Integrating and Developing European Asian Studies

Description
Many EU and non-EU governments have concluded that the Humanities and Social Sciences could and should make a greater contribution to public policy making. For instance, the Pentagon has recently admitted that top US decision-makers were not sufficiently informed about the cultural background of Iraq when they planned the 2003 US-led invasion. Cultural perspective is essential in foreign policy-making, in particular in Asia, where EU decision-makers have acknowledged the enormous need for Area Studies cultural and social science tools to facilitate greater understanding and better geopolitical analysis. The IDEAS project will address this need by coordinating a network of 44 research institutions specialized in Asian Area Studies with a view to creating a user-oriented research knowledge base. Particular attention will be paid to the sharing of infrastructure (most notably 22 field research centers located in 15 Asia countries), knowledge resources (libraries and catalogues), and exchanging scholars. The main goal in coordinating this institutional network is to ensure a greater connection between the spheres of academic research and the needs of policy-makers. Therefore, the first project deliverable is to define priorities for Area Studies research in the next decade. The shortlist of priorities pending approval by the IDEAS scientific committee currently includes: Islam in Asia, the level of autonomy granted to minorities (in particular secessionist tensions in South India), migration (notably internal migration, which is of particular concern in China), the reconstruction and re-interpretation of history to justify present policies (i.e. the concept of “Harmonious society” in China), and how the history of the 19th century relates to modern Asia.

East-Asian Buddhism in Post-Apartheid South Africa

Description
Explorations of Buddhism in Africa are very few and have been so far conducted at the introductory level. Moreover, in the field of religious studies there is still a marked tendency to reduce the globalization of Buddhism to its worldwide missionary activities, and to neglect crucial factors such as the impact of deterritorialization and hybridization. BUDDHISMAFRICA aims to break new ground in this field of research by approaching these dynamics from an interdisciplinary perspective at the intersection of religious studies, sociology, anthropology, media studies, African studies, East Asian studies, gender studies, and global studies, as to provide for the first time a comprehensive and detailed analysis of East Asian Buddhism in South Africa, with a focus in the post-apartheid period (1994-present). BUDDHISMAFRICA has three research objectives, which will be pursued through ethnographic (participant observation, in-depth interviews) and archival research: 1) To analyze the trajectory of East Asian Buddhism in South Africa and its hybridization at the organizational/individual level. 2) To investigate the degree in which East Asian Buddhism has been able to reach out to black people, and to provide them with maps to navigate race and cultural identity. 3) To clarify the impact of informal spiritualities related to East Asian Buddhism on the South African religious context. BUDDHISMAFRICA will disseminate the research findings through peer-reviewed open-access publications (two articles and one monograph), an international workshop (and the publication of its proceedings), public talks for non-specialists, and project updates through the traditional/social media. Moreover, BUDDHISMAFRICA has put in place a detailed training program that is aimed, in collaboration with the supervisor/internal advisors and through the participation in dedicated workshops, to develop the applicant’s interdisciplinary, research management, teaching, and interview skills.

Networks and Narratives: The Transnational Community of European Studies 1957-2004

Description
Challenges to elite accounts of European integration are central to the current EU crisis. It is therefore vital to understand how European elites construct these ‘narratives’. The proposed research will examine the transnational community of European Studies (ES) since 1957, as it had a crucial role in shaping these narratives. It will ask how the position of scholars within this network affected what they said or implied about the spatial reach and extent of integration. The project will integrate multilingual discourse analysis of narratives in canonical scholarly texts about enlargement, spatial differentiation and culture, with social network analysis (SNA) of this scholarly community’s transnational organisation. This SNA will use institutional, citation, CV and interview data. To de-centre Anglophone scholarship, and to examine the effects of transnational integration and relations between prestigious core locations (Germany and France) and less developed scholarly sites, the project will focus on the disciplines of political science, sociology and contemporary history in three case studies. These are the EC/EU accessions of the UK (1957-73), Spain (1975-86) and Poland (1990-2004). The applicant proposes an ambitious, original contribution to research on integration. He will publish several high-quality works, extend his transnational network of contacts and acquire crucial skills in postgraduate teaching, PhD supervision, management and research. New SNA and research interviewing skills will be vital for his innovative interdisciplinary combination of qualitative and quantitative methods. He will be based at Portsmouth University’s Centre for European and International Studies Research, which has excellent training facilities for early career researchers. He will work with Professor Wolfram Kaiser, a leading contemporary historian and interdisciplinary ES scholar with a research background in transnational networks, narratives and other relevant areas.

Globalisation and the Governance of Migration: What Space for Civil Society ?

Description
MIGLINK is a Swedish-Mexican-Turkish Research Links consortium specialised on migration and development. MIGLINK aims to examine the development of an incipient global governance framework for migration with a focus on the role of civil society. GFMD, initiated at the UN global dialogue High Level Dialogue on Migration and Development in 2006, is the most inclusive state-led forum between governments on developing policies for international migration. Since its inception, so-called "Civil Society Days" were organized as a side event to the GFMD meetings. The consortium follows preparation, agenda2012) setting, debates and outcomes of upcoming GFMD meetings among to contextualise them in historical and geographical perspective, aiming to identify the role of civil society in global policy making through the GFMD. This is matched by examination of the parallel development of a global movement of civil society in fora outside the formal framework of the GFMD and the formation of alternative agendas for global governance on migration. The consortium links interdisciplinary knowledge on the historical development of global governance on migration with a focus on conditions for sustainable development, poverty reduction, global labour and human rights. Dr. Stefan Rother, South Asian Studies at Freiburg University, with a long standing research trajectory in the subject area, joined the project in 2015.

EUMIGPOL: Securitization versus Depoliticization in the European Union Asylum and Migration Policy: The Role of the New Agencies (FRONTEX, EASO & Large-Scale IT Systems Agency)

Description
This project examines the evolution of the European Union (EU) asylum and migration policy. It aims to elucidate an important apparent contradiction at the heart of this policy: the simultaneous co-existence of two seemingly opposite trends – ‘securitization’ on the one hand and ‘depoliticization’ on the other hand. The research project aims to account for this apparent contradiction by developing an original multidisciplinary theoretical framework, which combines insights from security studies, public policy and European studies. In addition to this original theoretical contribution, the proposed project will generate new empirical knowledge through the application of this new theoretical framework to three case studies. Those will concern the three European agencies dealing with asylum and migration, which have already been or are in the process of being established (FRONTEX, EASO and the Large-Scale IT Systems Agency). Data will be gathered and analysed according to the principle of methodological triangulation between the analysis of secondary sources, documentary analysis and semi-structured elite interviews. This research project will contribute to strengthening European excellence in social sciences, in particular in security studies, European studies and the study of governance by agencies. In addition, the proposed project will generate policy-relevant findings, which will be of interest to policy-makers dealing with asylum and migration issues and/or agency creation in any policy field.
