THE EUROPEAN UNION AND ITS NORMATIVE POWER IN A POST-CONFLICT SOCIETY: A CASE STUDY OF NORTHERN KOSOVO

This project aims to study the role of normative power of the EU in the post-conflict society of northern Kosovo and to explore how has the signing of the Brussels agreement changed the dynamics of relations at both intra-societal (within the community of Serbs of northern Kosovo) and inter-ethnic level (Serbs of northern Kosovo vs. Kosovo Albanians and the institutions of the Kosovo government). The project would: 1. explore the motivation and driving factors of Kosovo Serbs for their positive/negative stance regarding the signature of the Brussels agreement and the cooperation with the institutions of the Government of Kosovo and Kosovo Albanians in general; 2. assess the intra-societal split within the Serb community in northern Kosovo between those who cooperate with the institutions of the Government of Kosovo and Kosovo Albanians in general, and those who still reject any kind of cooperation, and how is the intra-societal conflict (pressure) manifested; 3. evaluate the impact of normative power of the EU in northern Kosovo; 4. assess the changes in the patterns of relations between Serbs from northern Kosovo and Kosovo Albanians on political, institutional and societal level after the signing of the Brussels agreement; 5. draw policy implications for the EU Common Foreign and Security Policy. This research project draws from three theoretical backgrounds: the theory of normative power, ‘theories’ of peacebuilding, conflict prevention and conflict resolution, and the theory of intra-societal conflict. The following research methods would be applied: interviews, surveying, focus groups (field-work in Kosovo), and study of primary and secondary sources. From theoretical viewpoint, this project is innovative, as it questions the impact of EU’s normative power in a post-conflict society. This project is relevant because certain policy implications (recommendations) for the EU Common Foreign and Security Policy could be drawn from it.

Objectives • To assess and improve administrative and survey-based statistics (including the field of asylum, visa and migration) that are generated by justice and home affairs institutions in 7 countries of the Western Balkans (Albania, Bosnia-Herzegovina, Croatia, FYROM, Kosovo, Montenegro, Serbia). • To bring national statistics mechanisms in justice and home affairs institutions in the 7 countries towards compliance with relevant international and European Union acquis, standards and best practices • To strengthen the response to crime and corruption in Albania, Bosnia-Herzegovina, Croatia, FYROM, Kosovo, Montenegro, Serbia Target group • Senior law enforcement officials • Prosecutors and judges • Staff of ministries of interior and ministries of justice • National statistical offices Outcomes • Preparation of a detailed written country assessment on national asylum visa and migration statistics in Albania, Bosnia-Herzegovina, Croatia, FYROM, Kosovo, Montenegro, Serbia • Preparation of recommendations related to asylum, visa and migration statistics in the countries • Design and deliver training sessions for staff of justice and home affairs institutions on asylum, visa and migration statistics for each project country and territory. Project partners The project is implemented by UNODC in partnership with the European Institute for Crime Prevention and Control affiliated with the United Nations (HEUNI), the Joint Research Centre on Transnational Crime (TRANSCRIME) and the ICMPD.

‘This country is ours’: Collective psychological OWNERShip and ethnic attitudes

Description
Even in the absence of legal ownership, people tend to experience objects, places, and ideas as belonging to them (‘mine’). This state of mind is called psychological ownership. Research has shown that experiences of ownership are very important for individuals, but can also lead to interpersonal conflicts. What we know almost nothing about is collective psychological ownership (CPO): a shared sense that something is ‘ours’. CPO might be especially relevant with regard to territories and in the context of intergroup relations. Statements like ‘we were here first’ or ‘we built this country’ are increasingly used by right-wing politicians in immigration countries to claim ownership on historical basis for the dominant ethnic group, and to exclude newcomers. There are also contexts where two established groups disagree about territorial ownership, such as Albanians and Serbs in Kosovo. While CPO might strengthen solidarity within groups, it might worsen intergroup relations, thus threatening social cohesion. It is important to establish where a sense of CPO comes from, and how it shapes intergroup relations, so that interventions could be implemented. This ground-breaking project examines 1) the extent to which people perceive their ethnic group as historically owning the country, 2) the psychological needs that motivate them to claim collective ownership, and 3) the implications of collective ownership claims for attitudes towards ethnic groups. My approach is multidisciplinary, combining social psychological theories on intergroup relations with the literature on ownership and territoriality from organizational science and anthropology. I will develop an instrument to measure CPO and provide first empirical evidence about the importance of CPO by collecting representative survey data in European immigration countries (Netherlands, UK, France), settler societies (Australia, New Zealand, USA), and countries with clear territorial disputes (Kosovo, Cyprus, Israel).
