Justice Interactions and Peacebuilding: From Static to Dynamic Discourses across National, Ethnic, Gender and Age Groups

Description
JUSTINT will provide a novel way of analysing how post-conflict justice practices, such as war crimes trials and truth-seeking, advance or hinder peacebuilding. It breaks away radically from existing approaches and examines an interactive and dynamic aspect of discourse. Until now, we have relied on statements by politicians, civil society actors, or victims to understand their response to post-conflict justice, and studied them as static discourses. Instead, we need to investigate communicative exchanges to understand how discussions about the violent past unfold, and to what effect. JUSTINT asks: how do people interact with each other in response to post-conflict justice across national, ethnic, gender and age groups in different deliberative domains? Do their views change in these interactions, and how? Written and spoken communication can provide strong evidence of attitudes and of their transformation. JUSTINT will apply Quantitative Text Analysis and Conversation Analysis to interactions in face-to-face and virtual deliberative domains (courts, parliaments, civil society debates, blogs, Web-based comments, and Twitter). This mixed-method research will deliver fine-grained multi-language empirical analysis of patterns of discourse in four former Yugoslav countries (Serbia, Bosnia and Herzegovina, Kosovo and Croatia), selected as a typical case of post-conflict justice practices. It will be carried out by an interdisciplinary team (three political scientists with expertise in peacebuilding, post-conflict justice and political behaviour, a gender specialist, a computational linguist and a quantitative text analyst). JUSTINT will generate a theory of justice interactions, and open up significant new research horizons at the intersection of peacebuilding and deliberation. It will break new ground by studying justice discourses at the level of words and conversational sequences through interdisciplinary integration and methodological innovation.

A content analysis of media reports on the Indian community in Finland

Authors Liina MUSTONEN
Description
The report analyses the media representation of Indian community resident in Finland. The four major Finnish newspapers were analysed during the period between 2012 and 2015. In comparison with many other European countries with larger migrant communities, the Indian community in Finland is small. Although specific reporting on ethnic communities is limited in the Finnish press, interesting insights on the media representation of the Indian community can be drawn from the data. The research concludes that reports on business relations and Finnish companies' operations in India, mostly concerning Nokia's failures in India, are often portrayed in a negative light. India is considered as a difficult business environment and culturalist explanations dominate over others. At the same time the reporting recognizes the opportunities that India's new rising market can offer to Finnish companies. In turn, residents with Indian origin in Finland are portrayed as hard-working and important part of the economy in Finland. Indian culture understood as art is also seen as an enriching addition to the Finnish culture. However, occasional notions in the Finnish press point to the idea of a 'Finn' as a somewhat closed category : a migrant becomes Finn, or resembles a Finn instead of 'Finnishness' becoming more inclusive. Similarly the press sometimes gives an essentialized representation of gender roles among the Indian community in Finland without giving a voice to the immigrant community that is being essentialized.

Portugal country report : content analysis media reports on the Indian community in the EU

Authors Noelle RICHARDSON
Description
This paper seeks to outline and assess the media portrayal of Indian nationals and People of Indian Origin (PIOs) in Portugal. The press material analyzed, which consists of press reports and published news articles, are derived from six national newspapers and the national news agency, the press sections of the biggest public broadcasting organization and a major radio station. In keeping with what is reflected in this material, there is a distinct emphasis on media reports focusing primarily on business ties and investment opportunities between India and Portugal, crimes committed by Indian nationals or PIOs, Indian cultural influences and events, as well as integration initiatives for Indian immigrants, particularly those of a linguistic nature. There are also brief sections regarding the labour market insertion of Indian nationals or PIOs, religion and education. Furthermore, given Portugalメs historical ties with Goa and its colonial link, there is a special focus on the Goan community resident in Portugal, the enduring ムLuso-Goanメ link and the Portuguese influence on Goan culture and vice versa.

Media portrayals of the Indian community in the UK

Authors Neha SINHA
Description
Through an analysis of 300 news articles, this report is an attempt at measuring and understanding the portrayal of the Indian community in the UK through a media content analysis of the articles published in the UK press. It contains an overview of the media themes ranging from business and investments to the education and labour market integration of Indian immigrants. Other issues addressed are integration, cultural aspects, crime reporting and religion. This analysis of the UK media's portrayal of the Indian community shows that media has mostly focused on culture, religion, integration and business issues. Furthermore, on some topics, there is definitely a divide in treatment between broadsheet and tabloid newspapers, ranging from positive potrayal of the Indian community to extremely biased reportage related to some specific issues.

Welfare state politics under pressure: Identifying priorities, trade-offs and reform opportunities among citizens, political and economic elites

Description
In times of austerity, the politics of the welfare state involve tough choices and even trade-offs: whose risks should benefit from social solidarity in a context of shrinking resources? Should the welfare state prioritize the needs of the elderly or those of the young? Those of people in the workforce or outside of the workforce? Of natives or of immigrants? How countries answer these key questions depends on the welfare state priorities of citizens, political elites and economic elites. However, we know still very little about these priorities and their determinants, and we know even less about the mechanisms that foster support for social solidarity – i.e. support for inclusive social security beyond self-interest. This project wants to make use of recent methodological advances to investigate precisely these priorities and mechanisms. The project will have two phases: the goal of the first phase is to identify the most salient distributive conflicts and welfare trade-offs in eight European countries. It includes an original data collection on social policy priorities among citizens, politicians, employers and trade unions (based on conjoint survey and interviews), as well as content analysis of the actual welfare politics in these countries. The second phase builds on the findings of the first phase, but its objective is to go beyond conflict towards coalitions. It will again combine conjoint surveys and content analysis to identify the factors that foster support for social policies among those actors who are unlikely to benefit directly from these policies. The project will investigate the relative importance of three factors: compensation, framing and mediation. The project breaks new theoretical and methodological ground in comparative welfare state research. It conceptualizes and studies both the trade-offs and the potentials for coalitions, which will determine the fate of the European welfare state in the 21st century.
