfach auch blieben: Viele von ihnen haben sich in Sindelfingen dauerhaft niedergelassen und Familien gegründet; es sind ihre Enkel, die heute einen wesentlichen Teil der Schülerinnen und Schüler an Sindelfinger Schulen stellen. Hinzugekommene weitere Zuwanderung: aus dem Jugoslawien-Krieg Anfang der 1990er Jahre, aus der EU-Osterweiterung ab Mitte der 2000er Jahre und aktuell wieder durch die Fluchtbewegungen aus Syrien, Afghanistan, Eritrea und anderen Ländern. Sindelfingens Stadtgesellschaft ist immer vielfältiger geworden und sie folgt damit einer Reihe von europäischen Großstädten, die sich schon heute als ""Mehrheitlich Minderheiten-Städte"" begreifen: z.B. London, Amsterdam und Genf. Diese Städte zeigen aber auch, dass ethno-kulturelle und religiöse Vielfalt nicht einhergehen müssen mit einem Verlust an Identifikation und sozialem Zusammenhalt in der Stadt. Allerdings stellt sich die Frage nach den Faktoren, die dies begünstigen oder erschweren, und nach der gemeinsamen Grundlage für eine funktionierende und verbindende lokale Identität. In Kooperation mit der Stadt Sindelfingen und durch einen mit Gemeinderatsbeschluss legitimierten Auftrag des Oberbürgermeisters erforscht das Institut für Migrationsforschung und interkulturelle Studien (IMIS) der Universität Osnabrück Fragen der strukturellen Integration, der politischen Teilhabe und des sozialen Miteinanders sowie der Anforderungen an die Aufrechterhaltung oder Verbesserung der sozialen Kohäsion in der Stadtgesellschaft. Ziel der Kooperation ist nicht zuletzt die Erstellung eines neuen Integrationskonzepts mit konkreten Handlungsempfehlungen. Zu diesem Zweck führen Master-Studierende des IMIS vor Ort ausführliche Feldforschungen durch, bei denen verschiedene Erhebungsmethoden zum Einsatz kommen – von Fragebögen über Interviews und Kartierungen bis zu teilnehmender Beobachtung. Umweltwandel und menschliche Migration: Ein sozial-ökologischer Teufelskreis?

Description
Das übergeordnete Ziel von MigSoKo ist es, die Mechanismen zu untersuchen, die den sich gegenseitig beeinflussenden Phänomenen Migration und Umweltwandel zugrunde liegen. Dazu sollen räumliche Muster von Migration und Umweltveränderungen identifiziert und begründet werden. Ebenso soll der kausale Zusammenhang von Umweltwandel, Bevölkerungsdruck und Migration sowie den ökologischen Konsequenzen von Migration erklärt werden. Hierzu werden im Projekt Daten und Methoden verschiedener Disziplinen auf verschiedenen räumlichen Ebenen (lokal, national, regional, global) systematisch miteinander kombiniert. So werden Zensus- und Fernerkundungsdaten mit Befragungen von Migranten, einer computergestützten Modellierung und partizipativen Szenarien verknüpft, um Mechanismen der umweltbedingten Abwanderung sowie ökologische Konsequenzen von Wanderungsbewegungen in Äthiopien zu identifizieren und zu erklären. Darauf basierend wird schließlich ein Instrument für politische Entscheidungsträger entwickelt, das eine systematische Integration von Migration und nachhaltiger Ressourcennutzung in Klimaanpassungspolitiken und -programmen ermöglicht. Damit zu erzielende Effekte sind beispielsweise eine verbesserte Existenzgrundlage der Haushalte vor Ort, eine regionale Verbesserung der Umweltbedingungen sowie überregionale Synergieeffekte.

Territoires des mineurs en mobilités et normes juridiques

Description
Le projet a pour objectif de valoriser un patrimoine scientifique composé de récits de vie et de textes législatifs. À cette fin, l’équipe entend promouvoir une approche transversale, sciences sociales et sciences juridiques, autour d’un objet commun « les mineurs en mobilité ». Il s’agit de comprendre le rapport qu’ils entretiennent avec les événements consécutifs de l’application du droit au fil de leur parcours et le sens qu’ils leur attribuent. Dans ce cadre, la représentation cartographique est mobilisée pour interroger le droit comme élément de la géographie des migrations. Ces connaissances nouvelles visent aussi à favoriser le dialogue entre diverses institutions (scientifiques, gouvernementales et associatives) tant aux échelles locales (Poitiers, Paris) qu’à l’échelle internationale. E-Diaspora Atlas

Description
Le projet « e-diasporas atlas » entend se démarquer de la formule classique d&rsquo,un atlas des migrations qui se focalise traditionnellement sur les flux, les trajectoires ou la dispersion des populations en mouvement sur les territoires physiques. Les évolutions récentes du phénomène migratoire montrent que les parcours des migrants d&rsquo,aujourd&rsquo,hui passent aussi &ndash, et parfois bien avant d&rsquo,investir le parcours physique &ndash, par les territoires numériques. L'un des changements majeurs intervenu depuis les années 80 dans le domaine des diasporas tient à la multiplication des communautés en dispersion dans l&rsquo,espace physique et à leurs nouvelles formes de regroupement, d&rsquo,action et d&rsquo,occupation dans les territoires numériques. Ce changement appelle à une autre approche épistémologique. Les sujets tout comme les outils conceptuels et méthodologiques classiques de la discipline doivent êtres reconsidérés et confrontés avec cette nouvelle donne migratoire. Le projet E-Diasporas Atlas a pour ambition 1. d'analyser une réalité sociologique en pleine mutation et porteuse de nouvelles questions sur les migrations. 2. d'expérimenter des outils de production, assemblage et mise à disposition de contenus. Ouvrir un nouveau terrain de recherche, articuler deux courants d&rsquo,études jusqu&rsquo,ici relativement dissociés (les théories des diasporas et l&rsquo,étude de l&rsquo,exploration du web) et développer des outils génériques à redéployer dans d&rsquo,autres disciplines SHS sont les objectifs majeurs de ce projet. Il s&rsquo,articule autour de trois composantes : - Exploration et constitution de corpus : Les chercheurs-experts mobilisés dans le cadre de ce projet explorent le web pour constituer leur corpus. Ils disposent d'outils spécifiques pour les aider dans cette tâche (leur permettant de capitaliser la navigation, enrichir et organiser les données, etc.). Les chercheurs pilotent toutes les phases de ces explorations ainsi que leur enchaînement. - Archivage : Après avoir réaliser des crawls de validation de ces corpus, les corpus collectés sont archivés dans leur épaisseur temporelle. - Analyse des corpus: Cette analyse intervient dès la phase d&rsquo,exploration. Elle nous permet d&rsquo,orienter méthodologiquement la prospection et d'évaluer le degré de 'diasporisation' des communautés des migrants en ligne. Elle comporte plusieurs niveaux : confrontation du terrain numérique et du terrain physique, analyse des réseaux, visualisation et cartographie des corpus, analyse sémantique des contenus, etc. Cette chaîne méthodologique représente une innovation dans les sciences humaines.

Observatoire des Migrations Internationales ouest-africaines au service d'une coopération renouvelée entre l'Afrique de l'Ouest et l'Union Européenne

Le programme OMAE est financé par la Commission Européenne (Programme AENAS : assistance technique et financière en faveur des pays tiers dans le domaine des migrations et de l’asile, l’Europ Aid Office de coopération. Ce projet rassemble des chercheurs et des experts de plusieurs disciplines (démographie, droit, géographie, informatique, sociologie) originaires d’Afrique et d’Europe. Il vise principalement à favoriser une connaissance des migrations internationales en Afrique de l’Ouest et apprécier leur récente évolution, à partir du Sud (nouvelles routes, nouveaux acteurs, nouvelles politiques), à aider à la valorisation et au partage des résultats, notamment pour la définition de politiques publiques et pour ouvrir la voie à une action concertée entre la CEDEAO et l’Union Européenne. Les résultats obtenus au Sénégal dans le cadre de la mise en œuvre de l’Observatoire des migrations internationales ont suscité l’intérêt des scientifiques et des institutionnels et ont incité à l’élargissement du dispositif à d’autres pays de l’Afrique de l’ouest : la Côte d’Ivoire, le Ghana, le Mali, la Mauritanie, le Niger, et le Nigeria. Ainsi l’initiative menée au Sénégal, d’envergure nationale, prend une dimension sous-régionale et s’ouvre au monde anglophone. Ce projet se décline selon trois axes principaux : l’inventaire, la collecte, la diffusion et l’analyse des textes législatifs qui organisent et structurent les modalités du contrôle et de la gestion des populations migrantes dans l’espace CEDEAO, la définition des modalités d’adaptation de l’expérience menée au Sénégal depuis 2002 aux réalités des autres pays ouest-africains du programme, pour la collecte et l’analyse statistique et cartographique des données administratives, la réalisation d’enquêtes sociodémographiques dans différents pays du programme sur deux thèmes : les migrants en transit « en panne » et la frontière à géométrie variable. L’IRD assure la coordination du programme et les institutions partenaires sont le Club du Sahel/OCDE, le CRER de l’Université de Warwick et l’université Cheikh Anta Diop de Dakar.

Il s’agit d’une étude comparée des transformations des agencements territoriaux que produisent ces dynamiques à différentes échelles en Asie du Sud-Est et en Amérique centrale.
