IRELAND AND ITALY’S MIGRATION EXPERIENCES SINCE 1945 COMPARED

Description
Ireland and Italy saw significant proportions of their populations emigrate after 1945 before becoming host to substantial immigrant populations in more recent times. Despite the post-war exodus of millions of Irish and Italians, the literature has consistently failed to quantify the effect this had on Irish and Italian society and on the people who left. Not enough attention has been devoted to examining how Ireland and Italy have adapted to their transitions from near homogenous to heterogeneous societies in such a short period either. Immigrants today amount to over half a million in Ireland (12% of the Irish population) and 4.6 million in Italy (8% of the Italian population). These countries’ transitions from near monocultural to multicultural societies in such a short period demands scholarly attention. With the departure of young people from Ireland and Italy once again because of reduced opportunities at home, and with newcomers still arriving in search of a better life, this comparative project will provide a timely indicator of how emigration and immigration have shaped the two societies since 1945. The main objective of this project is to demonstrate how emigration and immigration have shaped Ireland and Italy since 1945. To fulfil this aim, the study will consider, in detail, (1) why so many people left Ireland and Italy after 1945. It will assess (2) the ramifications of the exodus of millions of Irish and Italians for the societies they left behind. It will explore (3) the effects that migration had on those departing their homes. In an attempt to fill a notable gap in the literature, this project will examine (4) how return migration and internal migration effected Irish and Italian society in the 1960s and 1970s. Relating to more contemporaneous developments, this study will endeavour to investigate (5) how Ireland and Italy have adapted to recently becoming hosts to sizeable numbers of immigrants.

Résumé L’article examine les effets de la crise économique mondiale actuelle sur les migrations tunisiennes vers l’Italie. Par ailleurs, l’on se demande si la crise financière a déjà commencé à affecter la situation économique et sociale des émigrés tunisiens en Italie, en utilisant les transferts financiers des travailleurs migrants tunisiens ont comme indicateur de leurs conditions socio-économiques. A partir de données collectées soit dans le pays de destination soit en Tunisie, l’article conclut que pour l’instant la crise n’a pas produit d’impact très net sur l’effectif des migrants ni diminué les transferts financiers du revenu du travail. Abstract This paper aims to capture the effects of the current economic crisis on Tunisian migratory flows towards Italy. Moreover, it addresses the extent to which the socio-economic conditions of Tunisian residents in Italy have been impacted by these unfavorable trends ; regarding this latter point, remittances sent by Tunisians to their country of origin are used as a proxy of their socio-economic status. By using data collected both in the destination and origin country, we find evidence that the economic crisis did not affect quantitatively Tunisian migration to Italy, nor impact the economic conditions of Tunisians migrants in Italy.

The paper discusses the representation of the Indian community in the Italian press. Taking into account articles from national and local newspapers published in the last three years, the author analyzes the ways in which the press generally depicts Indian immigrants in positive and sympathetic tones, noting that this comes at the price of a widespread essentialisation. Such simplifications are particularly evident in press reports dealing with Indian culture and religion, and in analyses of the gender rules and roles governing the private and family life of Indian people. The relatively recent character of Indian immigration to Italy, the low-profile and often isolated lives Indian people lead, mixed with common sense notions and stereotypes about Indians, at times hinder balanced representations of this community. Several efforts in this direction are nonetheless visible in many of the articles analysed in this paper.

Cross-Cultural Experimental Analyses of Tax Morale

Description
Tax evasion is a large and growing problem in almost all countries (Murphy’s 2012 report “Closing the European Tax Gap” estimated that “tax evasion in the European Union is approximatively € 860 billion a year”). This problem is particularly extreme in Southern European countries as Italy, Spain and Greece. Recent experimental and survey analyses revealed that individual’s intrinsic motivation to pay taxes is not only influenced by tax rates and audit probabilities, but also by social and cultural norms. Designing effective policies for reducing tax evasion thus requires understanding the behavioural aspects of tax compliance decisions. The previous experimental analyses on tax compliance were mainly carried out in the Centre-North of Italy (Milan, Bologna and Rome) and assumed the taxpayer as an isolated individual. My proposed research, entitled “Cross-Cultural Experimental Analyses of Tax Compliance” (ChEATAX) will innovate by taking a broader perspective on tax morale from the perspectives of both geography and level of analysis. In this way, ChEATAX can advance knowledge by addressing two long-standing gaps in the literature: the North-South discrepancies in Italian tax compliance, and the impact of social norms and social interactions on tax morale. To isolate cultural effects as a factor in tax compliance, this aim will be pursued by collecting survey and laboratory data in Italy and Denmark, respectively representing Southern and Northern European societies, and in the South and the North of Italy to capture disparities in Italian tax compliance. The outputs of this project will help understanding how different countries can establish and foster cooperation with taxpayers to enforce tax compliance.

Missing Migrants in the Mediterranean: Addressing the Humanitarian Crisis

The Mediterranean Missing research project has sought to understand both the impact on families of having a relative missing in migration, and the law, policy and practice around the identification of bodies of dead migrants in Italy and Greece. Interviews with families of missing migrants from five countries confirmed the huge impact of not knowing the fate of loved ones, with families tortured by ambiguity and suffering a range of emotional and psychological consequences. In Lesbos, Greece, and Sicily, Italy, interviews with authorities, civil society and others confirm the presence of a policy vacuum around the issue of the missing, despite the duties on states imposed by human rights law. Investigation of deaths is inadequate, with effective post-mortem data collection and management challenged by the huge numbers of migrants, in some cases sufficiently to compromise future identification. In both Greece and Italy, response is characterised by a policy vacuum, with a large number of agencies with overlapping mandates lacking coordination. Whilst in Italy a dedicated Commission and its partners have demonstrated what can be done with appropriate resources, there is a need to ensure that all the dead benefit from such an approach. A constraint in both contexts remains the lack of outreach to families of the missing, who can provide ante-mortem data to enable identification, and who should anyway be at the centre of all efforts to address the issue and identify the dead.
