Nouvelles migrations, Mondialisation et co-développement en Tunisie

Description
L’objectif du programme est de revenir sur le présupposé courant en Europe selon lequel les migrations intra-européennes s’inscriraient dans une circulation accrue à travers l’Europe tandis que les migrations dites encore ” post-coloniales “ seraient principalement bipolaires, reposant sur des liens historiques et inscrites dans le temps long. Partant du postulat selon lequel cette représentation est due à un biais temporel, nous proposons d’interroger la nature des migrations actuelles au départ du Maghreb, en particulier de la Tunisie, et leurs conséquences sur le tissu social dont elles sont issues. Ce phénomène est analysé dans le cadre des mutations sociales et politiques qui ordonnent et contraignent ces flux. Coté Nord, la création de l’espace Schengen incite les migrants à se positionner sur un marché de l’emploi plus vaste. Les parcours migratoires et les réseaux sociaux mobilisés sont en ce sens des objets de recherche privilégiés. Coté Sud, en Tunisie les révoltes qui ont conduit au départ du dictateur et la transition politique qui s’en suit dessine un nouvel horizon socio-politique, dont les départs clandestins ne sont qu’un aspect. Dans ce contexte en mutation, nous étudions l’implication des migrants dans le développement local de leur pays d’origine. D’autre part, face au problème démographique et à la mondialisation de l’économie, la plupart des pays ouest-européens se tournent aujourd’hui vers une reprise de l’immigration temporaire de travail supposée servir également le co-développement au Sud. Dans cet esprit, des accords internationaux de gestion des migrations ont été signés; il nous appartiendra d’étudier leur mise en oeuvre et leurs conséquences pour le pays d’origine. A partir de plusieurs régions d’enquête (le Sud-Est ; le Nord-Ouest et le Sahel tunisien), nous voulons mettre au jour les différents modèles migratoires que connaît actuellement ce pays (migrations pendulaires, informelles, sur contrats, par mariage, etc). On interroge le lien entre ces différentes formes migratoires et le développement local. Au-delà de la seule question économique, on analyse les causes et les effets de ces mouvements sur les unités sociales concernées, portant une attention particulière aux questions de reconnaissance sociale, aux rapports de pouvoirs, aux relations de genre et aux processus d’identification.

This project aims at identifying need-based potentials for cooperation, which can lead to opportunities for improved cooperation between countries wishing to return persons not holding residence rights and five countries (Algeria, Morocco, Nigeria, Tunisia, Iran) in the field of return and readmission. More specifically, and based on the analysis of relevant international relations theories as well as on insights from expert interviews, the study will examine: • Options for the development of strategies for the creation of incentive based cooperation schemes in the field of return and readmission and to determine which incentives could be offered to the countries of origin of illegally resident third-country nationals without jeopardizing the EU's objectives in this area, and ultimately its own interests. • Experiences of selected EU-countries (Italy, the Netherland, the UK, Sweden) in cooperation with the above mentioned countries in the field of return. • Necessary conditions for the establishment of sustainable cooperation in the field of return (based on theoretical considerations and results of the empirical investigations) In addition, the project aims at producing five country specific case studies including information on: • the general situation with regard to migration and the corresponding third country. • the current state of cooperation between Austria and the third country • perceived problems in the area of repatriation • European experiences • positive incentives

Migration and Transnational Social Protection in (post) Crisis Europe (MiTSoPro)

Description
MiTSoPro focuses on the link between migration and welfare across different European and non-European countries. The first part of the project closely examines migrants’ access to welfare in home and host countries. In doing so, the project adopts a top-down analytical approach of the concept of Transnational Social Protection from above, thus aiming to provide answers to the following research questions: Do migrants have access to social protection in Europe and beyond? What kind of social benefits can they access in their countries of residence and what type of social protection entitlements can they export from their countries of origin? Do some migrant groups benefit from an easier formal access to welfare benefits than others? Do some countries offer more inclusive social protection regimes for immigrants and emigrants alike? The first part of the project provides an in-depth analysis of eligibility conditions for accessing welfare entitlements across 40 countries. The project thus includes all EU Member States and 12 non-EU sending countries distributed across different continents, whose nationals represent an important share of the migration inflows towards European countries (the 12 non-EU countries included in the project are: Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia and Turkey). For each country, we systematically analyse migrants’ access to social benefits across five core policy areas that are closely examined via a broad range of indicators (i.e. specific types of social benefits in kind and cash): 1) Health care (benefits in kind and cash in case of sickness and invalidity benefits); 2) Unemployment (covering both unemployment insurance and unemployment assistance); 3) Old-age pensions (including contributory and non-contributory pensions); 4) Family benefits (maternity, paternity, parental, and child benefits); 5) Guaranteed minimum resources (social assistance programmes aiming to provide a “safety net” aiming to protect individuals from severe poverty). The data collection process was conducted between April 2019-January 2019, based on a survey with national experts across all country analysed. The survey included standardized questions, thus ensuring comparability across the different countries analysed, despite their different political settings and migration histories. The project covers national legislations in place in 2019. This first dataset on migrants’ access to welfare entitlement is complemented by a second one that examines the programmes and initiatives led by home countries authorities to respond to the social protection needs of their non-resident nationals. Covering the same 40 countries, this second dataset highlights the role of three key actors (consulates, diaspora institutions and home country ministries/agencies responsible for specific social policy areas) through which sending states interact with their nationals abroad across the five policy areas previously mentioned. The data collection of this second dataset is based on another survey conducted between April 2018-January 2019 with national experts across the 40 countries analysed in the project.

MACIMIDE Global Expatriate Dual Citizenship Database

Description
The MACIMIDE Global Expatriate Dual Citizenship Dataset charts the rules that existed in near all states of the world since 1960 with regard to the loss or renunciation of citizenship after a citizen of a respective state voluntarily acquires the citizenship of another state. The central variable of the Dataset is the dualcit_cat variable. This is a categorical variable whose values may be used to interpret, in broad lines, the position of a country with regards to the expatriate dual citizenship. The dualcit_cat variable reflects what consequences the legislation and legal practice of a country attaches to the voluntary acquisition of a foreign citizenship. The value of this variable depends on a number of criteria, including whether a citizen of the reference country who voluntarily obtains a foreign citizenship automatically loses – in principle – the citizenship of the origin country, and whether a citizen of the reference country can renounce that citizenship. The value assigned to dualcit_cat reflects the position of the country on the 1st of January of the reference year. Any subsequent changes in legislation will be reflected in the dualcit_cat value of the following year and included in updated versions of the Dataset. The dualcit_binary variable is a recoding of the dualcit_cat variable. This variable can be used for broad comparisons of the dual citizenship positions around the world. The possible values reflect whether the legislation of a country, in a given reference year, provides for the automatic loss of the origin citizenship (1) or not (2). All data have been centrally collected and refer to specific provisions in national law.

World Population Policies Database

Description
Since the mid-1970s, the World Population Policies Database, last updated in 2015, provides comprehensive and up-to-date information on the population policy situation and trends for all Member States and non-member States of the United Nations. Among several areas, the database shows the evolution of government views and policies with respect to internal and international migration. The migration strand covers internal migration, immigration, emigration, and return. The Database is updated biennially by conducting a detailed country-by-country review of national plans and strategies, programme reports, legislative documents, official statements and various international, Inter-governmental and non-governmental sources, as well as by using official responses to the United Nations Inquiry among Governments on Population and Development.

Dans un contexte de pluralisation du religieux, de labilité des identités religieuses et d’hybridation des pratiques, les États doivent adapter leurs cadres d’action avec des outils plus ou moins appropriés. La plus grande circulation religieuse est devenue source de tensions, d’affrontements et d’enjeux politiques. Les questions religieuses apparaissent aussi centrales dans l’évolution politique des pays du Maghreb et du Moyen-Orient, puisqu’elles se situent au premier plan des choix que les sociétés doivent opérer après les soulèvements populaires de 2011. Ces évolutions ont des implications sur les questions d’individuation de soi, d’émancipation du groupe social, d’entretien du lien avec le pays d’origine dans le cas de migration internationale, de repositionnement identitaire. Méthodes et approches : SHS, pluridisciplinarité et immersion Le projet est motivé par trois positionnements forts : 1. Une enquête comparative et multi-située due à la nécessité de penser les deux rives de la Méditerranée conjointement, dans une perspective résolument interdisciplinaire, attentive à la diversité des contextes et à la place centrale qu’occupent les religions dans les mobilisations et mouvements actuels. 2. La nécessité de faire intervenir des chercheurs qui ont une connaissance intime de leurs terrains, pratiquant la langue et connaissant les enjeux locaux. 3. La volonté de démontrer la complexité et la variété des modes de circulations religieuses et étudier comment elles participent toutes à ancrer de nouvelles formes religieuses dans le paysage religieux méditerranéen. Ce projet s’inscrit dans la continuité de CIMORE 1. Partenaires institutionnels impliqués : MIGRINTER, ESOMI (Université de La Corogne, Espagne), CEMAM (Université de Saint-Joseph, Liban), URMIS (Université Paris Diderot-CNRS-IRD), ORMES (Université Ibn Zohr Agadir, Maroc), IRMC (Université de Sousse, Tunisie). Le projet Cimore a permis la structuration d’un réseau de chercheurs des deux rives de la Méditerranée grâce à l’organisation d’ateliers exploratoires financés par le programme SOCMED (CNRS / IRD, septembre 2012 - septembre 2014), en s’appuyant sur la richesse des connaissances produites sur les migrations et les circulations migratoires, et la diversité des approches disciplinaires sur ce champ d’études en Méditerranée. Une première année de fonctionnement en 2012 - 2013, a permis de mettre en place un programme de recherches, international et pluridisciplinaire, sur les migrations et les mobilités dans l’espace méditerranéen, financé par une ACI de l’université de Poitiers (septembre 2013 - janvier 2015). La proposition est d’observer les transformations des différentes formes de mobilités suite aux crises politiques et économiques qui affectent la région dans son ensemble, ainsi que leur rôle dans les reconfigurations socio-spatiales. Notre démarche est double : d’une part opérer un retour sur la dimension historique des processus migratoires et d’autre part observer les changements en train de se faire en centrant l’analyse sur les expériences individuelles et familiales de la mobilité, sur les filières, les réseaux migratoires et les champs migratoires. La construction de dispositifs méthodologiques communs aura pour but d’aborder les nouvelles catégories de migrants et de circulants dans des villes considérées comme des espaces laboratoires des reconfigurations migratoires.

La Fabrique des Migrations et des Savoirs Associés : Mobilités, Espaces Productifs et Générations

Description
Le projet de recherche pluridisciplinaire en sciences sociales « La Fabrique des Savoirs Migratoires » (sociologie, géographie, démographie, psychologie-sociale et anthropologie) porte sur l'étude des mécanismes de production des savoirs migratoires, tels qu’ils s’élaborent dans les mobilités et les activités des populations transmigrantes et transfrontalières dans deux régions du monde (Amérique du Nord et Centrale, Maghreb-Machrek) L'objectif du projet est d'étudier le phénomène des migrations internationales dans ses dynamiques sociales, selon des vecteurs spatiaux, économiques et temporels, interrogeant par la même les présupposés d’une société de la connaissance qui s’impose dans le discours des organismes internationaux. Si l’on reconnaît assez aisément le phénomène migratoire aux deux premiers vecteurs, notamment du fait de la transnationalisation des espaces et des échanges économiques, la dimension temporelle du phénomène apparaît moins évidente. Après plusieurs décennies de circulations migratoires réitérées dans ces deux zones du monde, on ne peut manquer d’apercevoir les premiers éléments qui donnent à ce fait social une épaisseur temporelle conséquente, d’un bout à l’autre de la chaîne des générations migrantes. La recherche n’a donc plus à établir un fait social, mais doit bien plutôt s’interroger sur le type de socialité qui se produit dans les sociétés observées. Les migrations internationales participent-elles d’un ordre social liquide (Bauman), sans supports pour l’individu (Castells), désinstitutionnalisé (Dubet), ou bien désignent-elles un autre type de sociabilité, ni liquide ni solide, qui resterait à définir mais qui n’en serait pas moins, en première hypothèse, le produit d’un art, d’une technique sociale du bricolage, plus spécifiquement propres aux aires géographiques choisies ? Le projet se donne des jalons pratiques et une épistème comme fil conducteur. Sur ce dernier point, on pourrait situer schématiquement les postures sociologiques en deux pôles. D'un côté du spectre, ceux qui soulignent le caractère situé et local de l'action, la capacité des acteurs ainsi que la reconfiguration incessante du lien social. Les relations sociales y apparaissent comme toujours dépendantes d'arrangements ou de rapports de force locaux, elles semblent contingentes et historiquement variables. À l'opposé sont des approches qui s'attachent à la question de la permanence et de la reproduction de structures sociales dont il apparaît qu'elles exercent des contraintes fortes sur les possibles. Cette tension entre des épistémès (mais aussi les politiques qui les sous-tendent) traverse l'ensemble des sciences sociales établissant parfois des barrières infranchissables entre des mondes théoriques qui se vivent comme hautement incompatibles. Les études sur les migrations sont indiscutablement concernées de façon cruciale par cette tension. Notre proposition serait ici de tenter d'établir un chemin entre ces deux mondes, celui de Latour et celui de Bourdieu, par exemple, pour le bénéfice de la question migratoire. Il serait alors question de tenter de cerner le degré de malléabilité des mondes sociaux migratoires, par l’observation des savoirs qui se configurent dans les trois axes thématiques sélectionnés (les vecteurs ou les jalons pratiques), l’espace, l’économique et le temps. Nous avons donc choisi d'articuler trois démarches analytiques de la migration : la première, porte sur les dynamiques spatiales liées à la mobilité internationale des populations (qu'elles soient transfrontalières ou transnationales); la seconde, à partir des espaces et/ou des sites du travail, consiste à analyser les stratégies de la mobilité et de la migration qui structurent les marchés du travail enfin; la troisième s'attache à lire la migration dans ses temporalités familiales et sociales. Cette étude sera menée sur deux aires géographiques : d'une part l'Amérique du Nord et Centrale et, d'autre part, l'aire Maghreb-Machrek.

UN Inquiry on population and development - International Migration

Description
The Inquiry gathers critically important data for monitoring the implementation of the Programme of Action of the International Conference on Population and Development and other international agreements, including the 2030 Agenda for Sustainable Development. The Inquiry, mandated by the General Assembly in its resolution 1838 (XVII) of 18 December 1962, has been conducted by the Secretary-General at regular intervals since 1963. The Twelfth Inquiry consists of multiple-choice questions, organized in three thematic modules: Module I on population ageing and urbanization; Module II on fertility, family planning and reproductive health; and Module III on international migration. In 1994, Member States attending the International Conference on Population and Development (ICPD) in Cairo agreed that “population-related goals and policies are integral parts of cultural, economic and social development” and recommended that actions be taken “to measure, assess, monitor and evaluate progress towards meeting the goals of its Programme of Action”. The year 2019 will mark the twenty-fifth anniversary of the Cairo conference and adoption of the ICPD Programme of Action, which continues to provide crucial guidance for addressing the fundamental development challenges facing the world today. Population issues are also at the core of the 2030 Agenda for Sustainable Development adopted in 2015. The United Nations Inquiry among Governments on Population and Development (the “Inquiry”) gathers critically important data for monitoring the implementation of the ICPD Programme of Action and other international agreements, including the 2030 Agenda for Sustainable Development. The Inquiry, mandated by the General Assembly in its resolution 1838 (XVII) of 18 December 1962, has been conducted by the Secretary-General at regular intervals since 1963. The most recent Inquiry, the Eleventh, was implemented in 2014.

Diaspora Engagment Policies

Description
Based on review of documentary sources on state-emigrant relations, the dataset reviews how 64 states relate to their diasporas. It shows how states constitute various extra-territorial groups as members of a loyal diaspora, through a diverse range of institutions and practices. Three higher-level types of diaspora engagement policy are identified: 1 - capacity building policies, aimed at discursively producing a state-centric ‘transnational national society’, and developing a set of corresponding state institution; 2 - extending rights to the diaspora, thus playing a role that befits a legitimate sovereign, and 3 - extracting obligations from the diaspora, based on the premise that emigrants owe loyalty to this legitimate sovereign.

Am Beispiel der Insel Lampedusa - die seit den 1990er Jahren zu einem ersten Anlaufsort für Flüchtlinge und irreguläre Migranten auf ihrem Weg nach Europa geworden ist - sollen die unterschiedlichen Praktiken der Aufnahme von Fremden erhellt und im Hinblick auf die historischen Veränderungen der sozialen Institutionen untersucht werden, die Gastfreundschaft organisieren. War die gastliche Aufnahme von Fremden historisch eine (private) religiöse und moralisch-ethische Pflicht, Gebot von Großzügigkeit, Wohltätigkeit und Nächstenliebe, so wird diese mit der Entwicklung moderner Territorial- und Nationalstaaten zunehmend zur Aufgabe staatlich organisierter und institutionell verwalteter Solidarität. Gastfreundschaft wird im staatlichen Gesetz zu einem kodifizierten System aus Rechten und Pflichten, die Zugehörigkeit und politische Mitgliedschaft, zugleich aber auch den Status des Fremden bestimmen und den Ankommenden besondere Räume und Orte zuweisen. Die Untersuchung wird unterschiedliche Akteure und Analyseebenen in den Blick nehmen. Neben den Lebensgeschichten, den Wegen und Netzwerken der irregulären Migranten, sollen die lokalen Einstellungen und Handlungsmuster im Kontext institutioneller, politischer und rechtlicher Rahmenbedingungen nachgezeichnet werden, um so eine dringliche Forschungslücke zu schließen und einen - aktuellen und empirisch fundierten - Beitrag zu einer Theorie der Gastfreundschaft in transnationalen Kontexten leisten zu können.
