Ethiopia has been facing an increased return of migrants, as a result of mass deportation from countries like Saudi Arabia, The Government of Ethiopia, together with other humanitarian actors successfully managed the return but, due to the absence of a national framework on reintegration, the reintegration component was not addressed. Hence this report presents the recommended approach for developing a reintegration package for return migrants in Ethiopia. This package is expected to serve as a point of reference and practical guide for the Government of Ethiopia, UN agencies, civil society organizations and other stakeholders to develop programs in support of the successful reintegration of returnees, back into their community and labour market.

As part of the East Africa Migration Route Initiative (EAMRI), the United Kingdom Home Office, with the support of the Foreign and Commonwealth Office, had tasked the International Centre for Migration Policy Development (ICMPD) to implement the East Africa Migration Route Gaps and Needs Analysis project, to establish a clearer picture of migration flows and trends as well as migration management capacities and frameworks in place in East Africa. The project consisted of two phases: a desk research phase, concluded with the “East Africa Migration Route Report”, and a field research phase to validate and complete the findings of the preceding desk analysis. The “East Africa Migration Route Report” had recommended focussing the field research on three countries placed along the East Africa migration route – Ethiopia, Kenya and Libya - stating that they merited “further attention in the EU’s effort to understand migration flows in East Africa.”1 The report at hand is the result of the field research missions to Ethiopia, Kenya and Libya, which took place between December 2007 and February 2008. During the missions a broad range of stakeholders were consulted on the migration flows to/through/from, and migration trends in, Ethiopia, Kenya and Libya. Migration management capacities and needs of relevant authorities were also assessed.

Multilingual locals, significant geographies: a new approach to world literature

Description
“World literature is literature that circulates globally. It is mostly in English. Its main genre is the novel.” These are caricatures of how World literature as a set of discourses is shaping the field of literary studies, but in fact Non-Western literatures are positioned with reference to a single global timeline and a single map, and translations supposedly ensure that worthy texts enter the global canon. What does not circulate globally is provincial, not good enough, not “world literature”. This picture bears little resemblance to the multilingual world of literature, which consists not of a single map but of many “significant geographies” specific to language, group, and genre. By exploring the often fractured “multilingual locals” and “significant geographies” of literature in north India, Morocco, and Ethiopia—each with different experiences of literary multilingualism, colonial diglossia, and continuing oral traditions—we seek to establish a multilingual and located approach to world literature in place of meta-categories like “global” and “world”. Mindful of older histories and networks of literary multilingualism and critical of the monolingual straitjacket of modern literary histories that partition Anglophone and Francophone literature from Arabic, Amharic, and Hindi/Urdu, we focus on three periods: imperial consolidation, decolonization, and the current globalizing moment. We will study local transculturations, local debates on world literature, old and new forms of multilingualism, actors and technologies of print and orality, to highlight dynamics of appropriation rather than imitation, co-constitution rather than diffusion, and the multiplicity of choices and trajectories that together form local and transnational literary fields (“world literature”). The project will propose a theoretical approach, methods for multilingual training and research, and strategic dialogues with scholars and writers in Morocco, Ethiopia, India, UK and France.

Social and ecological networks supporting biodiversity and food security

Description
Halting biodiversity decline and ensuring food security are urgent and interconnected challenges. I will study how social and ecological structures in interaction generate tradeoffs and synergies between food security and biodiversity conservation. SENet has two aims: A) to identify ecological and socioeconomic structures that benefit or harm food security and biodiversity conservation in a rural, poor study landscape, and B) to develop an integrated network model capable of predicting such effects in similar settings worldwide. Globally, SENet will be the first research to apply (graph-theoretic) network analysis to understand synergies and tradeoffs in the food security–biodiversity nexus. I will develop the integrated model using data from a landscape in Ethiopia, where agricultural expansion and human-wildlife conflicts are driving deforestation. SENet differs from existing approaches that concentrate on increasing agricultural output and overlook that social and ecological outcomes are interdependent and cannot be understood separately. In contrast, my method focuses on the food security of rural villages and on the factors that prompt farmers to clear or to plant forest, to change crops, to migrate elsewhere, etc., i.e., on farmers' decisions that affect both food security and biodiversity. In this context, I will use systematic network analysis to show how farmers are connected through food trade, knowledge exchange and other socioeconomic processes, but also how their crop fields are linked to forests and human–wildlife conflicts. The implementation of SENet will draw on my skills in network analysis and the host’s research excellence on the biodiversity of agricultural landscapes, including their ongoing fieldwork in my study area. This setup ensures a theoretical and empirical foundation for my network models, and a forum for communicating my results to non-academic actors in Ethiopia and Europe.
