Integration policies : country report for Croatia

The report provides a description of the main policy documents, initiatives and actors dealing with immigrant integration in Croatia. After introductory remarks concerning the context and recent migration flows to Croatia – which are composed mainly of citizens from the countries of former Yugoslavia – the report identifies main target groups and the focus of integration measures, as well as the main policy tools implemented thus far. The third section focuses on forms of engagement by civil society organisations concerning integration – providing services and various forms of assistance, primarily to asylum seekers, refugees and persons under subsidiary protection. Given that the main policy measures are in the early stages of development or planned for upcoming periods, it is premature to fully assess their implementation. However, since most of the current measures target asylum seekers, asylum grantees and subsidiary protection beneficiaries it will be necessary to develop new integration instruments or extend the applicability of the existing ones to different categories of immigrants, to correspond to the envisaged future role of Croatia as an immigration country.

‘Patterns and management of ethnic relations in the Western Balkans and the Baltic States’ This study will compare the management of ethnic relations in two Western Balkan states (Serbia and Croatia) with the management of ethnic relations in two Baltic republics (Latvia and Estonia). It will concentrate on: (a) the legal and institutional infrastructures on minority rights; (b) the impact of domestic and external actors on the management of ethnic relations. This research is placed inside the framework of the EU’s enlargement. Latvia and Estonia have been EU member-states since 2004. Croatia joined the EU in 2013 whereas accession negotiations with Serbia commenced in October 2011. By conducting research on two different post-Communist settings (two post-Yugoslav and two post-Soviet states) this comparative project will provide new insights in conflict resolution and the management of ethnic relations in the new and the aspiring EU member-states. Research questions: (a) How do the Western Balkan and Baltic models for managing ethnic relations compare to each other and to European standards? (b) How does the intersection between domestic and external actors impact on the management of ethnic relations in the Western Balkans and the Baltic States?

Description
FOCUS is an EU funded research project running from January 2019 to June 2022, led by the IFRC Reference Centre for Psychosocial Support hosted by the Danish Red Cross with partners from nine countries (Austria, Belgium, Croatia, Denmark France, Germany, Ireland, Jordan and the United Kingdom). FOCUS aims at deepening the understanding of critical dimensions of integration. The project takes stock of the decade passed since the arrival of more than 1 million refugees and migrants from Syria and other countries (UNHCR 2018), with a special emphasis on psychological and social factors, and makes this knowledge accessible in an efficient and useful way.

"Angesichts der vielfältigen Herausforderungen, die sich aus dem jüngsten Fluchtmigration nach Europa ergeben haben, sind evidenzbasierte Lösungen und Strategien zur Erleichterung eines erfolgreichen Integrationsprozesses dringlicher denn je. Wir verstehen Integration als einen dynamischen wechselseitigen Prozess, der sich nicht ausschließlich auf Flüchtlinge beschränkt, sondern die Aufnahmegesellschaften aktiv miteinbezieht. FOCUS verfolgt das Ziel, die Beziehungen zwischen Geflüchteten und Aufnahmegesellschaften und das Verständnis füreinander zu vertiefen. Der Schwerpunkt wird dabei auf die psychosozialen und sozioökonomischen Dimensionen dieser Beziehungen gelegt. Durch die Verbindung der sozioökonomischen und sozialpsychologischen Forschung und die Schaffung von Synergien zwischen beiden Zugängen im Bereich erzwungener Migration versucht FOCUS, umfassende Indikatoren zu entwickeln, die ein differenzierteres Verständnis von Integration widerspiegeln. Um dieses Bestreben zu verfolgen, werden Feldforschungen mit Geflüchteten aus Syrien und Teilnehmer*innen der Aufnahmegesellschaften in vier Ländern durchgeführt (Deutschland, Jordanien, Kroatien und Schweden). Die Standorte wurden sorgfältig ausgewählt um sicherzustellen, dass Erkenntnisse aus Ländern mit diversen Erfahrungen im Bereich Fluchtmigration und lokaler Integration gewonnen werden. Die Feldforschungen umfassen sowohl quantitative als auch qualitative Methoden, die erforderlich sind, um ein tieferes Verständnis der Hindernisse, Möglichkeiten und Lösungen für die Integration aus der Perspektive von Geflüchteten und Aufnahmegesellschaften zu gewinnen und somit stärkere, wissenschaftlich basierte Nachweise zu den Auswirkungen von Instrumenten/ Programmen zur Förderung der Integration zu entwickeln. FOCUS ist ein EU-Horizon 2020-Projekt, das im Januar 2019 seine Arbeit aufnahm und von acht Partnerländern (Belgien, Dänemark, Deutschland, Frankreich, Irland, Jordanien, Kroatien, Schweden) implementiert wird. In Berlin wird das Projekt in Kooperation zwischen der Klinik für Psychiatrie und Psychotherapie der Charité Campus Mitte und dem Berliner Institut für empirische Integrations- und Migrationsforschung der Humboldt Universität umgesetzt."

Adriatic Perspectives: Memory and Identity on a Transnational European Periphery

Description
This project analyses the construction of collective identity and territorial belonging by examining selected monuments in the historical region of the northern Adriatic that today is shared by Italy, Slovenia and Croatia. The links between historical memory and modern forms of identification are most complex and unstable in ethnically mixed regions with a long record of political and symbolic border shifts. Building on my previous archival research on the history of the region, I aim to develop a more complex understanding of the links among identification, belonging, nationality and the symbols used to invoke all of them. This project will apply the tools of various disciplines, including history and anthropology in order to understand how cultures of remembrance and politics of memory form, intertwine and overlap in transnational areas. In this new project, I am adopting a genuinely comparative and transnational perspective and I must test new methodological arguments by applying the methods of emerging border studies. The intertwining of these two methodologies is still underdeveloped in historical research. I will analyse the memory landscapes of three port-cities from the beginning of the twentieth century to the present: Trieste/Trst (Italy), Koper/Capodistria (Slovenia), and Rijeka/Fiume (Croatia). The project is divided in five work-packages: Management (WP 1), Dissemination (WP 2), Imperial Sites of Memory (WP 3), World War I Sites of Memory (WP 4) and World War II Sites of Memory (WP 5). With this project I will make an original contribution to the modern cultural and social history of Europe that should be of interest to scholars, decision makers, cultural managers, teachers and to European society in general. My stay at the EUI will not only increase my historical expertise, teaching experience, networking opportunities, research and language skills, but will also have long-term effects on my integration in the international scientific community.

"Nationalismus und Rechtspopulismus entwickeln sich zu einem immer größer werdenden Problem für die freiheitliche demokratische Grundordnung in Europa. Sie führen zu sozialer Polarisierung sowie Radikalisierung und verändern das alltägliche Leben entscheidend. Die ""Kulturen der Ablehnung"" gegenüber Immigration, politischen Eliten, Institutionen der Zivilgesellschaft und der Medien, europäischer Integration u. ä. gehen laut der Arbeitshypothese der Forschungsprojektgruppe aus als negativ erlebten Veränderungen und Krisen hervor. Daher steht im Fokus ihrer Untersuchung unter anderem, in welchen On- und Offline-Umgebungen sich solche Gruppen bewegen und verbreiten und wie sie sich an unterschiedlichen Orten zusammensetzen. Für einen transnationalen Überblick über das Phänomen arbeiten Forscherinnen und Forscher aus Österreich, Kroatien, Deutschland, Serbien und Schweden zusammen. Normalizing a Difficult Past? Cultural trauma and collective memory in Austria and Croatia

'Following the theoretical framework of cultural trauma, this project's aim is to analyze the impact of trauma on collective memory of wars in Austria and Croatia, as well as the social processes through which such memory is produced, performed and maintained. More specifically, a dynamics of two corresponding forces are explained: cultural trauma representing a response to a tear in social fabric and collective memory acting as a cohesive element for group identity. The CULTRAMACY project draws on methods of both quantitative and qualitative analysis and uses the methodological tool of frame analysis. In order to analyze the impact of trauma on collective memories, this comparative study addresses the following specific objectives: 1) repercussions of trauma on collective and individual, as well as cultural and public memories, 2) traveling of memory through time and space - generational and transcultural transmission of memory, 3) analysis of patterns of European memory. This research is situated on the intercept of the scientific fields of memory studies, social theory and political science. It aims to contribute to academic research on three different levels. First, it contributes to the theoretical debates in memory studies by approaching collective memory from the perspective of cultural trauma. Second, it offers a truly comparative perspective outside of the methodological regionalism, while still acknowledging the nation as one important framework or 'scale' of collective remembrance. Finally, this research tracks the travels of memory across borders and generations in order to give some innovative insights for similar phenomena in ever-more globalised world experiencing migration flows. Hence, the CULTRAMACY project aims to map a critical engagement with negative heritage, cross boundaries of national memories and verify the basis of the transcultural sphere of European memory.'

"Das Projekt ""Bayern-Kroatien transnational"" untersucht grenzüberschreitende/transnationale Netzwerke in lebensgeschichtlicher Perspektive, die ArbeitsmigrantInnen und ihre Nachkommen zwischen Bayern und ihrem Herkunftsland Kroatien geknüpft haben. An Fallbeispielen wird unter Anwendung biographischer Interviews und intergenerationeller Familiengespräche untersucht, welche transnationalen Verbindungen die ArbeitsmigrantInnen und die Zweite Generation in Bayern entwickelt und wie sich diese im Lebenszyklus und mit dem Generationswechsel verändert haben. Welche Erwartungshaltungen und Zugangsmöglichkeiten entstehen zu materiellen, symbolischen und sozialen Ressourcen aus solchen transnationalen Praktiken? Die Dynamik der transnationalen Verbindungen und Praktiken wird vor dem Hintergrund der internationalen, nationalen und regionalen Migrationssysteme untersucht, in denen sich der Prozess der Arbeitsmigration aus Kroatien nach Bayern vollzogen hat. Von besonderer Bedeutung ist dabei auch die Untersuchung der Auswirkungen der deutschen und jugoslawischen/kroatischen Migrationspolitik auf die Praktiken und Verhaltensweisen der MigrantInnen. Das Projekt wird in Kooperation mit dem Südost-Institut, Regensburg, durchgeführt"

People on the move in Bosnia and Herzegovina: Stuck in the Corridors to the EU

Bosnia and Herzegovina (BiH) have been part of the “Balkan route” for smuggling people, arms and drugs for decades, but also a migrant route for people who have been trying to reach Western Europe and the countries of the EU in order to save their lives and secure a future for themselves. While in 2015, when millions of people arrived in Europe over a short period of time, BiH was bypassed by mass movements, the situation started changing after the closure of the EU borders in 2016, and later on, in 2017, with the increase of violence and push backs in Croatia, and other countries at the EU borders. This report offers insight into the situation on the field: is there a system responsible for protection, security, and upholding fundamental human rights? What has the state response been like? What is the role of the international community?

Trade Unions, Transnational Solidarity and Ethnic Divisions: EU Social Dialogue and Post-War Reconstruction in the Western Balkans

Description
The research project addresses the EU's regional approach to support countries in the Western Balkans in their progress towards EU membership. It focuses on the social reconstruction in post-war Bosnia-Herzegovina, Serbia and Croatia and the regional dialogue on social and employment policies within the Bucharest process. The study investigates local and national trade unions strategies to challenge downward pressure on labour rights and standards brought about by the implementation of a neoliberal model of reconstruction. It analyses the counter-influence of European social dimension as well as practices of the international organizations such as the UNDP, ILO and International Trade Unions Confederation (ITUC) and civil society organizations on the development of 'transethnic' regional solidarities. It also examines the forms of labour collaboration necessary to counterbalance hostile employers and governments. The main question concerns the efficacy of EU support for social dialogue and the implementation of the ILO 'decent work agenda' in empowering trade unions in their struggle for labour rights and standards in post-conflict former Yugoslavia. The issue is especially pertinent considering the wider study of post-conflict societies, marked by social fragmentation, ethnic divisions, political clientelism, poverty, informal economy and migration pressures.
