In Serbia, migration, and particularly labour migration, has been of little importance to state institutions and the public. However, migration management has become important in the context of European integration. Unfortunately, Serbia still lacks independent migration studies at its universities. The lack of interest among the Serbian academic community has been reflected in a muddled national policy approach towards Serbian emigration and the diaspora. Although there have been improvements in the legal and strategic framework, the implementation of these acts and the results of these policies are still missing. In 2009, as part of the visa liberalisation between Serbia and the EU, the Serbian Government adopted the Migration Management Strategy. The Migration Management Strategy was followed by the Law on Migration Management, adopted in November 2012. The public debate in Serbia is now more focused on obstacles related to the recognition of foreign diplomas. Highly-skilled returnees are faced with very expensive and long procedures for diploma recognition. Although readmission has become very important during the EU integration process, returnees are still faced with obstacles in the reintegration process.

Project partners The project is implemented by UNODC in partnership with the European Institute for Crime Prevention and Control affiliated with the United Nations (HEUNI), the Joint Research Centre on Transnational Crime (TRANSCRIME) and the ICMPD.

Description
‘Patterns and management of ethnic relations in the Western Balkans and the Baltic States’ This study will compare the management of ethnic relations in two Western Balkan states (Serbia and Croatia) with the management of ethnic relations in two Baltic republics (Latvia and Estonia). It will concentrate on: (a) the legal and institutional infrastructures on minority rights; (b) the impact of domestic and external actors on the management of ethnic relations. This research is placed inside the framework of the EU’s enlargement. Latvia and Estonia have been EU member-states since 2004. Croatia joined the EU in 2013 whereas accession negotiations with Serbia commenced in October 2011. By conducting research on two different post-Communist settings (two post-Yugoslav and two post-Soviet states) this comparative project will provide new insights in conflict resolution and the management of ethnic relations in the new and the aspiring EU member-states. Research questions: (a) How do the Western Balkan and Baltic models for managing ethnic relations compare to each other and to European standards? (b) How does the intersection between domestic and external actors impact on the management of ethnic relations in the Western Balkans and the Baltic States?

Christian Diversity in Late Antique Sirmium (ca 350 – ca 450): A Historical, Literary and Theological Study

Description
This research follows a Christian community situated on the edge of Central Europe and the Balkans during an intense period of struggles towards its self-definition amongst religious dissent, socio-cultural diversity and political and military hardships. All these resulted in a regionally coloured Christianity, the main characteristics of which are visible in the material as well as literary heritage of this community. The setting is the 4th - 5th century A.D. Sirmium – modern Sremska Mitrovica (Serbia). At the time, Sirmium was one of the capitals of the Roman province Pannonia, an area which now comprises parts of modern Austria, Hungary, Croatia and Serbia. It is vital to understand the history of religious diversity and identity in that region, which continues to puzzle Europe with its rich cultural heritage, but also with its controversial political, ethnical and religious past. This research will contribute to the better understanding of European culture, and its religious and cultural memory, reinforcing the idea that the concrete realization of Christian identity varies according to context and that there is a complex relationship between religious diversity and identity in a particular place. Once verified with regard to Sirmium, this type of research can be extended to other places / regions in the late antique Mediterranean world. In particular, the applicant envisages a long-term research project on Christian identity in Roman Pannonia and a network of late antique Middle Danube studies. All these will lead to the pursuit of a tenure-track academic position that will enable the applicant to implement this larger Pannonian research. The University of Exeter is the ideal location: it is a growing centre of Late Antique studies, with a cluster of research projects on ‘Identities and beliefs’ in the ancient world. The fellow will extend her skills by being in Exeter, and will contribute her linguistic and historical expertise to their on-going research.

In the paper we trace how Macedonia and Serbia strategically positioned themselves regarding the government of transit migration though their territory by dynamically shifting between humanitarianism and securitization before the formalized corridor emerged, during its existence, in the process of its closure, and after it was shut down. This is not to say that precise dates can be pinpointed to distinguish these “phases”: the emergence of the formalized corridor in the south of the Balkan route, for example, was a dynamic process which resulted from the interplay of state practices, practices of mobility, activities of activists, volunteers, and NGOs, media coverage, etc. The same applies for its closure. However, the text follows a diachronic line in which we describe the contextual factors that decisively shaped the transformation of the migration policies of the two states. It focuses in particular on transportation practices, accommodation, (in)visibility of migrants, activity of (non-)state actors, unique national instruments (such as the 72-hours paper), the One Stop centres and the transit zones at the Serbian-Hungarian border.

The Refugees’ Right To Housing: State Policies and Housing Commons in Istanbul, Athens and Belgrade

Description
The ongoing refugee streams that derive mainly from the Middle East and North African conflict areas are a central issue to the growing socio-spatial debate about the different facets of contemporary crisis. The moving populations that cross boundaries heading to the European North, destabilize both territorial certainties and established governance politics. A noticeable body of literature is currently emerging, exploring aspects of social philanthropy, humanitarianism, NGOs’ activities and State immigration policies related to the ongoing refugee crisis in Europe. However, there is little attempt to research how the refugees themselves self-organize, and enact the production of collective housing and shared common spaces based on principles of self-organization and mutual help. The proposed project aims to fill this gap. Following the recent spatial approaches on “commons” and “enclosures” the research project intends to explore forms and modes of refugee led solidarity housing commons, and compare and contrast these with State-run refugee camps. The project focuses empirically on Turkey, Greece and Serbia and in particular, in Istanbul, Athens and Belgrade. These cities are at the epicentre of the refugee crisis. Since, March 2016, when the borders in Balkan countries were closed for all third-country migrants and the EU-Turkey deal was signed, thousands of refugees were trapped in Turkey, Greece and Serbia. It is estimated that there are more than 500 thousand refugees in Istanbul waiting to cross the borders to Europe. Athens is the main refugee transit city in Greece with almost 20 thousand refugees whilst approximately 10 thousand refugees are currently trapped in Belgrade. This project aims to examine the refugees’ right to housing as it is expressed by the Turkish, Greek and Serbian States housing policies and the way these policies relate to the solidarity housing practices in each country.

Sie führen zu sozialer Polarisierung sowie Radikalisierung und verändern das alltägliche Leben entscheidend. Die ""Kulturen der Ablehnung"" gegenüber Immigration, politischen Eliten, Institutionen der Zivilgesellschaft und der Medien, europäischer Integration u. ä. gehen laut der Arbeitshypothese der Forschungsprojektgruppe aus als negativ erlebten Veränderungen und Krisen hervor. Daher steht im Fokus ihrer Untersuchung unter anderem, in welchen On- und Offline-Umgebungen sich solche Gruppen bewegen und verbreiten und wie sie sich an unterschiedlichen Orten zusammensetzen. Für einen transnationalen Überblick über das Phänomen arbeiten Forscherinnen und Forscher aus Österreich, Kroatien, Deutschland, Serbien und Schweden zusammen. Das Projekt wird von der Volkswagen-Stiftung finanziert und das Team besteht aus Manuela Bojadžijev (Leuphana-Universität Lüneburg), Dr. Irena Fiket (University of Belgrade / Serbien), Prof. Dr. Birgit Sauer (Universität Wien / Österreich), Dr. Sanja Bojanic (University of Rijeka / Kroatien) and Prof. Dr. Stefan Jonsson (Linköping University / Schweden)."

MIDWEB: Migration for Development of the Western Balkans

From 1.2.2010 to 30.11.2012 the project MIDWEB made a contribution to the reconstruction and the development of the countries Albania, Bosnia and Herzegovina, the Republic of Macedonia, Montenegro, Serbia and UNSC Resolution 1244 administered Kosovo. This was facilitated by a temporary mission of highly-qualified persons, who originate from these countries and lived during the project in Austria, Germany, Italy, the Netherlands, Switzerland and in the United Kingdom. The project focused particularly on capacity-building in certain fields of local organisations in the target countries. The project is managed by IOM in partnership with the Migration, Asylum, Refugees Regional Initiative (MARRI), the Federal Office for Migration and Refugees in Germany and the Vienna Institute for International Economic Studies (WIIW), and is funded by the European Commission.
